NOTICE OF INTENT TO CONTRACT
NOI-IT17-60 – Automated Street Sign Collection and Inventory Pilot System

Notice is hereby given by the City of Maple Ridge (“City”) of its intent to award a contract with
LimeTAC Corporation, Toronto, Ontario.
The City of Maple Ridge would like to enter into a pilot study; to develop a field based Automated
Street Sign Collection and Inventory System. This system must be compatible with the Cities existing
IT Infrastructure, and all data must reside in Canada.
The system will include hardware, software and processes developed to support automated street
sign collection using video recognition technology. Video capture hardware will be installed in one
City Vehicle, and configured and calibrated to identify signage, and record its type and geographic
location. A small study area for the pilot will be selected within the City, which best represents a
variety of signage and conditions.
The pilot study will determine the feasibility of using video detection technologies for asset inventory,
and if it is capable of integration with other existing City IT Systems. On completion of the pilot the
results will be reviewed, and a decision will be made to determine if the technology should be
considered. The City reserves the right, at its sole discretion, to standardize to this system and
supplier and award any subsequent contracts to LimeTAC Corporation.
The City has chosen not to call for proposals and directly award this contract for the follow reasons:
1) LimeTAC Corporation has offered to complete the pilot at no charge to the City.
2) No other vendors have offered an innovative solution similar to the one proposed by LimeTAC
Corporation.
3) The City is under no obligation to purchase software and services from LimeTAC Corporation,
after the pilot is complete.
4) The implementation of this new unproven technology as a pilot, presents no risk to the City.
The Sign Inventory System Pilot contract will be developed and delivered at no cost to the City of
Maple Ridge.
Vendors who wish to object to this decision by offering better value to meet the City’s business and
project requirements should reply with their justification for their claims to Daniela Mikes, Manager
of Procurement before 2 pm, PST, August 4th, 2017, presenting in writing, by facsimile transmission
to 604-466-4328 or email dmikes@mapleridge.ca.
Vendors must clearly demonstrate their qualifications and ability to perform the required service or
work within the required organizational viability and resources. The pilot system must meet the City’s
business and system requirement, and integrate with existing IT Infrastructure. These items will be
used to consider or determine the validity of the objections and whether the product, service or work
will be competed.
