1. DELEGATIONS/STAFF PRESENTATIONS
1.1 Fire Department Update
The Fire Chief provided an update on the activities of the Fire Department
highlighting the following:
• Forest Fire Operations
• Fire Fighter Numbers
• Emergency Incident statistics
• Motor Vehicle Accident (MV A) statistics
He indicated that the Department is continuing the trial period of attending all
serious MV A's and are finding that they are able to provide a multitude of
services while on the scene. They are working to hone the dispatch procedure to
screen out calls of a less serious nature.

He advised that the Department is endeavouring to attain the ability to certify Fire
Fighters through its own training program. This would enable the District to
develop a policy to recover some of the expenses incurred for training if a recruit
does not stay with the Department for a reasonable period of time.
1.2 Ron McCabe, RZ/037/01, 23245 and 23227 Dogwood Ave.
Note: It was the consensus of Council that Mr. McCabe would be heard by Council
following the staff presentation of item 902.
2. PUBLIC WORKS AND DEVELOPMENT SERVICES
Note: The following items have been numbered to correspond with the Council Agenda:
902 RZ/037/01, 23245 and 23227 Dogwood Ave., Land Use Contract, RS-2 to C-4
Staff report dated August 28, 2003 recommending that Maple Ridge Official
Community Plan Amending Bylaw No. 6116-2003 and Maple Ridge Zone
Amending Bylaw No. 6117-2003 to provide additional parking for patrons of the
Black Sheep Pub be read a first time and forwarded to Public Hearing.
The Director of Planning displayed a map identifying the location of the property
and described the proposal. She indicated that the amendments would result in the
entire property holding the same OCP designation and the same zoning of C-4
Neighbourhood Pub. The applicant has withdrawn its application for a retail
license. She noted that Council reviewed the conditions for licensee retail outlets
earlier in the year and this pub was part of that review.
Ron McCabe
Mr. McCabe spoke in opposition to application RZ/037/01. He suggested that the
residents of the street are appalled at the way the pub is run and do not want any
more commercial development on Dogwood Ave. Residents opposed to the
application have submitted a petition and letters. He cited complaints concerning
litter, noise, vandalism, traffic and an uncooperative attitude by the owners to the
neighbourhood. He indicated that he has received advice that property values will
go down .if this proposal goes through. He provided Council with videotape to
support his claims. He felt that both the police and the bylaws department lack the
resources to provide adequate enforcement of the area around the pub. He asked
Council not to consider this application any further. A copy of his presentation
was provided to Council.

Lou Sekora, Applicant's Rep resentative
Mr. Sekora advised that the applicant would build the parking lot to the standards
required by the District in terms of fencing, berming, lighting and traffic flow. He
indicated there would be speed bumps in the parking lot, a stop sign at the exit
onto Dogwood Avenue and right turns only would be permitted out of the lot. He
advised that there are neighbours who are supportive of the proposal and a
petition of support would be provided at the Public Hearing. He felt that the litter
problems cited by Mr. McCabe did not originate from the pub. He indicated that
the pub is well run and well managed. The owners want to work with their
neighbours. He noted that the choice to be made is to make something better or
leave the pub the way it is.
The Director of Planning indicated that the Engineering Department could look at
putting up no parking signs on 232nd Street.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
903 AL/014/03, Application to Exclude Land from the Agricultural Land
Reserve, North of 128th Ave., and East of 248th Street
Staff report dated June 19, 2003 recommending that AL/014/03 not be authorized
to proceed to the Agricultural Land Commission.
The Planning Technician displayed a map identifying the location of the property
and indicated that the proposal is to exclude the property from the Agricultural
Land Reserve for future residential purposes.
Slade Over, Applicant's Representative
Mr. Dyer noted that the applicant recognized that there are a number of policy
issues to be addressed in determining if this application should move forward. He
noted that one of the policies is to assess the merit of the proposal but there are no
guidelines for such an assessment. He advised that an agrologist's report was
submitted with the application. He displayed and distributed copies of the
proposed land use plan and described the features of the plans. Mr. Dyer
requested that Council forward the application to the Commission for
consideration.
Kabel Atwell, Applicant's Representative
Mr. Atwell stressed that the applicant wishes to proceed to the Land Commission
to let them determine if the land should be in the Agricultural Land Reserve. The

