The Minutes of the Municipal Council Meeting held on December 8, 1998 at 7:00 p.m. in the
Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, British Columbia for
the purpose of transacting regular Municipal business.

03 DELEGATIONS
Presentation by Fraser Valley Regional Library to Councillor Levens
Prior to the scheduled delegations, the Mayor introduced Mr. Evan Williams and Ms.
Jane Russell of the Fraser Valley Regional Library who surprised Councillor Levens
with a plaque commemorating her eight years on the Fraser Valley Regional Library
Board. They noted that Councillor Levens has seen many changes during that time and
expressed the Board's appreciation for her dedication to the Fraser Valley Regional
Library.
03.01 Economic Advisory Commission re Community Economic Development Strategy
Mr. Ron Hoffart, Chair of the Economic Advisory Commission (EAC), advised that he
was in attendance on behalf of the other members of the Commission to highlight the
Community Economic Development Strategy (CEDS) which Council received at an
earlier date. In addition to the members who represent separate sectors of the economy,
the EAC has members from Human Resources, the School District and the Chamber of
Commerce. The EAC operates with the support from the Community Services and
Business Relations office.
He advised that the CEDSP contains a statement of goals and objectives to enhance
economic development and a set of action plans by which the Commission intends to
achieve those objectives. The Commission believes the CEDSP is part of the process
of enhancing the quality of the life of the residents of our community.
Mr. Hoffart explained that need for the CEDSP grew out of Council's Corporate
Strategic Plan in the Official Community Plan (OCP). The CEDSP was prepared in
consultation with Harris Hudema consulting Group and is a co-Operative effort
involving many groups and individuals in the community who participated in a series of
focus group sessions, interviews and public works shops. There was consultation with
Municipal staff, business leaders and others. At the end of the report there are action

plans from the 12 economic sectors that are represented in the plan. The objective of all
the action plans is to increase employment within the boundaries of the Municipality.
Mr. Hoffart spoke of the need to keep the job force in Maple Ridge where they can
contribute their talents and spend more of their money. In the last 15 years our
population has grown 74%. Our local employment has only grown by 52%. The
employment to labour force ratio in Maple Ridge is dropping and that is what the
CEDSP is trying to turn around. There has been success in two sectors, namely the film
industry and home based business. There has been recent growth in light industry as a
result of a decision by Council to revise the zoning in the Maple Ridge
Industrial/Business Park.
Mr. Hoffart further noted that Maple Ridge has the lowest cost industrial land but has
the second smallest inventory of industrial buildings in the lower mainland.
He explained that land use is the most powerful tool that Council has and it is factored
in with all the other issues a manufacturer, etc. has to worry about and the company is
not familiar with development regulations. It has to focus on competing in a global
economy. There has to be a lot of "going the extra mile" by everyone involved to get
the company established. This goes beyond customer service and a regional framework;
what is needed is entrepreneurial zeal. The EAC does not feel that the primary goal
should be to have a good set of regulations; the goal of the EAC is to have a good
supply of income producing projects that conform to a good set of regulations.
Mr. Hoffart advised that the EAC regards its role as one of support; the EAC wants to
research and provide valuable input on each of the actions described in the Community
Economic Development Strategy. The EAC would like Council to formally adopt the
strategy to signal to the stakeholders that it is a priority.
He noted that the next step is to translate the information in the CEDSP into a work
plan. This will require the support of the Municipality, Chamber of Commerce and
other organizations and groups. He highlighted several initiatives that the EAC has
already undertaken in that regard which include the following:
• compile an inventory of tourism;
• look at ways to address the under-supply of retail services;
• study initiatives to get more use out of agricultural and rural lands;
• encourage technology such as the location of a call centre or electronic
communications centre in Maple Ridge;
• review the regulations related to home based businesses to achieve a further
expansion of this industry; and
• encourage more training of workers for the value-added wood products industry.
Mr. Hoffart the that the ongoing work of the Economic Advisory Commission on the
action plans will extend over the next five years.

