PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda. 1101 2011 2011-025 025-RZ, 24315, 24331, 24369 and 24387 110 Avenue, RS RS-3 to RS RS-1d Staff report dated December 2, 2013 recommending that Maple Ridge Zone Amending Bylaw No. 6807-2011 to rezone from RS-3 (One Family Rural Residential) to RS-1d (One Family Urban [Half Acre] Residential) to permit a subdivision of approximately 41 lots be given first reading and that the applicant provide further information as described in Schedules A, B, F and G of the Development Procedures Bylaw No. 5879-1999, along with the information required for a Subdivision application The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Proposed Site Plan RECOMMENDATION That the staff report be forwarded to the Council Meeting of De December 10, cember 2013. 1102 2013 2013-082 082-RZ, 13260 236 Street, RS RS-3 and RS RS-2 to RM RM-1 Staff report dated December 2, 2013 recommending that Maple Ridge Zone Amending Bylaw No. 7037-2013 to rezone from RS-3 (One Family Rural Residential) and RS-2 (One Family Suburban Residential) to RM-1 (Townhouse Residential) to permit a multi-family townhouse development be given first reading and that the applicant provide further information as described on Schedule A of the Development Procedures Bylaw No. 5879-1999, along with the detailed information on the proposed sidewalk construction from 133 Avenue to Fern Crescent. He also advised that the developer does not consider the proposed development to be high density residential and requested an explanation. The Director of Planning provided clarification on the definition of high density. The General Manager of Public Works and Development Services pointed out that the applicant had been advised that the original application submitted by Portrait Homes for this site had been recommended for denial as it did not meet the requirements of the Official Community Plan. RECOMMENDATION ECOMMENDATION That the staff report be forwarded to the Council Meeting of December 10, 2013. 1103 2013 2013-103 103-RZ, 12366 Laity Street, RS RS-1 to R R-1 Staff report dated December 2, 2013 recommending that Maple Ridge Zone Amending Bylaw No. 7042-2013 to rezone from RS-1 (One Family Urban Residential) to R-1 (Residential District) to permit future subdivision into approximately six single family lots be given first reading and that the applicant provide further information as described in Schedules B and E of the Development Procedures Bylaw No. 5879-1999, along with the information required for a Subdivision application The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Proposed Site Plan Committee of the Whole Minutes December 2, 2013 Page 4 of 7 RECOMMENDATION That the staff report be forwarded to the Council Meeting of December 10, 2013. 1104 2011 2011-134 134-RZ, 24891 104 Avenue, 10640 248 Street, 24860 106 Avenue and 10480 248 Street, RM RM-1 to R R-1, A A-2 to RM RM-1 and R R-1 to RM RM-1 Staff report dated December 2, 2013 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6886-2011 to designate conservation area allowing for the preservation of a rock outcrop and significant slopes be given first and second reading and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 6887-2011 to rezone from RM-1 (Townhouse Residential) and A-2 (Upland Agricultural) to R-1 (Residential District) to RM-1 (Townhouse Residential) to allow a 64 unit townhouse and a 36 single family lot development be given second reading and be forwarded to Public Hearing. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Adjustments to the 2013 Collector’s Roll Staff report dated December 2, 2013 submitting information on changes to the 2013 Collector’s Roll through the issuance of Supplementary Rolls 8 and 9. RECOMMENDATION That the staff report be forwarded to the Council Meeting of December 10, 2013. 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES 1151 Aquatic Maple Ridge Café Lease Renewal Staff report dated December 2, 2013 recommending that the Corporate Officer and the General Manager of Community Development, Parks and Recreation Services be authorized to sign and seal the Aquatic Maple Ridge Café Lease Agreement 2013-2018. COMMUNITY FORUM Diane Mur Murrell, Alouette Valley Association ell, Ms. Murrell expressed concern with changes to the Alouette Valley area since the North Alouette Flood Study was carried out and advised that flooding events are lasting longer. She spoke to $150,000 in the capital plan for a new model and indicated that residents in the area were wishing to take matters into their own hands. She asked what can be done by Council to ensure that funding is approved and that the model will identify what is causing the increase in flooding. Terri Dumas, Alouette Valley Asso Association ciation Ms. Dumas asked if the North Alouette Flood Study will be completed to determine the effect of upland development and whether the District will accept liability for increased flooding as a result of development in the absence of studies. Rosemary Webster Ms. Webster asked if a new model indicated that cranberry fields or properties which have been raised are responsible for impeding water flow whether the District will work with those property owners to correct the problems. Diane Murre Murrell Ms. Murrell asked whether the existing GIS elevation model is updated when the ARC GIS is filled in.
