PUBLIC HEARING
October 15, 2013
The Minutes of the Public Hearing held in the Council Chamber of the Municipal Hall, 11995
Haney Place, Maple Ridge, British Columbia on October 15, 2013 at 7:00 p.m.

Mayor Daykin called the meeting to order. The Manager of Legislative Services explained the
procedure and rules of order of the Public Hearing and advised that the bylaws will be
considered further at the next Council Meeting on October 22, 2013.
The Mayor then called upon the Manager of Development and Environmental Services to
present the following items on the agenda:

The Manager of Legislative Services advised that no correspondence was received on this
item.
The Manager of Development and Environmental Services gave a power point presentation
providing the following information:

Allen Lees
Mr. Lees asked questions pertaining to trees on the site. He asked which trees are being
removed from the property. He referred to a tree replacement covenant which did not
address how many trees will be removed. He asked whether the developer is restricted from
clear cutting the property prior to development and expressed concern over the
environmental impact of tree removal. He also asked what was being done to protect the
trees on the site.
The Manager of Development and Environmental Services provided details on the coverage,
removal and replacement of trees on the site.
Rob Mellof
Mr. Mellof is opposed to the application. He expressed concern that the developer has
asked for the removal of a small portion of an environmentally sensitive area containing
creeks and wildlife.

The Manager of Development and Environmental Services advised on the proposed removal
of a portion of land in the development.
Mr. Mellof expressed concern with the density of the proposed subdivision, the ability to
manage storm water and the precedent setting aspect of the proposed development. He
reiterated his concern with a negative environmental impact and the impact on surrounding
property values. He also expressed concern over the impact of the road to the proposed
subdivision on his property.
Allen Lees
Mr. Lees asked whether development plans were proceeding ahead of a District
environmental review process and felt that a review should be completed prior to further
approval of proposed subdivisions.
Rob Mellof
Mr. Mellof indicated where his property is situated and spoke to the impact of the smaller
lots on the area. He felt that the proposed density for the application did not make sense at
this time.
There being no further comment, the Mayor declared this item dealt with.

The Manager of Legislative Services advised that correspondence was received from Giada
and Ed Archie opposing the application.
The Manager of Development and Environmental Services gave a power point presentation

Ed Archie
Mr. Archie expressed concern over the loss of the rural atmosphere in the area and the
urban sprawl as a result of the proposed development. He advised that many houses in the
area are not selling and although he is not against the application, there is not a need for
more houses in the area at this time.
Allen Lees
Mr. Lees felt the proposed development is out of character with the area and does not fit
into that community. He expressed concern that there has been no discussion of tree
removal or replacement and asked whether the applicant is restricted from clear cutting
prior to development.
Giada Archie
Mrs. Archie is opposed to the application as there is no need for further development in the
area. She expressed concern over the loss of wildlife habitat as well as the lack of transit in
the area.
Ed Archie
Mr. Archie advised that he will provide evidence of his claim of the lack of house sales in the
area at a future meeting. He reiterated that he is not against development in the future
rather that the timing for this application is not appropriate.
Allen Lees
Mr. Lees spoke to the environmental review process and asked that the review be
completed prior to the approval of more development applications.
There being no further comment, the Mayor declared this item dealt with.
Having given all those persons whose interests were deemed affected by the matters
contained herein a chance to be heard, the Mayor terminated th blic Hearing at
7:30 p.m ..