Council expressed their appreciation to the EAC for their dedication and service to the
community.
Councillor King suggested that the Retail sector look into the impact of Internet
shopping. Mr. Hoffart offered to add it to the work plan.
Mr. Hoffart noted that some of the recommendations in the work plan require resources
beyond the Commission's mandate.
Councillor Gordon noted the need for Council to endorse the CEDSP and to study the
financial implications.
The Chief Administrative Officer advised that the Community Economic Development
Strategy Plan should now be brought back to Council along with a proposed resolution
for some discussion about the priorities that Mr. Hoffart has identified and the fimding
that is required.
03.02 Social Planning Advisory Committee - Farewell to Retiring Members
The Municipal Clerk advised that this delegation has been withdrawn from the Agenda
and will be re-scheduled to another date in January, 1999.
03.03 Ridge Meadows Recycling Society - Update on Activities
Refundable Containers
Ms. Kelli Speirs, Executive Director the Ridge-Meadows Recycling Society, was in
attendance along with helpers Derek, Joy, Shari and Moriah to demonstrate the various
beverage containers that are eligible for a refund under the expanded beverage container
deposit/refund system. Ms. Speirs also provided information on where containers can
be taken for refunds, etc.
Curb Side Food Drive - December 7th and 11th
Ms. Speirs advised that the Recycling Society is collecting donations of non-perishable
food items along with the regular blue box pick-up on the above noted dates.
Christmas Tree Chipping
Ms. Speirs advised that Christmas trees can be left at the depot from December 27th to
January 10th for chipping. The event is conducted in partnership with the Thomas
Haney Dry Grade Committee and the service is by donation.

Councillor Baker expressed his appreciation to the Recycling Society for doing an
excellent job and extended to the staff best wishes for the holiday season and a
prosperous new year.
04 STAFF PRESENTATIONS
04.01
A ward for Planning Excellence - Bob Robertson, Chief Administrative Officer
The Mayor displayed a certificate of recognition recently received by Mr. Robertson
from the Canadian Institute of Planners. The Mayor advised that in 1997 Mr. Robertson
was selected to a three year term as ajuiy member for the Canadian Awards in Planning
Excellence. This past year, the national award program specifically encouraged
submissions related to environmental planning initiatives and smaller community
planning programs. More than 50 submissions were received from across the country.
The Mayor congratulated Mr. Robertson for his role in supporting the principles of
planning at a national level.
04.02 Distinguished Budget Presentation Award
Councillor Clements presented the General Manager of Financial and Corporate
Services with the above noted award for its annual budget for the fiscal year beginning
January 1, 1998.
He advised that this is the seventh time the District has received this award and was the
first Municipality to ever be issued the award in Western Canada.
Currently, the District is the first and only government in Canada to receive the
Distinguished Budget Presentation Award, the Canadian Award for Financial Reporting
and the Award for Outstanding Achievement in Popular Annual Financial Reporting.
The General Manager of Financial and Corporate Services acknowledged the dedication
of his staff, particularly Cliff Kilby and Cindy Dale, who have been involved in the
preparation of the award winning documents.

Discussion
At the request of Councillor King, the Director of Current Planning displayed an
overhead map of the site and explained the development plan for a proposed 18
lot subdivision that was presented to the March 9, 1992 Public Hearing.
Councillor King noted that Council at this point has no idea what the subdivision
will look like and that the area has changed since 1992.
The Director of Current Planning advised that the subdivision will look fairly
close to the plans presented at the Public Hearing as it will have to follow the
guide plan for the area. The configuration of the lots will be finalized at the
subdivision stage. He further confirmed that the subdivision will be required to
meet all the latest standards in terms of the environment, etc.

08 MA FOR 'S REPORTS
Greater Vancouver Transportation Authority
The Mayor advised that he will be asking for more assistance from Council this year,
noting that his appointment as a representative to the Greater Vancouver Transportation
Authority (GVTA) involves a very heavy workload. The GVTA takes over on April 1,
1999.
He highlighted the recent GVTA Meeting that he recently attended, noting that the
GVTA has voted to retain a single bus system structure. GVTA issues that are of great
interest to him are the Albion Ferry and Westcoast Express. He feels that it is very
important to get the best transit services in Maple Ridge and that there be good linkages
to the downtown core project. He will work hard on behalf of the community on those
issues.
He thanked Council for all the work they did on his behalf while he was on holidays.
Recent Storms and Power Outages
The Mayor thanked the Fire Department for their continued dedication to the
community which was evident during the recent wind and rain storms and resulting
power outages.
He advised that he and Pitt Meadows Mayor Dave Duncan have viewed the damage to
the airport that occurred during those storms.
1999 Budget, Other Meetings
The Mayor advised that Council has spent considerable time deliberating the 1999
Budget and hope to have it finalized next week.

