1. DELEGATIONS/STAFF PRESENTATIONS
1.1 Parks & Leisure Services Update
The Manager Marketing and Customer Service distributed and reviewed a
handout entitled "Parks & Recreation Services Division -Quarter 1, 2003
Highlights". Mr. Barry Lyster, Crosstrail Adventures, reviewed the partnership
arrangement between Crosstrail Adventures, the Mountain Bike Club and Parks &
Leisure Services and provided highlights of the Club's recent activities.

902 AL/087/02, 24554 & 24572 102 Avenue (Jackson Farm) -Application to
Exclude Land from the Agricultural Land Reserve
Staff report dated April 17, 2003 recommending that the application for exclusion
of the subject property not be authorized to proceed to the Agricultural Land
Reserve.
The Planning Technician displayed a map identifying the location of the property
and reviewed the history of the application. He noted that the Agricultural Land
Reserve reviewed the OCP designation of the property as a park but support of a
park designation does not indicate a willingness to consider other uses for the
property. He advised that the applicant spoke with residents of the area and their
main concern appeared to be that they had been led to believe that the property
would become a park.
Darrel McEachern
Speaking on behalf of the applicants, Mr. McEachern explained the ownership
structure of the property. He advised that the executors of Mr. Jackson's will, who
own 60% of the property, are bound by law to gain the highest and best use of the
property and to deal with its disposition expeditiously. He described the property,
the uses of the surrounding properties and the proposed development. He noted
that sections of the original property were previously sold or given to the District
of Maple Ridge and the Provincial Government. The applicants understand that
the property will not be purchased by the District for parkland. They are
requesting that the District remove the park designation from the property,
designate the property single family residential and send a letter of support to the
ALR with the application for exclusion.
David Laird
Mr. Laird, the applicant's representative, advised that the application had been
delayed in coming before Council as the applicants wished to determine what the
concerns were of the neighbourhood. They found the main concern to be
disappointment that the property would not be parkland. He described the
proposed development of the property and displayed maps illustrating the parks
and trails that would be incorporated into the development pian. He asked that the
application be forwarded to the Agricultural Land Reserve noting that the request
for exclusion is based on a defensible boundary issue given that the surrounding
properties have been developed.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.

903 AL/020/03, 20178 Chatwin -Application for Exclusion of Land from the
Agricultural Land Reserve
Staff report dated May 13 recommending that the application for exclusion of the
subject property be authorized to proceed to the Agricultural Land Reserve.
The Planning Technician displayed a map identifying the location of the property.
He advised that in 1996 the Agricultural Land Reserve indicated they were
prepared to entertain an application to exclude the property based on a decision to
exclude property to the north.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
904 Haney Hawgs Show and Shine, Use of Street, May 31, 2003
Staff report dated May 9, 2003 recommending that Haney Hawgs be authorized to
use Municipal Streets on Saturday, May 31, 2003.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
905 Canada Day Celebrations, Use of Streets, July 1, 2003
Staff report dated May 12, 2003 recommending that the Maple Ridge
Multicultural Canada Day Society and Ridge Meadows Parks and Leisure
Services be authorized to use Municipal Streets on Tuesday, July 1, 2003.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
906 RZ/041/03, Text Amendment to the Service Commercial (CS-1) Zone to
Permit Sports Equipment and Accessories as a Principal Use
Staff report dated May 9, 2003 recommending that Maple Ridge Zone Amending
Bylaw No. 6133-2003 be read a first time and forwarded to Public Hearing.
The Manager of Community Planning reviewed the report and displayed a map
identifying all the businesses that would be affected by the amendment. She

indicated that the proposed use meets the four-part test to determine if sports
equipment is an appropriate use in this zone.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
907 RZ/024/03, 23113 & 23123 Dewdney Trunk Road, RS-1 to R-3
Staff report dated May 8, 2003 recommending that Maple Ridge Official
Community Plan Amending Bylaw No. 6128-2003 and Maple Ridge Zone
Amending Bylaw No. 6129-2003 to permit construction of 16 single family
homes be read a first time and forwarded to Public Hearing.
The Planning Technician displayed a map identifying the location of the property
and pointed out the access routes and parking.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
908 RZ/030/03, 26025 103 Avenue, A-2 to A-1
Staff report dated May 13, 2003 recommending that Maple Ridge Zone
Amending Bylaw No. 6130-2003 to permit subdivision into two parcels be read a
first time and forwarded to Public Hearing.
The Planning Technician displayed a map identifying the location of the property
and described the purpose of the application.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
909 RZ/061/02, 23791132 Avenue, RS-3 and RS-2 to RS-1
Staff report dated May 13, 2003 recommending that Maple Ridge Zone
Amending Bylaw No. 6125-2003 to permit future subdivision into 19 residential
lots be read a first time and forwarded to Public Hearing.
The Manager Development and Environmental Services displayed maps
identifying the location of the property and described the propose·d development.

