PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 RZ/107/10, 23657 and 23651 132 Avenue, RS RS-3 and RS RS-2 to RM RM-1 and RS RS-1 Staff report dated December 22, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6779-2010 to allow for future development of townhouse units be given first reading and that the applicant provide further information as described in Schedule A-F of the Development Procedures Bylaw No. 5879-1999. He indicated that the house may be donated to the municipality as part of the park. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 11, 2011. 1102 RZ/113/10, 12028; 12038 and 12048 222 Street, RS RS-1 to RM RM-2 Staff report dated December 21, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6786-2010 to allow for future construction of a fourstorey apartment building with approximately 86 units be given first reading and that the applicant provide further information as described in Schedule AH of the Development Procedures Bylaw No. 5879-1999. He also noted the need for accessible units in the Maple Ridge area. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 11, 2011. 1103 RZ/119/10, 22388 124 Avenue and 12385 224 Street, RS RS-1 to RM RM-1 Staff report dated December 23, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6787-2010 to allow for future construction of 11 townhouse units be given first reading and that the applicant provide further information as described in Schedule A-H of the Development Procedures Bylaw No. 5879-1999. Committee of the Whole Minutes January 10, 2011 Page 4 of 6 The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Proposed Site Plan RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 11, 2011. 1105 RZ/091/10, 24371 112 Avenue, RS RS-3 to R R-2 Staff report dated January 4, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6770-2010 to allow for future subdivision under a new R-2 zone for a minimum lot size of 315 m2 (3400 ft2) not be given first reading. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Proposed Site Plan Chris N Nieman eman – EPIC Homes Mr. Nieman provided a description of the proposed project. He spoke to the request for a new zone to allow for smaller single family homes. David Laird – Project Representative Mr. Laird reviewed a map of the subject site and advised on the idea and reasons as to why the applicant feels that this site can support higher density. The Manager of Development and Environment Services advised on staff concerns pertaining to sewer and water capacity as well as the setting of a precedent with this application which could move the entire area toward higher density. Committee of the Whole Minutes January 10, 2011 Page 5 of 6 RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 11, 2011. 1106 DP/110/10, 11566 224 Street Staff report dated December 30, 2010 recommending that the Corporate Officer be authorized to sign and seal DP/110/10 to permit a four-storey, 35 unit apartment building. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Door Door-to to-door Solicitation Staff report dated December 10, 2010 recommending the request of the Heart and Stroke Foundation of B.C. and Yukon for permission to canvass door-to-door for the month of February 2011 be approved. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 11, 2011. Committee of the Whole Minutes January 10, 2011 Page 6 of 6 1132 Disbursements for the month ended November 30, 2010 Staff report dated December 13, 2010 recommending that disbursements for the month of November, 2010 be approved. RECOMMENDATION That the staff rep report be forwarded to the Council Meeting of ort January 11, 2011. 1133 Adjustments to the 2010 Collector’s Roll Staff report dated December 22, 2010 submitting information on changes to the 2010 Collector’s Roll through the issuance of Supplementary Roll 10. Submitted for information only RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 11, 2011. 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES – Nil 5.
