CARRIED R/07-215 503 Minutes Development It was moved and seconded Agmts Committee That the minutes of the Development Agreements Committee Meetings of April 2, and 4, 2007 be received. CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 700 DELEGATIONS Council Minutes April 24, 2007 Page 3 of 10 701 Youth Week Awards – Tony Cotroneo Tony Cotroneo presented the young people from Maple Ridge and Pitt Meadows receiving the BC Youth Week Award and presented the Youth Outreach Initiative Continuum Award to Tyler Noor. 702 New Westminster & District Labour Council – Day of Mourning Presentation, Jennifer McKenna Jennifer McKenna spoke to April 28th as being the National Day of Mourning held to recognize workers killed or injured or made ill on the job. She gave an overview as to the meaning and the history behind that day. 703 Naturopathic Medicine Week – Marc Boutet Mr. Boutet was not available to attend. Note: Item 704 was presented prior to Item 701 704 Girl Guides of Canada – Ashley Bloom, Alouette Girl Guides Ashley Bloom spoke to her involvement with the Girl Guides and the positive contributions made to the community by the organization. 800 UNFINISHED BUSINESS 801 DVP/005/06, 13935 and 14041 232 Street To vary front and rear setbacks and height prior to subdivision into 38 lots. The Corporate Officer advised that no correspondence had been received from neighbouring property owners. R/07-216 DVP/005/06 It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal DVP/005/06 respecting property located at 13935 and 14041 232 Street. CARRIED Councillor King OPPOSED Council Minutes April 24, 2007 Page 4 of 10 900 CORRESPONDENCE 1000 BY-LAWS Note: Item 1001 is from the Public Hearing of April 17, 2007 Bylaws for Second and Third Reading 1001 RZ/016/07, 20130 Lougheed Highway Maple Ridge Zone Amending Bylaw No. 6469-2007 To rezone from CS-1 (Service Commercial) to C-2 (Community Commercial) to permit a broader range of professional services and retail uses. Second and third reading. R/07-217 RZ/016/07 It was moved and seconded BL 6469-2007 Second, third That Maple Ridge Zone Amending Bylaw No. 6469-2007 be read a second and third time. CARRIED Bylaws for Final Reading 1002 RZ/036/06, 12283 224th Street Maple Ridge Zone Amending Bylaw 6438-2006 Staff report dated April 5, 2007 recommending final reading. To rezone from RS-1 (One Family Urban Residential) to RM-2 (Medium Density Apartment Residential) to permit the development of a 64 unit apartment building. Final reading. R/07-218 RZ/036/06 BL 6438-2006 It was moved and seconded Final reading That Maple Ridge Zone Amending Bylaw 6438-2006 be reconsidered and adopted. CARRIED Council Minutes April 24, 2007 Page 5 of 10 COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – April 16, 2007 R/07-219 Minutes – COW It was moved and seconded April 16, 2007 That the minutes of the Committee of the Whole Meeting of April 16, 2007 be received. CARRIED Public Works and Development Services 1101 DP/020/07, 12283 224 Street – Watercourse Protection Development Permit Staff report dated April 3, 2007 recommending that the Corporate Officer be authorized to sign and seal DP/020/07 for construction of a four storey apartment with related building activity adjacent to Morse Creek. R/07-220 DP/020/07 It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal DP/020/07 respecting property located at 12283 224 Street. CARRIED 1102 VP/036/06, 12283 224th Street Staff report dated April 4, 2007 recommending that the Corporate Officer be authorized to notify qualifying property owners that approval of VP/036/06 to vary the height of the building and the exposed parking structure; the front and rear setbacks; and the number and size of residential and visitor parking spaces will be considered by Council at the May 8, 2007 meeting. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Adjustments to the 2002, 2003, 2004 and 2005 Collector’s Roll Staff report dated March 30, 2007 submitting information on changes to the 2002 through 2005 Collector’s Rolls through the issuance of Supplementary Rolls 30/2002, 29/2003, 25/2005 and 14/2005. R/07-222 Collectors’ Roll It was moved and seconded 2002 to 2005 That the staff report dated March 30, 2007 submitting information on changes to the 2002 through 2005 Collector’s Rolls be received. CARRIED 1132 2007 Community Grants Staff report dated March 16, 2007 recommending that the proposed distribution of grants as shown on Schedule “A” be approved. R/07-223 2007 Community It was moved and seconded Grants That the proposed distribution of grants as shown on Schedule “A” of the staff report dated March 16, 2007 be approved. CARRIED Council Minutes April 24, 2007 Page 7 of 10 Community Development and Recreation Service 1151 Katzie Memorandum of Understanding for Blue Mountain Staff report dated March 16, 2007 recommending that the Mayor and the Manager of Legislative Services be authorized to execute the draft Memorandum of Understanding with the Katzie First Nation concerning Blue Mountain attached to the report. Deferred from the April 10, 2007 Council Meeting. R/07-224 MOU – Katzie It was moved and seconded Blue Mountain That the Mayor and the Manager of Legislative Services be authorized to execute the final Memorandum of Understanding with the Katzie First Nation concerning Blue Mountain attached to the staff report dated March 16, 2007. CARRIED Correspondence - Nil Other Committee Issues - Nil 1200 STAFF REPORTS 1201 RZ/066/06, 12461 Garibaldi Street, RS-3 to RS-2 Staff report dated April 18, 2007 recommending that Maple Ridge Zone Amending Bylaw No. 6437-2006 to permit subdivision into two lots be read a first time and be forwarded to Public Hearing. Deferred from the October 10, 2006 Council meeting. R/07-225 RZ/066/06 It was moved and seconded BL 6437-2006 First reading That Maple Ridge Zone Amending Bylaw No. 6437-2006 be read a first time and forwarded to Public Hearing. CARRIED Mayor Robson, Councillor King and Councillor Speirs – OPPOSED Council Minutes April 24, 2007 Page 8 of 10 1300 INFORMATION UPDATES (including items of Community interest) - Nil 1400 RELEASE OF ITEMS FROM CLOSED COUNCIL - Nil 1500 COUNCILLORS’ REPORTS Councillor King Councillor King attended the Greater Vancouver Regional District meeting on April 20th and reported that all resolutions on climate change coming from the World Mayor’s Council were passed. She advised that the Village Assist Ridge Meadows Society, an organization helping to rebuild a village in Sri Lanka in the wake of the tsunami, was having a fashion show and authentic Ceylon high tea on May 12th and encouraged people to attend. Councillor Speirs Councillor Speirs attended Earth Day on April 22nd. He spoke to the Race the Ridge Bike Race on April 28th and 29th and also acknowledged the large group of volunteers in Maple Ridge. Councillor Stewart Councillor Stewart attended the Sunshine Dreams for Kids charity baseball event, Earth Day, a meeting with the Justice Institute and the Fire Academy, the memorial service of George Mussallem, the opening of the first phase of the Pitt River Regional Greenway and a Baha'i Faith dinner. He also reminded all of the upcoming Big Bike Race for the Heart and Stroke Foundation. Councillor Hogarth Councillor Hogarth attended Earth Day. He advised that it was Volunteer Recognition Week and wished to recognize the Eagles as a volunteer organization raising funds to donate to other volunteer organizations. He also encouraged participation in the Maple Ridge Home Show on May 4th, 5th and 6th as well as the Rhodo Sale at the Whonnock Lake Centre. Council Minutes April 24, 2007 Page 9 of 10 Councillor Dueck Councillor Dueck attended the Citizen of the Year Event, the celebration of life for George Mussallem and the opening of the first phase of the Pitt River Regional Greenway. Councillor Daykin Councillor Daykin attended the Sunshine Dreams for Kids charity baseball event, the Maple Ridge Historical Society heritage tea at the seniors’ activity centre, the Shower of Stars Event and the Farmers’ Market. He also attended the official opening of the first BCAA office in Maple Ridge. 1600 MAYOR’S REPORT Mayor Robson encouraged participation in Volunteer Week. He attended the Sunshine Dreams for Kids charity baseball event, the Citizen of the Year Event, and the all star football game at Samuel Robertson Technical Secondary. 1700 OTHER MATTERS DEEMED EXPEDIENT 1800 NOTICES OF MOTION 1900 QUESTIONS FROM THE PUBLIC Gladys Hewson Ms. Hewson asked if more support would be given to hockey in the Maple Ridge/Pitt Meadows area and if the Pitt Meadows arenas would be supported. Mayor Robson advised that the City of Pitt Meadows could be contacted in regard to the Pitt Meadows arena.
