The agenda was approved with this correction. CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL - Nil 700 DELEGATIONS 701 The Alouette Squadron (Division of Canadian Power and Sail Squadrons) - 50 years of teaching Safe Boating in Maple Ridge-Pitt Meadows, Anne MacDonald Anne MacDonald gave a presentation providing an overview of the Canadian Power and Sail Squadrons organization. 702 The Maple Ridge-Pitt Meadows Chamber of Commerce - Property Tax Rate for Small Business, Jeff Carpenter, President Jeff Carpenter, President, Maple Ridge-Pitt Meadows Chamber of Commerce, presented the concerns of the Chamber of Commerce pertaining to the property tax rate for small businesses in Maple Ridge, specifically the growing tax gap between residential taxes and business taxes. Council Minutes May 8, 2007 Page 3 of 13 Upon the request of Council, the General Manager, Corporate and Financial Services gave a PowerPoint presentation explaining the taxation methodology of the District of Maple Ridge in regard to commercial and residential property taxes. 800 UNFINISHED BUSINESS 801 DVP/036/06, 12283 224 Street To vary the height of the building and the exposed parking structure; the front and rear setbacks; and the number and size of residential and visitor parking spaces. The Manager of Legislative Services advised that no correspondence had been received on this item. R/07-240 DVP/036/06 It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal DVP/036/06 respecting property located at 12283 224 Street. CARRIED 900 CORRESPONDENCE 1000 BY-LAWS Bylaws for Three Readings 1001 Maple Ridge Council Procedures Bylaw No. 6472-2007 To govern the procedures to be followed by Council and Council committees in conducting their business. CARRIED Public Works and Development Services 1101 DP/036/06, 12283 224 Street Staff report dated April 19, 2007 recommending that the Corporate Officer be authorized to sign and seal DP/036/06 respecting property located at 12283 224 Street R/07-243 DP/036/06 It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal DP/036/06 respecting property located at 12283 224 Street. CARRIED 1102 DP/009/05, 22229 Brown Avenue Postponed to the May 22, 2007 Council meeting. 1103 Request for Municipal Sewer Service, 22351 144 Avenue, Timberline Ranch Staff report dated April 19, 2007 recommending a sanitary sewer connection to the municipal sewerage system be approved under conditions detailed in the recommendations. Council Minutes May 8, 2007 Page 5 of 13 The General Manager, Public Works and Development Services advised that although this sanitary sewage connection will be the sole proprietorship of Timberline Ranch, there is an agreement between the municipality and Timberline Ranch, therefore, any deviances from the contract would require approval of Council. R/07-244 Municipal Sewer It was moved and seconded Connection That approval be granted for a sanitary sewer connection to the municipal system subject to: 1. approval from the Greater Vancouver Sewerage & Drainage District to amend the Fraser Sewerage Area to include the developed portion of Timberline Ranch; 2. a written agreement by Timberline Ranch to design and install the sewer connection and system in accordance with the current municipal standards and specifications and that they will operate, maintain, repair, rehabilitate and/or replace the components over the period of time that Timberline Ranch remains in operation for the permitted land uses; 3. Timberline Ranch submitting an annual report to the District demonstrating that the connection and system is adequately maintained and has integrity; 4. the District retaining the right to terminate the connection should Timberline Ranch fail to perform any of its obligations under the agreement or should the land use or sewage volumes and characteristics change; and further That the Greater Vancouver Sewerage & Drainage District Board be requested to include in the Fraser Sewerage Area, the developed portion of Timberline Ranch. CARRIED 1104 AL/123/06, Non-Farm Use Within the Agricultural Land Reserve, 22351 144 Avenue, Timberline Ranch Staff report dated April 24, 2007 recommending that application AL/123/06 for non-farm use within the Agricultural Land Reserve be authorized to proceed to the Agricultural Land Commission. CARRIED 1105 Payment for 240 Street Storm Sewer Project Staff report dated April 13, 2007 recommending that payment be made to CP Rail for the installation of culverts at 240 Street and Highway 7. R/07-246 240 St Storm It was moved and seconded Sewer Project That payment be made to CP Rail in the amount of $220,235.76 for the installation of culverts at 240 Street and Highway 7. CARRIED 1106 12th Annual Haney Hawgs Show and Shine Staff report dated April 19, 2007 recommending that the use of municipal streets be authorized for the 12th Annual Haney Hawgs Show and Shine on Saturday, May 26, 2007. R/07-247 Haney Hawgs It was moved and seconded Show and Shine That the use of municipal streets be authorized for the 12th Annual Haney Hawgs Show and Shine on Saturday, May 26, 2007, between 9:00 AM and 5:00 PM, provided the conditions outlined in Schedule ‘A’ attached to the staff report dated April 19, 2007 are met. R/07-248 Walk a Mile for It was moved and seconded Mental Health That the use of municipal streets be authorized for the 10th Annual Walk a Mile for Mental Health event on Friday, May 11, 2007, between 11:00 AM and 1:00 PM, provided the conditions outlined in Schedule ‘A’ attached to the staff report dated April 16, 2007 are met. CARRIED 1108 10th Annual Vistas Run Staff report dated April 19, 2007 recommending the use of municipal streets for the 10th Annual Vistas Run on Sunday, May 27, 2007. R/07-249 Vistas Run It was moved and seconded That the use of municipal streets be authorized for the 10th Annual Vistas Run on Sunday, May 27, 2007, between 7:00 AM and 1:00 PM, provided the conditions outlined in Schedule ‘A’ attached to the staff report dated April 19, 2007 are met. CARRIED 1109 4th Annual Ridge Meadows Hospital Foundation Fund Run Staff report dated April 19, 2007 recommending the use of municipal streets for the 4th Annual Ridge Meadows Hospital Foundation Fund Run on Sunday, June 3, 2007. