2. PUBLIC WORKS AND DEVELOPMENT SERVICES

Staff report dated March 24, 2003 recommending that the Municipal Clerk be
authorized to sign DP/071/02 in support of a development plan for a subdivision
adjacent to Balabanian Creek.

The Manager Development and Environmental Services displayed a map
identifying the location of the property and reviewed the report. She confirmed
that work has been done on the site in advance of the permit. Staff has put the
environmental consultant, Phoenix Environmental, on notice to commence
monitoring of the site immediately.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 8, 2003.
903 DP/069/02, 23732 118 Ave. & 23766118 Ave.
Staff report dated March 24, 2003 recommending that the Municipal Clerk be
authorized to sign DP/069/02 in support of a 22 lot subdivision adjacent to a
tributary of Cottonwood Creek.
The Manager Developmen~ and Environmental Services displayed a map
identifying the location of the property and reviewed the report.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 8, 2003.

Staff report dated March 24, 2003 recommending that qualifying property owners
be advised that approval of VP/107/02 to postpone construction of the road and
water main until the next phase of subdivision will be considered at the April 22,
2003 Council Meeting.
The Manager Development and Environmental Services displayed a map
identifying the location of the property and reviewed the report.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 8, 2003.

Staff report dated March 24, 2003 recommending that Bylaws 6088-2002 and
6089-2002 to permit construction of a restaurant, motel and commercial lease
space be read a first time and forwarded to Public Hearing.
The Manager Development and Environmental Services displayed a map
identifying the location of the property and reviewed the report. She described the
uses of the surrounding properties and the purpose of the bylaws. She indicated
that the change in designation allows the properties to be consolidated and allows
for the highest and best use of Lot B.
RECOMMENDATION

Liquor License Operating Hours Amendment, Tommy's Bar & Grill -
Haney Hotel
Staff report dated March 26, 2003 recommending that operating hours be
extended to 2:00 a.m. on Sunday's for a six month period provided that all
renovations to the patio area have been completed and that the recommendation
and report be forwarded to the General Manager of the Liquor Control and
Licensing Branch.
The General Manager Public Works and Development Services reviewed the
report.
Note: Councillor Harris excused himself from discussion of item 906 as he has a
financial investment in a property in the vicinity of the Haney Hotel.
Insp. Fraser MacRae, O.I.C., RCMP expressed concerns that additional
applications will come forward if this one is approved and this could impact on
RCMP response times.
Justin Strange, Haney Hotel, advised Council that the hotel is already monitoring
the parking area, maintaining logs of all incidents and is committing to continue
these practices. The patio will be enclosed and brought up to the required
standards of the Workers' Compensation Board for use as a smoking room. He
noted that most of the comments received from the public concerning the
application addressed noise from the patio. He felt that enclosing the patio would
eliminate this concern. He pointed out that the Hotel has always made an effort to
address any complaints made by neighbouring properties.

RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 8, 2003.
ACTION REQUIRED
Staff is to provide information on how monitoring can be made a condition of
the license.
907 RZ/117/02, Inclusion into Sewer Area "A", 11710 232 Street
Staff report dated March 25, 2003 recommending that Maple Ridge Sewer Area
"A" Sewerage Works Construction and Loan Authorization Amending By-law
No. 6114-2003 to include the subject property into Sewer Area "A" be given three
readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 8, 2003.

3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police)
931 Campaign Financing Disclosure Statements for the 2002 General Local
Election
Staff report dated March 18, 2003 providing information on the filing of
campaign disclosure statements.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of April 8, 2003.
932 Special Occasion License, 2003 Maple Ridge Fair
Staff report dated March 24, 2003 recommending that the request from the Maple
Ridge-Pitt Meadows Agricultural Association for a license to hold a Beer Garden
at the Albion Fairgrounds, July 25-27, 2003 be approved and use of the Albion
Fairgrounds be authorized.

4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES
951 Festival Support
Staff report dated March 26, 2003 recommending that the policy on Festival
Support be adopted.
The Recreation Manager -East reviewed the report noting that it establishes a fair
process for allocating funds. The General Manager of Community Development,
Parks and Recreation advised that a system to track staff support of events has
been implemented. This information can be reported to event organizers and
included in their annual reports.
RECOMMENDA TION
That the staff report be forwarded to the Council Meeting of April 8, 2003.
