CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Fire Department Update - P. Grootendorst, Chief/Director of Operations - D. Spence, Chief/Director of Safety The Fire Chief/Director of Operations and the Fire Chief/Director of Safety gave a PowerPoint presentation which provided an overview of Fire Department activities. The Manager of Sustainability and Corporate Planning provided an overview of the Sustainability Action Plan. Mr. Russ Haycock, a consultant with HYLA Environmental Services Ltd., gave a PowerPoint presentation which outlined the inventory for the District of Maple Ridge's corporate and energy emissions. 700 DELEGATIONS - Nil 800 UNFINISHED BUSINESS - Nil 900 CORRESPONDENCE - Ni I 1000 BY-LAWS Bylaws for Final Reading 1001 CP/117/07, 27700 block of 112 Avenue Maple Ridge Official Community Plan Amending Bylaw No. 6546-2008 Staff report dated March 28, 2008 recommending final reading. To designate District owned property from Park to Rural Residential to permit sale of the property. Final reading R/08-142 CP/117/07 BL No. 6546-2008 It was moved and seconded Final reading That Bylaw No. 6546-2008 be adopted. To rezone from A-2 (Upland Agricultural) to M-4 (Extraction Industrial) to permit the extraction and processing of gravel resources. CARRIED 1002.2 Maple Ridge Zone Amending Bylaw No. 6501-2007 Staff report dated March 31, 2008 recommending final reading. To amend text pertaining to the M-4 (Extraction Industrial) Zone by adding accessory asphalt plant and product manufacturing and accessory concrete plant and product manufacturing as permitted accessory uses. Final reading R/08-144 RZ/042/07 BL No. 6501-2007 It was moved and seconded Final reading That Bylaw No. 6501-2007 be adopted. CARRIED 1003 RZ/103/07, 22899 Dewdney Trunk Road Maple Ridge Zone Amending Bylaw No. 6549-2008 Staff report dated March 27, 2008 recommending final reading. To rezone from CS-1 (Service Commercial) to C-2 (Community Commercial) to permit a broader range of professional and retail uses. Final reading R/08-145 RZ/103/07 BL No. 6549-2008 It was moved and seconded That Bylaw No. 6549-2008 be adopted. CARRIED Public Works and Development Services 1101 RZ/004/06, 12142, 12170, 12140 203 Street, 20468122 Avenue, RS-1 and P-2 to R-1 and P-2 Staff report dated March 26, 2008 recommending that Maple Ridge Zone Official Community Plan Amending Bylaw No. 6553-2008 and Maple Ridge Zone Amending Bylaw No. 6554-2008 to permit a 21 lot subdivision be given first reading and be forwarded to Public Hearing. R/08-147 RZ/004/06 BL No. 6553-2008 BL No. 6554-2008 It was moved and seconded 1. That Bylaw No. 6553-2008 be given first reading and be forwarded to Public Hearing; 2. That in accordance with Section 879 of the Local Government Act opportunity for early and on -going consultation has been provided by way of posting Bylaw No. 6553-2008 on the municipal website and requiring that the applicant host a Development Information Meeting, and Council considers it unnecessary to provide any further consultation opportunities, except by way of holding a public hearing on the bylaw; 3. That Bylaw No. 6553-2008 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; Council Minutes April 8, 2008 Page 6 of 12 4. That it be confirmed that Bylaw No. 6553-2008 is consistent with the Capital Expenditure Plan and Waste Management Plan; 5. That Bylaw No. 6554-2008 be given first reading and be forwarded to Public Hearing; and 6. That the following terms and conditions be met prior to final reading: i) Approval from the Ministry of Transportation; ii) Registration of a Rezoning Servicing Agreement including the deposit of security as outlined in the Agreement; iii) Amendment to Schedule "B" of the Official Community Plan; iv) Road dedication as required; v) Registration of a 219 Restrictive Covenant prohibiting basements on this site. CARRIED 1102 RZ/073/04, 12161237 Street, A-1 to RM-1, Request for Third Extension Item 1102 was withdrawn at the request of the applicant. 1103 DP/113/07, 10316 and 10346 240 Street Staff report dated March 19, 2008 recommending that the Corporate Officer be authorized to sign and seal DP/113/07 to provide greater emphasis on aesthetics and quality of the building environment while protecting the natural environment. R/08-148 DP/113/07 Sign and seal It was moved and seconded That the Corporate Officer be authorized to sign and seal DP/113/07 respecting property located at 10316 240 Street and 10346 240 Street. R/08-149 Use of Streets Race the Ridge It was moved and seconded 2008 Bike Race That the use of municipal streets be authorized for the Race the Ridge 2008 Bike Race on Saturday, April 26, 2008 and Sunday, April 27, 2008, provided the conditions of Schedule `A' attached to the staff report dated March 25, 2008 are met. 1105 2008 Heart and Stroke Big Bike Ride Staff report dated March 26, 2008 recommending that the use of municipal streets be authorized for the 2008 Heart and Stroke Big Bike Ride on Friday, April 25, 2008. R/08-150 Use of Streets 2008 Heart and It was moved and seconded Stroke Big Bike Ride That the use of municipal streets be authorized for the 2008 Heart and Stroke Big Bike Ride on Friday, April 25, 2008 between 10:00 a.m. and 8:00 p.m., provided the conditions outlined in Schedule `A' attached to the staff report dated March 26, 2008 are met. CARRIED Financial and Corporate Services (including Fire and Police 1131 Loan Authorization Bylaws Staff report dated March 26, 2008 recommending first, second and third readings of loan authorization bylaws to allow for funding for construction of a new fire hall, expansion of the existing municipal cemetery, construction of a new animal shelter, drainage improvements on River Road and acquisition of land for future school and park sites and that approval of the electors be sought through the alternative approval process. Council Minutes April 8, 2008 Page 8 of 12 The General Manager, Corporate and Financial Services advised that the financial plan