He also attended the Fire Department Awards Night, Cub and Scout events and the
Community Justice Forum.
He advised that time will be allocated during future Council meetings for more staff
presentations that will give an update on the various Department's activities, etc.
09 COUNCILLORS' REPORTS - LIAISONS TO COMMITTEES
Councillor C. Gordon
Councillor Gordon noted that as a representative of the Social Planning Advisory
Committee, she is very concerned about the issue of child poverty. In 1989 the House
of Commons resolved to eliminate child poverty in Canada by the year 2000, however,
since 1989 child poverty has increased by 55% and there are no signs of it going the
other way. In B.C., approximately 18,000 children live below the poverty line and
statistics indicate that 4000 young children in Maple Ridge live below the poverty line.
Councillor Gordon added that although social services is a Provincial responsibility,
poverty affects the quality of life of our community. She feels that this should be talked
about publicly as poverty has huge implications on our community.
Councilor J. Clements
Councillor Clements advised that he attended a G.V.R.D. Parks meeting. He also
attended the opening of the Pitt Meadows Museum and general store, which is a well
done project.
Councillor L. King
Councillor King advised that the Community Justice Forum was well attended and that
the Mayor gave the opening remarks. She noted that the forum was pleased to have the
Honourable Ujjal Dosanjh, the Attorney General, speak to them as he is a very gracious
presenter.
She added that she and the Alouette River Management Society (ARMS) toured the
B.C. Hydro dam to observe the water being spilled and also visited several salmon
enhancement projects. She advised that ARMS is doing very good work for the
community and they will appear before Council to provide an update on their activities
early in 1999.
Councillor T. Baker
Councillor Baker advised that as acting Mayor for the latter part of November, he
attended many G.V.R.D. Meetings and other events on behalf of the Mayor. He

attended the last meeting of the B.C. Transit Commission, noting that he was a member
of the Commission some years ago and enjoyed renewing past acquaintances.
Councillor Baker referred to the recent wind and rain storms and resulting power
outages. He noted that while they were not needed, plans were in the works to activate
emergency centres, etc. He noted that there was some concern about residents clearing
trees off roads, etc. and urged people to exercise caution until they know that they are
not encountering downed power lines.
He wished the citizens of Maple Ridge the best of the holiday season and a prosperous
new year.
Councillor B. Levens
Councillor Levens advised that that Fraser Valley Regional Library Board has been
working to achieve an equitable distribution of the library budget to all the member
Municipalities. There have been inequities in the budget system. As a result of the new
funding formula, Maple Ridge has saved $75,000 since 1996. She further advised that
the library system has been successful in funding microfiche equipment which is now
available at the Maple Ride library for those wishing to peruse past issues of the local
newspapers, etc.
Councillor Levens added that she has received many compliments on Maple Ridge's
Christmas decorations and people feel that they are the best in the lower mainland.
She expressed her appreciation to all the people in the various choirs who have been
giving concerts and extended holiday greetings to the citizens of Maple Ridge.
Councilor K. Stewart
Councillor Stewart advised that the Chamber of Commerce Luncheon is on December
19th.
He advised has visited the Food Bank and that they are very much in need of donations
in order to meet an increased demand. He asked people to take the time to donate to the
Food Bank.
He advised that Council has reviewed the business plans for the various Departments
and that the business plans were very helpful to Council during their budget
deliberations.
He displayed the new Electoral Boundaries map and explained a revision to expand the
Mission-Maple Ridge riding.

Albion Ferry
A gentleman asked for further information on the Mayor's reference to the Albion ferry.
The Mayor advised that the Albion ferry will come under the jurisdiction of the Greater
Vancouver Transportation Authority instead of the Ministry of Transportation and
Highways.
Mr. Sandy Macdougall congratulated Councillor Levens for serving for eight years on
the Fraser Valley Regional Library Board and thanked her for her dedication to library
matters.

QUESTION PERIOD
The purpose of the Question Period is to provide the public with an opportunity to seek
clarification about an item on the agenda or other Municipal matter. Council will not
tolerate derogatory remarks directed at Council and/or staff during the Question Period.
If a member of the public has a concern related to a Municipal staff member, it should
be brought to the attention of the Mayor and/or Chief Administrative Officer in a
private meeting.
Each person will be permitted 2 minutes only to ask their question (a second
opportunity is permitted if no one else is sitting in the chairs in front of the podium).
The total Question Period is limited to 20 minutes.
Other opportunities to address Council may be available through the office of the
Municipal Clerk who can be contacted at 463-5221.

