PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 902 DP/002/03, 22812 116 Avenue Staff report dated February 19, 2003 recommending that the Municipal Clerk be authorized to sign and seal a permit to delete the use of low fencing in the front yards. Committee of the Whole Minutes March 3, 2003 Page 2 of6 The Planning Technician reviewed the report indicating that, as a picket fence is required under the guidelines for this Development Permit Area, it is necessary for Council to approve its removal. He advised that fencing or low hedging are options that are encouraged to achieve definition of private and semi-private areas. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. 903 DP/009/03, 12795 239 Street Staff report dated February 20, 2003 recommending that the Municipal Clerk be authorized to sign and seal a permit for a residential garage adjacent to Latimer Creek. The Environmental Technician reviewed the report and displayed a map identifying the location of the garage on the property. He described the replanting scheme and advised that the Department of Fisheries and Oceans has approved the set back. He confirmed that title of the property includes a covenant prohibiting the conversion of the garage into habitable space. The Director of Planning asserted that any use of the garage as habitable space would be illegal. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. 904 VP/108/02, 23573 Kanaka Way Staff report dated February 12, 2003 recommending that the Municipal Clerk be authorized to notify qualifying property owners that approval of VP/108/02 to relax the required parcel depth of lots fronting Kanaka Way will be considered at the April 22, 2003 Council meeting. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. ACTION REQUIRED Staff is to provide information on responsibility for the maintenance of the gravel shoulders. Committee of the Whole Minutes March 3, 2003 Page 3 of6 905 RZ/037/02, 11487 & 11497 236 Street Staff report dated February 17, 2003 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6084-2002 and Maple Ridge Zone Amending Bylaw No. 6083-2002 to permit construction of 26 homes using Bare Land Strata Subdivision be read a first time and forwarded to Public Hearing. The Manager, Development & Environmental Services reviewed the report and displayed a map identifying the location of the property. She noted that the purpose of the application is to modify the conservation boundary. The modification will marry up with the conservation boundary of the properties to the north and south. She advised that a geotechnical consultant has determined that the fill material on the property contains no contaminants and meets the standards for residential development. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. 906 RZ/064/02, 13202, 13210, 13243 & 13285 Balsam Ave., 23291 132 Ave. and 23375 Fern Crescent Staff report dated February 12, 2003 recommending that an application to rezone six parcels of land from CS-3, RS-3, RS-2 and P-2 to R-1 and RS-lb to create 43 lots be denied. The Planner reviewed the application and displayed a map identifying the location of the property. He advised that the application does not comply with the current Silver Valley Plan and is also inconsistent with the previous Official Community Plan designation for this area. Staff advised the applicants in June and November 2002 that the application was not in compliance but they wished to proceed. Francis Milner. 23375 Fern Crescent Mr. Milner read a statement on behalf of the applicants. He expressed concerns about the placement of a commercial area in front of Maple Ridge Park and a wooded area. He felt the area where the Tempo gas station is located would be better designated as the village centre and business area. He asked that Council leave their homes designated as residential and consider their application for rezoning. Although staff had explained that their application was not in compliance with the OCP, he felt that changes to the OCP are regular occurrences and the OCP serves only as a guideline for development. Note: Item 907 was dealt with prior to item 904. 907 RZ/108/02, 23573 Kanaka Way Staff report dated February 11, 2003 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6098-2002 and Maple Ridge Zone Amending Bylaw No. 6097-2002 to rezone from RS-3 to R-3 to permit subdivision into 26 single family residential lots be read a first time and forwarded to Public Hearing. The Director of Planning advised that there are no provisions for laning to the north of this development. If the land proves to be developable in the future, laning would be considered at that time. David Laird, the applicant's representative, indicated that no road frontage is planned along the north edge of the development. The intent is to put 6 townhouses along the steep edge. He confirmed that the hillside will not be defoliated. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. 908 Blue Mountain Provincial Forest -Forest Recreation Management Strategy Staff report dated February 19, 2003 identifying issues in the Strategy that may have implications to the District. The Planner reviewed the report and indicated that it would be sent to the Ministry of Forests' consultants on March 4. A tentative meeting date has been set by the Ministry to discuss the final strategy on March 14. The General Manager of Public Works and Development Services stated that he is confident the District will have an opportunity to discuss the implementation of the strategy with the Ministry as they move through the process. The Director of Planning confirmed that the report would be sent to the consultants with a letter that will include a reminder of the importance of retaining the visual appeal of the dogleg area on the east shore. ACTION REQUIRED Staff is to forward the report to the consultants accompanied by a letter indicating that this is being done at the direction of Council and including comments regarding the dogleg area. 909 6th Annual Vistas Run for the Ridge Meadows Hospice Society Staff report dated February 19, 2003 recommending that the Ridge Meadows Hospice Society be authorized to use municipal streets on May 25, 2003 between 9:00 a.m. and 10:30 a.m. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 931 Fourth Quarter Report -2002 Staff report dated February 14, 2003 providing the Fourth Quarter Report of 2002. RECOMMENDATION That the staff report be forwarded to the Council Meeting of March 11, 2003. 932 Door-to-door Soliciting, The Salvation Army Annual Red Shield Appeal Staff report dated February 19, 2003 recommending that The Salvation Army be given permission to conduct a door-to-door campaign May 1-12, 2003.