approved by Council has identified debt as a possible source of funding in order to complete projects earlier than anticipated in the Capital Plan. He clarified that this process did not necessary mean the District will borrow externally. He also advised that a public process will be carried out for each proposed project and that a detailed report is available on the District website. The Manager of Legislative Services provided an explanation of the alternative approval process. R/08-151 Loan Authorization Bylaws It was moved and seconded WHEREAS the District of Maple Ridge ("the District") proposes to: construct a new Fire Hall; expand the municipal cemetery; construct a new animal shelter; improve drainage on River Road and acquire land for future school and park sites ("the projects"); AND WHEREAS the District will require the adoption of loan authorization bylaws under section 179 of the Community Charter to proceed with the projects; AND WHEREAS the District may adopt the loan authorization bylaws only with the approval of the electors; NOW THEREFORE Council resolves as follows: 1. That Maple Ridge Fire Hall #4 Loan Authorization Bylaw No. 6558-2008 be read a first, second and third time; 2. That Maple Ridge Cemetery Expansion Loan Authorization Bylaw No. 6559-2008 be read a first, second and third time; 3. That Maple Ridge Animal Shelter Loan Authorization Bylaw No. 6560-2008 be read a first, second and third time; 4. That Maple Ridge Joint School and Park Site Loan Authorization Bylaw No. 6561-2008 be read a first, second and third time; Council Minutes April 8, 2008 Page 9 of 12 5. That Maple Ridge River Road Drainage Improvements Loan Authorization Bylaw No. 6562-2008 be read a first, second and third time; 6. That the Corporate Officer be directed to submit Bylaw Nos. 6558-2008, 6559-2008, 6560-2008, 6561-2008, 6562-2008 to the Ministry of Community Services for review and approval by the Inspector of Municipalities; 7. That approval of the electors be sought through the alternative approval process in relation to Bylaw Nos. 6558-2008, 6559-2008, 6560-2008, 6561-2008, 6562-2008 following approval of the bylaws by the Inspector of Municipalities. CARRIED 1132 2008 Community Grants Staff report dated March 27, 2008 recommending that the proposed distribution of grants as shown on the attached Schedule "A" be approved. R/08-152 2008 Community Grants It was moved and seconded That the proposed distribution of grants as shown on Schedule "A" attached to the staff report dated March 27, 2008 be approved. CARRIED Community Development and Recreation Service 1151 Community Development, Parks and Recreation Master Plan Update Staff report dated March 17, 2008 recommending that the terms of reference for the Community Development, Parks and Recreation Master Plan be endorsed. Council Minutes April 8, 2008 Page 10 of 12 R/08-153 Community Development, Parks and Recreation Master Plan Terms of Reference It was moved and seconded That the terms of reference for the Community Development, Parks and Recreation Master Plan which are incorporated into the staff report dated March 17, 2008 titled "Community Development Parks and Recreations Services Master Plan Update" be endorsed. CARRIED The General Manager of Community Development, Parks and Recreation Services clarified that the reference to a referendum in conjunction with this year's local government election is a separate discussion. 1152 Maple Ridge Historical Society and the Pitt Meadows Heritage and Museum Society Fee for Service Agreements Staff report dated March 18, 2008 recommending an increase in the 2008 budget for the Historical Society agreements. R/08-154 2008 Budget Increase -Historical It was moved and seconded Society Agreements That an increase be made to the 2008 budget for the Historical Society agreements to the amount identified in the staff report dated March 17, 2008 and further outlined in the draft fee for service agreements attached. CARRIED Correspondence - Nil Other Committee Issues - N i I Council Minutes April 8, 2008 Page 11 of 12 1200 STAFF REPORTS - N i l 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL Fire Department Collective Agreement (from the April 7, 2008 Closed Council Meeting) 1400 MAYOR'S REPORT Mayor Robson attended the opening of lawn bowling season, the preliminary opening of the new Maple Ridge Youth Action Park and the 1st annual South Asian Heritage Dinner. He visited Whonnock Lake and reported on the positive progress being seen in lake level and health since the construction of the weir. Mayor Robson commented on the results of the homeless count. 1500 COUNCILLORS' REPORTS Councillor Kind Councillor King attended the preliminary opening of the Maple Ridge Youth Action Park, a Metro Vancouver Housing Committee meeting and meetings of the Social Planning Advisory Committee and the Agricultural Advisory Committee. She also attended a workshop pertaining to the use of bio fuels. Councillor Speirs Councillor Speirs attended the preliminary opening of the Maple Ridge Youth Action Park, the Katzie First Nation swearing in ceremony for its new council and chief and a Lower Mainland Treaty Advisory Committee meeting. Councillor Stewart Councillor Stewart attended the Maple Ridge Historical Society's Heritage Tea event and reported that the Ridge Meadows Seniors Society will hold a forum on elder abuse on April 11. Councillor Hogarth Councillor Hogarth reported that a Ministry of Health sponsored implementation team to assist in developing a global age friendly city will be working in the community in the near future. Council Minutes April 8, 2008 Page 12 of 12 Councillor Dueck Councillor Dueck attended the preliminary opening of the Maple Ridge Youth Action Park and a Social Planning Advisory Committee meeting. She encouraged community participation in a humanitarian outreach project called "Humanos for Hope". Councillor Daykin Councillor Daykin attended the preliminary opening of the Maple Ridge Youth Action Park.