Bylaw 4659-1992 has been considered by Council at Public Hearing and subsequently granted 2nd

Council considered this rezoning application at a Public Hearing held on March 9, 1992. On March
16, 1992 Council granted 2nd and 3 reading to Maple Ridge Zone Amending Bylaw No. 4659-1992
with the stipulation that the following conditions be addressed:
Preliminary approval from the Ministry of Environment, Water Management Branch;
Preliminary approval from the Ministry of Environment, Fish and Wildlife Branch;
Approval from the Ministry of Transportation and Highways;
Approval from the Ministry of Municipal Affairs.
Road dedication.
A Statutory right of way plan and agreement must be registered at the Land Title Office;
The following applies to the above:
1) The Ministry of Environment, Water Management Branch have responded. Any building
being constructed must meet their requirements for floodproofing.
The Ministry of Environment have advised that the area under application does not impact
the Fraser River. The applicant is, however, subject to Section 9 approval for any works on
the balance of the site.
The Ministry of TransportationandHighways approved the Bylaw.
The Ministry of Municipal Affairs granted approval to the Bylaw on May 13, 1992.
The River Road frontage has recently been dedicated.
A Statutory Right of Way is not required. The subject area is now within the road right of
way.
CONCLUSION:
As the applicant has met Council's conditions, it is recommended that final reading be given to the
bylaw.

To designate the property to Compact Housing at
30 units per net hectare in Schedule "C" of the
Official Community Plan.
The Planner went over the purpose of the by-law as noted above.
On question from. the Mayor, the Planner clarified that the
specific proposal is roughly for 22 units per net hectare. The
proposal slightly exceeds the maximum 18 units per net hectare
permitted in the existing Official Community Plan designation.
Aid. Levens questioned how many lots can be built on the
property under its current zoning. The Planner responded that
if the property was zoned to RS-lb, given the geometry of the
property, it is doubtful the developer could achieve 18 units
per net hectare. Although such details have not been worked
out, he would probably get something less than that.
Mrs. Lewis reiterated her opposition to the proposal, noting
that the Planning Department guide plan calls for 32 lots and
the developer is proposing 45 lots.
Ms. yolk questioned if there is there is any restriction in
place to require the developer to keep to the plan submitted.
Aid. Leaf responded that he is restricted by the zoning.
There was no further comment and the Mayor declared the item
dealt with.

He advised that approval from the following Ministries must be

Branch; Ministry of Transportation and Highways; Ministry of
Municipal Affairs with respect to the Validation and Enabling
Act, as well as approval from the Fraser River Estuary
Management Program. Also required is road dedication along
River Road and the registration of an easement for storm
drainage.
There was no comment and the Mayor declared the item dealt

The Planner displayed a map of the site, as well as a plan of
development, which identifies a cul-de-sac off 208 Street. He
indicated the location of McKenney Creek through the site and
the portion of property to be dedicated as Park which basically
covers most of the covenant area of the creek. Prior to final
approval of the by-law, approval is required from the Ministry
of Environment, Fish and Wildlife and Water Management
Branches.

This by-law may be cited as "Maple Ridge Zone Amending By-law
No. 4935 - 1993."
Maple Ridge Zone Amending Bylaw No. 3510 - 1985 as amended is
hereby amended by adding the following thereto:
Section 1019 CD-1.-93
A. Permitted Uses
Subject to the regulations contained elsewhere in this bylaw,
the following uses and no others shall be permitted in the
CD-1-93 zone:
All those uses permitted in the R-1 (Residential
District) zone.
All those uses permitted in the RS-lb (One Family
Urban (medium density) Residential) zone.
B. Regulations for the size, shape and siting of buildings and
structures shall be as those permitted in the R-1 and RS-lb
zone with the following exceptions:
1. For lots with a 12 metre frontage, shall be sited not
less than:
3 metres from the front lot line;
14.5 metres from the rear lot line;
C) 1.2 metres from the interior lot line.
2. For lots with a 15 metre frontage shall be sited not

Mayor Morse briefly explained the procedure of the Public Hearing
and advised that in accordance with the Municipal Act, no further
input into the subject By-laws can be received by the Municipal
Council until the By-laws are either adopted or defeated. The
by-laws will receive further consideration at the August 23, 1993
Council Meeting.
The Mayor then called upon the Planner to introduce the following
items on the Agenda:

The Planner displayed an overhead map of the site and a plan of
development to identify how the development will occur. He
noted that a number of lots will front onto 112 Avenue which is
an arterial street located just to the north of the proposed
development. Access will be achieved by a lane at the rear of
those lots. A cul-de-sac will be located off a future collector
road system to the east. Completion of a portion of the
development site will be dependent on further development of
properties to the east.
On question from Councillor King, the Planner indicated on the
map the portion that is proceeding under application at the
present time and the portion that is dependent on adjacent
development.

