Staff report dated November 19, 2003 recommending that the Municipal Clerk be
authorized to sign DP/122/02 to permit development adjacent to Horseshoe
Creek.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.

Note: Councillor Gordon was excused from the meeting for item 903 as she lives on
neighbouring property. Councillor Isaac assumed the Chair in her absence.
903 DP/105/02, Dewdney Trunk Rd. and 23ih Street
Staff report dated November 19, 2003 recommending that the Municipal Clerk be
authorized to sign DP/105/02 to permit development of 21 single family houses
zoned R-3.
The Manager Development and Environmental Services displayed a map
identifying the location of the property and reviewed the report. She advised that
in keeping with District policy no lights are required at the park located in the
development.
RECOMMENDA TION
That the staff report be forwarded to the Council Meeting of December 9,
2003.
Note Councillor Gordon returned to the meeting and assumed the Chair.
904 RZ/062/03, Inclusion into Sewer Area "A", 24207102 Avenue
Staff report recommending that Maple Ridge Sewer Area "A" Sewerage Works &
Construction & Loan Authorization Amending By-law No. 6187-2003 be given
three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.
905 Building Bylaw 6180 -2003
Staff report dated November 25, 2003 recommending that the subject bylaw be
given three readings.
The Manager of Inspection Services reviewed the report. The General Manager of
Public Works and Development Services indicated that these amendments are the
result of recommendations from the Municipal Insurance Association.

RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,

906 Inclusion of New Pitt River Bridge Crossing in the GVRD Livable Region
Strategic Plan
Staff report dated November 24, 2003 recommending that the GVRD be
requested to include a new fixed Pitt River Crossing in the Livable Region
Strategic Plan.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.
907 CPR Holiday Train -Friends In Need Food Bank
Staff report dated November 21, 2003 recommending that Friends In Need Food
Bank be authorized to use Municipal Streets on Saturday, December 20, 2003.

931 Disbursements for month ended October 31, 2003
Staff report dated November 12, 2003 recommending that the disbursements for
October 2003 be approved.
RECOMMENDATION

932 Staff Training and Development Policy
Staff report dated November 19, 2003 recommending that the Staff Training and
Development Policy be adopted.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,

933 2004 Meeting Schedule for Council, Committee of the Whole, Public Hearing
and Council Workshop
Staff report dated November 25, 2003 recommending that the meeting schedule
attached to the report be adopted.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.
934 Funding for Acquisition of Road Dedication on 216 Street
Staff report dated November 26, 2003 recommending that Maple Ridge Land
Reserve Fund Expenditure Bylaw No. 6188-2003 to acquire the subject property
be given three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.

Staff report dated November 25, 2003 recommending that Maple Ridge Land
Reserve Fund Expenditure Bylaw No. 6182-2003 to acquire the subject property
be given three readings.

That the staff report be forwarded to the Council Meeting of December 9,

936 Maple Ridge Road Exchange Bylaw No. 6094-2002 -21340 Campbell Ave.
Staff report dated November 24, 2003 recommending that the subject bylaw to
close a ten foot portion of Campbell Avenue and consolidate with 21340
Campbell Avenue be given three readings.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.
4. COMMUNITY DEVELOPMENT AND RECREATION SER VICES
951 Samuel Robertson Secondary School Artificial Turf Sport Field Operating
Agreement and Right of Way Agreement
Staff report dated November 14, 2003 recommending that the Mayor and
Municipal Clerk be authorized to execute the Statutory Right of Way agreement.
The General Manager Community Development, Parks and Recreation displayed
a plan of the School and described the location of parking. The General Manager
of Public Works and Development Services advised that the developer to the
north has indicated that a road connection will likely be in place in 2004, which
will alleviate some of the concerns with respect to access to the school.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of December 9,
2003.
952 Samuel Robertson Secondary School Artificial Turf Sport Field Naming
Staff report dated November 14, 2003 recommending the Sport Field be named
"Rotary Field".

8. COMMUNITY FORUM
Harrv Nicholson, Item 931
Mr. Nicholson asked if the District has any other commitments to ECRA other
than the strata fees shown on the disbursements. The General Manager of
Community Development, Parks and Recreation responded that the District has
two commitments with ECRA. One is the fee for service agreement with the
Ridge Meadows Seniors Society to run the Seniors Centre and the other is
lifecycle costs associated with the Seniors Recreation Centre. Mr. Nicholson
asked if all the suites owned by the District had been sold. The General Manager
of Community Development, Parks and Recreation did not have the answer
available but indicated he would contact Mr. Nicholson with that information.
ACTION REQUIRED
The General Manager of Community Development, Parks and Recreation is
to advise Mr. Nicholson of the status of sales of suites owned by the District
at Panorama at ECRA.
