2. PUBLIC WORKS AND DEVELOPMENT SERVICES

902 RZ/003/03, 24350 104 Ave., RS-3 to R-3
Staff report dated June 3, 2003 recommending that Maple Ridge Official
Community Plan Amending Bylaw No. 6131-2003 and Maple Ridge Zone
Amending Bylaw No. 6132-2003 to permit subdivision into 21 residential lots be
read a first time and forwarded to Public Hearing.
The Director of Planning reviewed the report noting that geotech reports were
provided by the applicant and reviewed by Planning and Engineering staff.
David Laird, Damax, the applicant's representative, advised that lots 1-5 were the
main areas of study for the geotech reports due to the steep grade. The homes on

those lots will be designed to fit the slope and the 5 foundations will be built in
one operation.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
903 Canada-BC Infrastructure Program, Grant Application for Remediation of
South Slope Sanitary Sewer Interceptor Main
Staff report dated May 5, 2003 recommending that the District's grant application
be endorsed.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
904 Drinking Water Protection R~gulation -2003
Staff report dated June 3, 2003 providing information on the new Drinking Water
Protection Regulations.
The Municipal Engineer advised that the qualification standards for operators
contained in the legislation meet the industry standards that the District has
followed. District staff is certified to meet the new regulations and in many cases
have certification beyond what is required. He explained that the regulations are
intended to cover all levels of service in the Province from small neighbourhood
systems to systems as large as the GVRD.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
905 Municipal Equipment Purchase, Curb Side Recycling Truck
Staff report dated May 30, 2003 recommending that Freightliner of Vancouver be
awarded the tender for replacement of one new single axle, low profile Recycle
Refuse Truck in the amount of $170,140.79.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.

906 Municipal Equipment Purchase, Tandem Axle Dump Truck
Staff report dated May 30, 2003 recommending that Western Star/Sterling Trucks
be awarded the tender for replacement of one Tandem Axle Dump Truck with
snowplow in the amount of $158,462.72.
RECOM.MENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
907 Municipal Equipment Purchase, Tandem Axle Dump Truck
Staff report dated May 30, 2003 recommending that Co-Van International Trucks
be awarded the tender for replacement of one Tandem Axle Dump Truck with
body sander, plow and gravel spreader in the amount of $193,948.18.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
908 Inclusion into Sewer Area "A", 24477 104 Avenue, RZ/010/01
Staff report dated May 29, 2003 recommending that Maple Ridge Sewer Area
"A" Sewerage Works Construction and Loan Authorization Amending Bylaw No.
6138-2003 to include the subject property into Sewer Area "A" be given three
readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.

Staff report dated May 14, 2003 submitting the 2002 Annual Report for
information.

RECOMMENDA TION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
952 Wildlife and Trail Corridor Proposal
Staff report dated May 8, 2003 recommending that staff be directed to prepare an
amending bylaw to the Official Community Plan to incorporate the trail and
wildlife corridor located east of 256°1 Street and north of 132nd Avenue and to
investigate obtaining access to the required Crown Lands to complete the trail and
wildlife corridor.
The Manager Parks & Open Spaces provided background information on the trail.
He indicated that costs and defining of the width of the trail could not be
determined until staff was directed to investigate this proposal.
Bill Archibald, Equestrian Trails Council, spoke of the value of this trail to the
community.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of June 10, 2003.
953 Cemetery Working Committee Recommendations
Staff report dated May 22, 2003 recommendation that the recommendations of the
Cemetery Working Committee be approved.
Note: Mayor Morse left the meeting at 1 :30 p.m.
RECOMMENDA TION
That the staff report be forwarded to the Council Meeting of June 10, 2003.

8. COMMUNITY FORUM
Harry Nicholson
Mr. Nicholson asked what the obligation is of the Mayor to vote on
recommendations as he has only seen the Mayor indicate her vote on a couple of
occasions. He was advised that if a member of Council is in attendance during
voting but does not raise his or her hand, he or she is deemed to have voted in
favour of the recommendation.