SUMMARY:
Bylaws 5732-1998 & 5733-1998 have been considered by Council at Public Hearing and
subsequently granted 2 and 3 reading. The applicant has requested that final reading be granted.
The purpose of the rezoning is to permit a mix of public, institutional and commercial uses in the
Downtown Core.
RECOMMENDATION:
That Maple Ridge Official Community Plan Amending Bylaw No. 5733-1998 as amended and
Maple Ridge Zone Amending Bylaw No. 5732-1998 be reconsidered and adopted.
BACKGROUND:
History:
Council considered this rezoning application at a Public Hearing held on October 20, 1998. On
October 27, 1998 Council granted 2" and 3d reading to Maple Ridge Zone Amending Bylaw No.
5732-1998 and Maple Ridge Official Community Plan Amending Bylaw No. 5733-1998 with the
stipulation that the following conditions be addressed:
Approval from the Ministry of Transportation and Highways;
Registration of a Rezoning Development Agreement and security outlined in the
Agreement;
Amendment to Schedule "A" "B" & "H" of the Official Community Plan;
A geotechnical report which addresses the suitability of the site for the proposed
development;
A Statutory right of way plan and agreement must be registered at the Land Title Office;

The following applies to the above:
The Ministry of Transportation and Highways have approved the Bylaw.
Council has resolved to defer the provision of security for off-site servicing until the
Development Permit stage.
This will be done once final reading has been granted to Maple Ridge Official Community
Plan Amending Bylaw 5733-1998.j On October 27, 1998, Council requested an amendment
to this bylaw to include the provisions for public input. The bylaw has been amended
accordingly.
A geotechnical report has been received.
A Statutory Right of Way Plan is not required.
CONCLUSION:
As the applicant has met Council's conditions, it is recommended that final reading be given to the
bylaws.

L A By-law to amend the Official Community Plan
WHEREAS Section 997 of the Municipal Act provides that the Council may revise the Official
Community Plan;
AND WHEREAS it is deemed desirable to amend Schedule "A", "B" & "H" to the Official
Community Plan;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge,
in open meeting assembled, ENACTS AS FOLLOWS:
This By-law may be cited for all purposes as "Maple Ridge Official Community Plan
Amendment By-law No. 5733 - 1998."
Schedule "A" is hereby amended by adding the following in the Appendix:
DEVELOPMENT PERMIT AREA XXXVI- DOWNTOWN CIVIC CORE
Designation:
The Development Permit Area is hereby designated for the establishment of objectives
and the provision of guidelines for the form and character of civic institutional and
commercial development. Public review of the final conceptual plan will be required as
part of the final consideration of the development permit(s).
Location:
The Downtown Civic Core is shown on Schedule "H" of the Official Community Plan
and is generally described as those lands south of Dewdney Trunk Road and north of
Lougheed Highway, between 224th Street and 226' Street.
Justification:
The Downtown Civic Core is the focal point for the downtown area. The civic
uses/spaces that dominate the Core will define development and use patterns for
neighbouring areas and for the balance to the downtown core. Combined with significant
commercial/retail facilities, the Civic Core will create a density of use that requires a high
degree of attention to design detail. This will ensure the Core remains a vibrant and
attractive environment in which to live, work, shop and recreate.
Objectives:
To reinforce the role of the Core as the focal point of community and economic
activity for the District.