She advised that trail networks have been identified and staff will be looking to
achieve those networks in accordance with the Silver Valley Area Plan.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
910 VP/120/02, 11645 Ritchie Avenue
Staff report dated April 15, 2003 recommending that the Municipal Clerk be
authorized to notify qualifying property owners that approval of VP/120/02 will
be considered at the June 10, 2003 Council meeting.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
911 VP/111/02, 22104 124 Avenue
Staff report dated May 12, 2003 recommending that the Municipal Clerk be
authorized to notify qualifying property owners that approval of VP/111/02 will
be considered at the June 10, 2003 Council meeting.
The General Manager of Public Works and Development Services indicated that
staff is not aware of the removal of a retaining wall from the property and advised
that this would be investigated.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
ACTION REQUIRED
Staff is to check if the. removal of the retaining wall has affected the stability
of the property.
912 VP/019/03, 21146 123 Avenue
Staff report dated March 25, 2003 recommending that the Municipal Clerk be
authorized to notify qualifying property owners that approval of VP/019/03 will
be considered at the June 10, 2003 Council meeting.

913 VP/040/03, 12145 Laity Street
Staff report dated May 14, 2003 recommending that the Municipal Clerk be
authorized to notify qualifying property owners that approval of VP/040/03 will
be considered at the June 10, 2003 Council meeting.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
914 DP/031/03, 12660 224 Street
Staff report dated May 15, 2003 recommending that the Municipal Clerk be
authorized to sign and seal DP/031/03 to support development of a single family
residence adjacent to Coho Creek.
The Environmental Technician displayed a map identifying the location and
described the uses of the surrounding properties and the proposed development
plan. He advised that there is no requirement for rezoning or changes to the OCP.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
915 SD/117 /02, 11710 232 Street, 5 % Money in Lieu of Parkland Dedication
Staff report dated May 1, 2003 recommending that the owner of the land the
subject of SD/117 /02 pay to the District an amount that is not less than $75,000.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.

916 RZ/025/03, CS-1 (Service Commercial) Zone and Licensee Retail Stores
Staff report dated May 13, 2003 providing options with respect to Licensee Retail
Stores in the CS-1 (Service Commercial) Zone.
The Manager of Community Planning reviewed the report indicating that staff is
seeking direction from Council on how to proceed with the two options presented
for Council's consideration. The first option is to not amend the bylaw and the
second option is amend the bylaw to permit Licensee Retail Stores as an
accessory use.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police)
931 First Quarter Report -2003
Staff report dated April 30, 2003 providing the First Quarter Report of 2003.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.

932 Disbursements for the month ended March 31, 2003
Staff report dated April 17, 2003 recommending that the disbursements for the
month of March be approved.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.

Staff report dated May 13, 2003 recommending that the disbursements for the
month of April be approved.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES
951 LMMA Regional Drug Strategy -Referral from June 25, 2002 Council
Meeting
Report from the Social Planning Advisory Committee recommending that the
LMMA Regional Drug Strategy be endorsed, that a Community Ad Hoc
Committee be formed to develop. a community-wide drug prevention strategy and
that budget resources and staff and Council support be made available to the
committee.
RECOMMENDATION
That the report from the Social Planning Advisory Committee be referred to
staff for further information and be forwarded to a future Committee of the
Whole Meeting.
952 Fraser Valley Regional Library Operating and Services Agreement
Staff report dated May 20", 2003 recommending that the Mayor and Municipal
Clerk be authorized to sign the Fraser Valley Regional Library Operating and
Services Agreement for 2003.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of May 27, 2003.
5. CORRESPONDENCE
971 Rural Policing Costs

Copy of letter dated April 9, 2003 from the Mayor of the City of Courtenay to the
Honourable Rich Coleman, Minister of Public Safety and Solicitor General
expressing concerns regarding the formula for policing costs. This item was
referred to Committee of the Whole from the April 28, 2003 Council Workshop.
Recommended referral -Council for discussion of a resolution to recommend that

policing costs.