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Designation of Municipal Employees Staff report dated April 13, 2007 recommending the designation of municipal employees for the purposes of the Financial Disclosure Act of the Province of British Columbia be approved. R/07-251 Designation of It was moved and seconded Municipal Employees That those persons who are employed or appointed by the Council of the District of Maple Ridge as: a) Chief Administrative Officer b) Manager of Legislative Services c) General Manager of Corporate and Financial Services d) General Manager of Community Development, Parks and Recreation e) General Manager of Public Works and Development Services be designated as municipal employees for the purposes of the Financial Disclosure Act of the Province of British Columbia. CARRIED Council Minutes May 8, 2007 Page 9 of 13 1132 Special Occasion License Staff report dated April 23, 2007 recommending that Maple Ridge/Pitt Meadows Agricultural Association application for a Special Occasion License to host a Beer Garden on July 21, 22, and 23, 2007, as part of the Maple Ridge Fair, be approved and that the use of the Albion Fairgrounds be authorized. R/07-252 Special Occasion It was moved and seconded License That the application from the Maple Ridge-Pitt Meadows Agricultural Association by way of a letter dated April 17, 2007 for a Special Occasion License to host a Beer Garden at the Albion Fairgrounds as part of the 2007 Maple Ridge Fair be approved as follows: Friday, July 21, 2007, 5:00 p.m. – Midnight Saturday, July 22, 2007, 12:00 Noon – 12:00 Midnight Sunday, July 23, 2007, 12:00 Noon – 6:00 p.m. And further, that the use of the Albion Fairgrounds (Municipal property) for this Special Occasion License be authorized. CARRIED 1133 2007-2011 Financial Plan Amending Bylaw Staff report dated April 30, 2007 recommending that Maple Ridge Financial Plan Bylaw No. 6474-2007 be read a first, second and third time. CARRIED Correspondence - Nil Other Committee Issues - Nil 1200 STAFF REPORTS 1201 Award of Contract Extension for 203 Street Bicycle lanes (Maple Crescent to Lougheed Highway) Staff report dated April 18, 2007 recommending that Contract E02-010- 104/109 with Winvan Paving Ltd. be extended for construction of the 203 Street Bicycle Lane Project and that the Mayor and Corporate Officer be authorized to execute the document. Council Minutes May 8, 2007 Page 11 of 13 R/07-256 Contract Award It was moved and seconded 203 St Bicycle Lanes That Contract E02-010-104/109 with Winvan Paving Ltd. be extended at a quoted price of $206,755.05 (excluding GST) for the construction of the 203 Street Bicycle Lane Project and the Mayor and Corporate Officer be authorized to execute the documents. CARRIED 1300 INFORMATION UPDATES (including items of Community interest) - Nil 1400 RELEASE OF ITEMS FROM CLOSED COUNCIL Maple Ridge Agricultural Advisory Committee, Appointment of New Members From the April 30, 2007 Closed Council Meeting The Manager of Legislative Services announced that Steve Wynnyk, Matthew Laity, Heather Laity, Kerry Davison, Tim Wittenberg, Christian Cowley, Candace Gordon and Joanne ten Brink have been appointed as members of the committee. 1500 COUNCILLORS’ REPORTS Councillor Hogarth Councillor Hogarth attended the Ridge Meadows Education Foundation Dinner, a photo animation workshop, the Glenwood School Garden Project, a Council of Councils meeting and a transportation symposium hosted by the Greater Vancouver Regional District. He also took part in municipality’s booth at the Maple Ridge Home Show. Councillor Dueck Councillor Dueck had no report. Council Minutes May 8, 2007 Page 12 of 13 Councillor Daykin Councillor Daykin participated in the District of Maple Ridge booth at the Home Show. He attended Government House to witness Mr. Mike Murray receive the BC Community Achievement Award. Councillor King Councillor King attended the District of Maple Ridge booth at the Home Show, an Arts Council meeting, the Ridge Meadows Educational Foundation lunch, and the Social Planning Advisory Committee meeting. She also attended the Recycling Society Annual General meeting, the garden project at Glenwood School and a Greater Vancouver Regional District Agricultural Committee meeting. Councillor Speirs Councillor Speirs attended the Dean’s Barbeque at the UBC Research Forest, the ‘Goodbye Chums’ event, and the Race the Ridge Bicycle Race in downtown Maple Ridge. He also attended a Council of Councils meeting and participated in the District of Maple Ridge booth at the Home Show. Councillor Stewart Councillor Stewart attended a meeting of the Lower Mainland Treaty Advisory Committee, a Greater Vancouver Regional District Labour meeting and a Greater Vancouver Regional District Aboriginal Committee meeting. He also took part in the District of Maple Ridge booth at the Home Show, a Council of Councils meeting and a North and South Alouette River task force meeting. 1600 MAYOR’S REPORT Mayor Robson participated in the District of Maple Ridge booth at the Home Show and attended an Audit Committee meeting.