applicant is committed to working through land use issues with Council if the
property is removed.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
904 RZ/033/02, Arts Centre and Theatre Parking Analysis, Maple Ridge Off
Street Parking and Loading Amending Bylaw No. 6145-2003
Staff report dated July 17, 2003 recommending that the subject bylaw to update
the parking standards for Office, Arts Centre and Theatre and to provide for
multiple-use shared parking be read a first time.
The Manager of Community Planning displayed a map identifying the location of
the facilities and reviewed the report. She noted that staff is recommending that
first reading be given to the bylaws and that the report be referred to the
Downtown Parking Society and the Chamber of Commerce for comment prior to
subsequent readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
905 RZ/050/00, 10683 & 10705 240 Street, First Extension
Staff report dated August 29, 2003 recommending that the application to permit
subdivision into approximately 35 residential lots under the CD-1-93 Amenity
"District Zone be granted a one year extension.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
906 VP/037/02, 11485 and 11497-236 Street
Staff report dated August 21, 2003 recommending that the Municipal Clerk be
authorized to notify qualifying property owners that approval of VP/037/02 to

reduce road width requirements and waive the requirement to convert overhead
wires to underground facilities will be considered at the September 30, 2003
meeting.
The Director of Planning displayed a map identifying the location of the property
and reviewed the application.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
907 VP/010/01, 10445 245 Street
Staff report dated August 25, 2003 recommending that the Municipal Clerk be
authorized to notify qualifying property owners that approval of VP/010/01 to
waive the construction standards for a portion of 245 Street will be considered at
the September 30, 2003 meeting.
The Director of Planning displayed a map identifying the location of the property
and reviewed the application.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
908 SD/098/02, 5% Money in Lieu of Parkland Dedication, 23005 Dewdney
Trunk Road
Staff report dated August 18, 2003 recommending that the owner pay to the
District an amount that is not less than $21,300.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.

909 Inclusion into Sewer Area "A", 22679 136 Avenue
Staff report dated August 25, 2003 recommending that Maple Ridge Sewer Area
"A" Sewerage Works & Construction & Loan Authorization Amending By-law
No. 6168-2003 to include property in Sewer Area "A" be given three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
910 Inclusion into Sewer Area "A", 12768 Blackstock Street
Staff report dated August 22, 2003 recommending that Maple Ridge Sewer Area
"A" Sewerage Works & Construction & Loan Authorization Amending By-law
No. 6167-2003 to include property in Sewer Area "A" be given three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
911 Terry Fox Run, Use of Municipal Streets
Staff report dated September 3, 2003 recommending that the Terry Fox Run
Committee be authorized to use Municipal Streets on Sunday, September 14,
2003.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police)
931 Disbursements for the Month Ended July 31, 2003
Staff report dated August 19, 2003 recommending that the disbursements for July
2003 be approved.

RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
932 Door-to-door Soliciting, Caring Together
Staff report dated August 21, 2003 recommending that the request from Caring
Together for permission to canvass door-to-door from September 15 to December
31, 2003 be approved provided that necessary business license is obtained and
canvassing, Monday through to Saturday, be concluded by 8:00 p.m.
As Council had a number of concerns about the request, the Municipal Clerk
suggested that Council consider a recommendation directing staff to inform the
Caring Together that they should appear at a Committee of the Whole to present
information on their request.
RECOMMENDATION
That the staff be directed to request that the applicant appear at a future
Committee of the Whole meeting to present information on their request.
ACTION REQUIRED
Staff is to contact Caring Together to arrange for them to speak to their
request at a future Committee of the Whole meeting.
Staff is to provide Council with a copy of Section 25 of the Highway and
Traffic By-law and Section 532(1) of the Local Government Act.
933 Disaster Response Mutual Aid Agreement -Municipal Archives
Staff report dated September 3, 2003 recommending that the District enter into a
Mutual Aid Agreement with other participating members of the Fraser Valley
Region of the Archives Association of British Columbia.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.

934 Animal Services Request for Proposals
Presentation of the August 20, 2003 staff report considered at the August 25, 2003
Council Workshop.
The General Manager Corporate and Financial Services advised that, subsequent
to Council's authorization of the Request for Proposals for Animal Services, the
SPCA has changed their minds about discontinuing their services and will likely
submit a proposal.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.
4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES
951 Disaster Response -Emergency Power Generator Analysis and Design
Staff report dated September 3, 2003 recommending that staff be directed to issue
a request for proposals to select an electrical engineering company to complete
design reviews and detail options to provide power backup for emergency
response facilities.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of September 9,
2003.

8. COMMUNITY FORUM
Harrv Nicholson. 11461 236 Street, Item 907
Mr. Nicholson expressed concerns about access to the Samuel Robertson
Secondary School. He felt that having only one connection into the school would
result in traffic congestion.
