Notice is hereby given by the City of Maple Ridge (“City”) of its intent to award a contract with The
Hackett Group of Surrey, BC.
The City of Maple Ridge staff have been developing the Hyperion Planning application for its financial
planning purposes and to integrate this system with our current accounting software, Ross
Financials. At this stage, the City has a requirement to confirm design, create or confirm
calculations and design a series of reports completed within a specific set of timelines. It is the
City’s objective to have the Hyperion Planning system in production by July 31, 2015. During the
implementation phase, the City engaged The Hackett Group of Surrey, BC, on an as needed basis to
install the application, provide guidance and to assist with the application building and business
logic calculations.
The Hackett Group (“Contractor”) will be used to confirm the application design work, create or
adjust calculation scripts, create forms for updating the application and/or provide statistical
information and create reports to meet business needs. The Hackett Group will also provide the
appropriate coaching and documentation to users throughout the project.
The City has chosen not to call for proposals and directly award this contact for the follow reasons:
1) The Contractor has expert knowledge of the data, system installation and configuration
involved in the design and reporting of the specific Hyperion Planning application installed at
the City.
2) The Contractor understands the design logic and business rules created by City staff.
3) The City believes that no other commercial supplier is qualified to provide the service
required by the City within the time restraints and budget due to the direct knowledge and
experience of the Hackett Group Canada Inc.
The contract is not to exceed $60,000 and is expected to end by August 30, 2015. In addition,
ongoing technical support on an as and when required basis at an hourly rate may continue for the
next year, with an option to extend for a further year.
Vendors who wish to object to this decision by offering better value to meet the City’s business and
project requirements should reply with their justification for their claims to Daniela Mikes, Manager
of Procurement before 2 pm, PST, April 27, 2015, presenting in writing, by facsimile transmission to
604-466-4328 or email dmikes@mapleridge.ca.
Vendors must clearly demonstrate their qualifications and ability to perform the required service or
work within the required time frame, organizational viability and resources. These items will be used
to consider or determine the validity of the objections and whether the service or work will be
competed.