To provide easy access for all modes of transportation to the area, but prioritizing
its use for pedestrian, cycle and transit access.
To create continuity in pedestrian and bikeway connections from surrounding
neighbourhoods, through the development.
To provide adequate parking in pleasant, safe, and convenient places, but avoiding
large tracts of featureless paving surface and conflicts with the pedestrian
enjoyment of the area.
To reinforce the "public realm" by clarifying Street edges with the location and
design of buildings and activities, and through the use of appropriate public street
furnishings.
To enhance the pedestrian experience by encouraging building orientation to the
street and enhancing streetscape design.
E. Guidelines
SITE PLAN
The surrounding streets all provide public frontages to the Civic Core Plan. The
orientation of the various buildings and uses should recognize these frontages
through appropriate orientation of entries and the treatment of building exteriors at
street level. Streets that require consideration include McIntosh Avenue, Dewdney
Trunk Road, Lougheed Highway, 224" Street, Edge Street, 226" Street and Selkirk
Avenue.
Service areas must be screened from public view and limit conflicts with
pedestrians on surrounding public streets. Where possible service areas should be
internalized.
Well defined pedestrian routes through the site should provide clear linkages
between 224' Street and Edge Street and between Dewdney Trunk Road and
Lougheed Highway.
Public squares and gardens should provide a focus to surrounding building ensuring
a high degree of visibility.
Transit hubs should be located convenient to pedestrian corridors. The design of
these hubs should provide a pleasant experience for transit users ensuring the
viability of the service.
Parking areas should accommodate well delineated pedestrian routes. Landscaping
should accommodate street-trees in a pattern mimicking street landscape design
ensuring larger parking areas are effectively divided into smaller, visually more
pleasing areas.
BUILDING FORM
Buildings should emphasize the Street frontages through the orientation ofentries
and the use of fenestration.

Significant corners should be given added emphasis with vertical architectural
features and roofscape features. Buildings that would otherwise have a horizontal
massing should provide height differentiation and corresponding articulation of
facades to create an image of smaller components each with a greater vertical
emphasis for the massing.
Exterior finishes should be brick, natural stone, wood. Substantial areas of concrete
should be avoided. Expanses of solid wall or glass should be minimized.
Pedestrian amenity should enjoy a priority through the use of interesting design
detail at ground level, easily identifiable entrances, shopfronts with clear, untinted
glazing, concentration of signage at ground level and, attractive landscaping.
It. Underground parking facilities should be designed with public safety in mind.
Entries should be highly visible, well lit and spaced at convenient intervals. Blind
corners must be avoided.
LANDSCAPING
Landscaping should define the purpose and emphasize the desired character and
function of public space..
Landscaping should reinforce design continuity with neighbouring properties and
the streetscape by providing consistency in street trees, plant materials, and other
landscaping elements. Simplicity in landscaping materials is desirable and should
be encouraged for screening purposes.
Street trees will be a required component of all development.
SIGNAGE AND LIGHTING
Signage should be integrated with the design of a building, preferably at ground
level only, and its size and design should complement the scale and architectural
detail of the building.
All signage shall conform to the Maple Ridge Sign By-Law with the exception of
freestanding, projecting, rotating, temporary portable, balloon and changeable
readograph signs that will detract from the character of the area and are therefore
prohibited.
High intensity illumination should be minimized. Pedestrian level lighting is
required along all pedestrian routes and pedestrian plazas.

The Government Finance Officers Association of the United States and Canada
(GFOA) presented an award for Distinguished Budget Presentation to the Corporation
of the District of Maple Ridge for its annual budget for the fiscal year beginning
January 1, 1998.
In order to receive this award, a government unit must publish a budget
document that meets program criteria as a policy document, as an operations guide, as
a financial plan, and as a communication device.
The award we received for our 1998 Budget document was the seventh time we
have received the award. The District of Maple Ridge received the first Distinguished
Budget Presentation Award ever to be issued in Western Canada
Currently the District is the first and only government in Canada to receive the
Distinguished Budget Presentation Award, the Canadian Award for Financial
Reporting, and the Award for Outstanding Achievement in Popular Annual Financial
Reporting.

NON-ALCOHOL BEVERAGE CONTAINERS:
Any number of non-alcohol, ready-to-drink beverage containers can
be returned to either the Haney Beverages Depot (#2 - 22935
Lougheed Hwy) or the Maple Ridge Bottle Depot (#7 - 20475
Lougheed Hwy). Refunds of $.05 for any containers up to and
including 1 litre and $.20 for containers over 1 litre.
Grocery stores will continue to refund beverage containers in limited
numbers. Of course the containers must be carried for sale in the
store.
ALCOHOL BEVERAGE CONTAINERS:
Alcohol beverage containers such as wine, spirits, beer and coolers
can be returned to all liquor stores for a full refund. •Refunds of $.10.
for any containers up to and including 1 litre and $20 for containers
over 1 litre.
BOTTLE DEPOTS:
Local bottle depots, in an effort to provide one stop convenience to
residents, will buy back alcohol beverage containers, but they will not
pay the full refund. This discounted rate is so that the bottle depot
can cover the costs of handling these containers.
FOR FULL REFUND:
Return all alcohol beverage containers to the liquor store and all non-
alcohol beverage containers to the local- Bottle Depots.
DONATIONS GLADLY ACCEPTED:
Ridge Meadows Recycling Society is also very pleased to accept all
refundable containers in the bluebox. These containers are sorted
and returned for the refund. This money is used to offset the cost of
recycling in Maple Ridge.

