Council CMT General Manager Review Date: 2010 Policy Statement: The District has a broad mandate of providing services to its residents. In order to develop that in the most effective
way, policies will be developed to help achieve the District’s goals and objectives. These policies will be developed on important issues. Legislative policies will require Council
approval. Operational policies will require the approval of the Division General Manager and/or the Corporate Management Team. Purpose: To provide guidelines and standards to support
the effective development and maintenance of legislative and operational policies. Definitions: POLICY: A generalized statement of intent based upon a body of principles, which describes
what is to be done now and in the future. LEGISLATIVE POLICY: A Council approved policy that sets standards or creates a plan. It is usually dictated by financial, economic, social
and political factors or constraints. OPERATIONAL POLICY: A policy that guides practical implementation of legislative policies. Key Areas of Responsibility Action to Take Legislative
Policies Council, with assistance of staff, identifies important issues of a major or repetitive nature that require a policy to assist in their fair implementation Process to be
followed in policy formulation: Issue identification Identification of underlying issues Information and data collection Outline policy alternatives Draft policy with input
from Councillors assigned, if applicable, Responsibility Council and Staff Staff and designated Councillor(s)

Following the initial one-year review, a new date for review will be identified. This could be a time frame (e.g. 1-5 years) or in conjunction with another event (e.g. review of a
companion bylaw or policy). Operational Policies Staff identifies administrative issues of a major or repetitive nature that require direction to staff as to when and how services
will be delivered, authority levels and responsibilities. The department head prepares a policy report for consideration by the Division General Manager Process to be followed in
policy formulation: Issue identification Identification of underlying issues Information and data collection Outline policy alternatives Identify when the policy is to be
reviewed. This could be a time frame (e.g. 1-5 years) or in conjunction with another event (e.g. review of a companion bylaw or policy). Policy reviewed and approved: Division/Department
Use Corporate wide use Provide the Corporate Officer with the approved policy Implement Policy Review policy at designated date and advise Corporate Officer of status Policy
Maintenance The Corporate Officer will store all policies and maintain a master list which identifies their name, number, effective date, review date and responsible department.
The Corporate Officer will submit a report to Council in the month of January each year identifying any Legislative Policy that is designated for review in that year. The Corporate
Officer will bring to the attention of the respective General Manager in the month of January each year any Operational Policy that is designated for review in that year. Staff Council
