NOTICE OF INTENT TO CONTRACT
NOI-IT16-55 – Ticketing Software Purchase and Implementation
Issue Date: August 25, 2016
Closing Date: September 7th, 2016 2:00 pm PST
Notice is hereby given by the City of Maple Ridge (“City”) of its intent to award a contract with the
Tempest Development Group of Surrey, BC and Mpowered Ventures Ltd of Surrey, BC.
The City of Maple Ridge would like to purchase and implement a ticketing application system. The
ticketing system must be compatible with SQL server database and all data must reside in Canada.
The Ticketing system workflow should include the entire process from ticket issuance through to
collections and ICBC data validation and reporting. The system should be able to integrate with our
current Tempest Cash Collection System and online payment System. The application should offer
scalability to also handle Municipal tickets and the bylaw adjudication process.
The Mobile Ticketing application should provide bylaw officers with the ability to generate and print
tickets in the field, and the system should be compatible with smartphone and android operating
systems. The mobile application should also be able to perform real-time update to the back office
ticketing system.
The City has chosen not to call for proposals and directly award these contracts for the follow
reasons:
1) The Tempest Development Group understands the design logic and business rules created
by City staff.
2) The City already uses various Tempest modules for it other business functionalities. Ticketing
would be an add-on Tempest module and will seamlessly integrate with other systems such
as Cash Collections, Online payment and General Ledger etc. without developing any new
interfaces.
3) The Tempest Ticketing module offers functionality to transfer outstanding balances to our
current Tempest Taxation System without developing any new interfaces.
4) The Tempest one Ticket system offers flexibility to add four additional workflow types as
needed including parking tickets, municipal tickets, false alarms and bylaw adjudication.
5) The Tempest Ticketing Modules supports ICBC data validation and export/import
functionality.
6) The City believes Tempest Development Group is qualified to provide the services required
due to its direct knowledge and experience with the City.
7) The Field Ticket Mobile Ticketing application is compatible with Tempest Ticketing System
and will not require any new interfaces.
The Tempest Ticketing Application contract consists of the licensing fee and implementing services
and will not exceed $33, 121.80 plus per diem costs.

The Mpowered FieldTicket Mobile application contract consists of the licensing fee and
implementing services and will not exceed $9,110.08 plus per diem costs.
Vendors who wish to object to this decision by offering better value to meet the City’s business and
project requirements should reply with their justification for their claims to Daniela Mikes, Manager
of Procurement before 2 pm, PST, September 7th, 2016, presenting in writing, by facsimile
transmission to 604-466-4328 or email dmikes@mapleridge.ca.
Vendors must clearly demonstrate their qualifications and ability to perform the required service or
work within the required organizational viability and resources. The software must meet the City’s
business and system requirement, and integrate with existing Cash Collection System. These items
will be used to consider or determine the validity of the objections and whether the product, service
or work will be competed.