BC's Beverage Con-
tainer Deposit/Refund
Expansion ensures that
all costs associated with beverage contain-
ers from their cradle (production) to their
grave (recycling) are borne by Industry. In
the past, costs to recycle or dispose of
non-refundable beverage containers were
borne by all residents through municipal
garbage and recycling systems.
The GVRD's material bans from disposal
of cardboard, newspaper and office paper
make a lot of sense. These commodities
are too valuable to bury in a landfill in
Cache Creek when they can so easily be
recycled. The bans move valuable te-
sources back into the loop, preserve
natLlral resources and prevent pollution.
These bans have encouraged many more
people to set up recycling systems in their
homes and businesses.
I would like to commend the CRC
(Commercial Recycling Concepts)
crew. This group of individuals has
plunged wholeheartedly into the
provision of recycling services to over
200 businesses in Maple Ridge and
Pitt Meadows. From Purewal Blue-
berry Farms to Revy Hardware. Extra
Foods and many more. They have
found solutions to almost every
problem and by so doing have almost
tripled the tonnage of cardboard
recycled since 1996.

This year RMRS added a green bag
at the curb to collect office paper and
magazines: worked hard to encourage
more waste diversion through the

Recycling Society key participant in community event
IDGE MEADOWS RECYCLING SOCIETY IS INVOLVED in prolllot-
ing a clean, healthy environment all year round. Special
activities and community involvement and education help
ensure that the recycling message is never far frorn the minds of local
residents.
During the Summer Ridge Meadows Recycling Society participated in
the Communities in Bloom program ill Maple Ridge. Communities in
Bloom is a nation-wide program aimed at encouraging communities
to beautify towns and cities by increasing plants, flowers and gardens
in private and public settings, and keeping these areas tidy and
attractive.
Working with the municipality, local garden clubs and other commu-
nity groups, RMRS helped to inspire gardeners throughout Maple
Ridge. The Communities in Bloom display wolitwo awards at the
Mountain Festival Home Show last May, and in October Maple Ridge
was awarded Four Blooms out of a possible five in the BC category of
the competition.
This is the first year Maple Ridge has fully participated in the Com-
munities in Bloom program. Our success means that next year we will
be competing nationally with other communities of similar size.
A key element in the judging criteria for Communities in Bloom is the
effectiveness of local recycling programs. Due to our excellent
program, Maple Ridge received full marks in this area.

President's Report

I AM PLEASED TO BE WRITING my first President's
Report. The past few months have been important
ones as we completed a Board and Staff Retreat in
late June and are now working to implement the
priorities identified for the coming year.
One of the most important priorities is the redesign
of the Education and Volunteer programs. The top
three areas in Education and Outreach are the
School Education Workshops; Outreach Activities
such as parades and community events and the
support and nurturing of the Volunteer Program.
Last year I attended one of the Education workshops
being offered by the Society. It was the Simple
Living workshop facilitated by Vicki Bentzen. This
workshop challenged me to explore my personal
values in relation to my day to day decisions. It
focuses on the first 'R' in the Three R's Hierarchy -
Reduce - and asks the question "What might enable
me to live a more fulfilling life while stepping
lightly upon the Earth?" Simple Living embraces the
values of voluntary simplicity and stresses the
impact that lifestyle change can have on the environ-
ment we share. I was surprised to discover that man
of my day-to-day decisions were not in harmony
with my personal values. I heartily recommend this
workshop to all of you. In fact I asked the Society to
put on a two hour version of Simple Living for the
public, sponsored by Meadowridge School, on
November 5, 1998. The next full day Simple Living
workshop is scheduled for Saturday, January 23,
1999.
Looking forward to Christmas, we plan to be in the
parade on December 5th and we will conduct our 5th
Annual Food Drive, December 7th through Decem-
ber 11th. Also don't forget to bring your old Christ-
mas trees to the depot for chipping, December 27th
through January 10th. This year Katimavik volun-
teers will help with both the Food Drive and the
Christmas Tree Chipping event.

