Fax: 604-466-4328 dmikes@mapleridge.ca . www.mapleridge.ca NOTICE OF INTENT TO CONTRACT NOI-OP16-72 –Gate Valve Insert Technology Work Issue Date: December 20, 2016 Closing Date: –January 5, 2017 2:00 pm PST Notice is hereby given by the City of Maple Ridge (“City”) of its intent to award a contract to Pacific Flow Control Ltd. of Langley, BC. The City of Maple Ridge staff have been developing a program to install inline gate valves on the upstream and downstream side of existing pressure reducing valve stations to insure the safe shutdown of each station during maintenance and repairs. The end use of the new gate valves is to provide double block and bleed capabilities. At this stage, the City is intending to hire a contractor to supply and install the gate valves at four locations without disrupting water supply to existing subdivisions. It is the City’s intention to have the valves installed and operational by August 31, 2017. Pacific Flow Control Ltd (“Contractor”) will supply and install the gate valves while the watermain remains pressurized and in full operation. The City has chosen not to call for proposals and directly award this contact for the follow reasons: 1. The Contractor has expert knowledge in the live tapping of gate valves and gate valve insert technology required by the City. 2. Contractor provides the ability to install a lateral gate valve and/or inline gate valve, while maintaining flow in the main. Process provides no shut down of existing services. 3. The Contractor understands the design, installation, safety and water quality constraints imposed by City staff. 4. The City believes that no other civil contractors are qualified to provide the service required by the City within the time restraints and budget due to the direct knowledge and experience of Pacific Flow Control Ltd. The contract is not to exceed $50,000 and is expected to end by August 31, 2017. Vendors who wish to object to this decision by offering better value to meet the City’s business and project requirements should reply with their justification for their claims to Daniela Mikes, Manager of Procurement before 2 pm, PST, January 5, 2017, presenting in writing, by facsimile transmission to 604-466-4328 or email dmikes@mapleridge.ca. Vendors must clearly demonstrate their qualifications and ability to perform the required service or work within the required time frame, organizational viability and resources. These items will be used to consider or determine the validity of the objections and whether the service or work will be competed.