RIDGE MEADOWS RECYCLING SOCIETY IS LOOKING for environmentally concerned
residents to join our Volunteer Team. The main qualifications for our volunteers
are enthusiasm and a willingness to try something new.
If you enjoy working in the garden, we are culTently looking for Garden Assistants
to keep an eye on the Compost Education Garden while it is closed. Compost
continues year round and an hour each week turning and maintaining the compost
bins (while encouraging the worms), will enable us to have plenty of compost
ready for the spring.
If you prefer indoor work, we are looking for a volunteer newsletter editor, and
someone to help out as a library/research assistant.
If you have a creative flair, we need help with the planning of special events and
parades. We require someone who has great ideas for designing displays and
preparing educational material.
Do you like to talk? We need volunteers to connect with the public when we set up
displays in malls or at special events. Is teaching your secret passion? We need help
with the schools program and guides to tour visitors through the depot.
Perhaps you have some ideas you would like to share about how you could volun-
teer for us. Training is provided for all our volunteers and a monthly support
program is being planned. Call Joy Gallop at 463-5545 if you are interested.
Readers Digest article
misses mark
RIDGE MEADOWS RECYCLING SOCIETY WANTS TO set a few facts straight about
the curbside blue box program in Maple Ridge. During the summer.
Readers Digest magazine printed an article titled "The Hidden Truth About
Canada's Blue Boxes" which questioned the value of blue box programs across the
country. "There were several significant facts the article didn't take into account in
its analysis," said Kelli Speirs, executive director of RMRS.
The article attempts to compare garbage and recycling costs in Ontario. Edmonton
and Winnipeg. "The BC experience is different," said Speirs. For example, Ontario
now has no deposit refund system. Bluebox recycling in Ontario is subsidized by
the Beverage Industry in order to avoid the deposit refund system. BC, on the other
hand, recently expanded its Beverage Container Deposit system, and is poised to
impose Industry Stewardship standards that will ensure that industry responsible for
its products and packages from "cradle to grave." In other words, if a manufacturer
decides to produce a product with excessive packaging, they will be responsible for
its disposal costs, not the public at large.
The Readers Digest article bases its conclusions on the premise that recycling
programs should break even, or even turn a profit. Recycling is, essentially the
diversion of garbage from the waste stream. Garbage collection and disposal is at
no time expected to break even or turn a profit.
Said Speirs. "There is a common sense comparison to be made here." She explains
that garbage and recyclables are both collected at the curb with collection costs
including trucks, drivers and swampers. These costs are about the same for garbage
or recycling collection. The difference is in what happens post-collection. For
garbage, a tipping fee is paid, and the garbage is then trucked and landfilled. For
recycling, there is a processing cost and then a revenue from the sale of the com-
modity.
In Maple Ridge, recycling costs were $39.85 per household per year in 1997, while
garbage costs ranged from $144 to $220 per household per year. There are approxi-
mately 19,000 households in Maple Ridge and they produced about 19,000 tons of
waste in 1997. 12,000 tons (63%) was garbage and 7,000 tons (37%) was
recyclables. Based on these figures it would cost $228.57 to handle 1 ton of garbage
and 107.70 to handle 1 ton of recyclables. Clearly there is a savings of over 50% in
Maple Ridge when recycling is chosen over garbage.
Speirs also criticizes the Readers Digest piece for using only partial garbage costs
in their analysis, and ignoring geographic and regional differences in costs. The
revenue per tonne which a recycling program receives is dependent on many
variables. These include the availability of markets, the distance to the market,
fluctuations in market prices and the collection methods which impact the purity
and value of commodities.
By recycling at home, people are making a real difference to the environment. Also
unaccounted for in the equation are the impact on natural resources, the increased
life expectancy of existing landfills and conservation of energy. "This is not some-
thing you can put a price tag on," said Speirs. "These are all major spin-offs from
the simple act of placing a blue box full of recycling at the curbside. What a
powerful individual action."

program. Shiloh, a former Environmental Youth Team worker at RMRS. brings a wealth of expertise and knowledge to her new posting.
She is researching environmental education programs in other comniunities, designing targeted lesson plans for different age groups and
promoting activity-based workshops for a pilot project with Maple Ridge Parks & Leisure Services. This is an important project for the
Society, and would not be possible without this program. We are extremely pleased to work with such a knowledgeable young person in
