CARRIED Council Minutes April 22, 2008 Page 3 of 11 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Alouette Rivers Flood Management Task Force Summary - Councillor Ken Stewart, Task Force Chair Councillor Stewart gave a PowerPoint presentation providing a detailed summary of the process carried out by the Alouette Rivers Flood Management Task Force to obtain public feedback, identify issues and bring forward recommendations on how to coordinate and manage the Alouette Rivers' flood plain. He acknowledged the work done by the Flood Management Task Force members, local residents and District staff. 602 Community Safety Officer Program Implementation Report P. Gill, General Manager, Corporate and Financial Services The General Manager, Corporate and Financial Services gave a PowerPoint presentation providing an overview of the Community Safety Officer Program and outlining the history of the development of the program, recommendations as to how the program will be implemented in the community and funding for the program. 700 DELEGATIONS 701 Maple Ridge -Pitt Meadows Volunteer Centre Presentation - Rhonda O'Grady, Community Volunteer Developer Ms. O'Grady provided a PowerPoint presentation outlining the purpose and the initiatives of the Volunteer Maple Ridge -Pitt Meadows network. She announced that April 27 to May 3 was National Volunteer Week. 800 UNFINISHED BUSINESS 801 130 Ave Road Maintenance/Paving Consideration of a resolution to direct staff to do some interim grading of that portion of 130 Avenue located west of the intersection of Mill Street and 130 Avenue until such time as the policy for private driveways constructed on dedicated municipal roads is approved by Council. CARRIED Council Minutes April 22, 2008 Page 6 of 11 Public Works and Development Services 1101 RZ/103/06, 24930 110 Avenue, IRS-3 to RS-1b Staff report dated April 3, 2008 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6563-2008 and Maple Ridge Zone Amending Bylaw No. 6564-2008 to permit a 10 lot subdivision be given first reading and be forwarded to Public Hearing. R/08-178 RZ/103/06 BL No. 6563-2008 It was moved and seconded BL No. 6564-2008 First reading 1. That Bylaw No. 6563-2008 be given first reading and be forwarded to Public Hearing; 2. That in accordance with Section 879 of the Local Government Act opportunity for early and on -going consultation has been provided by way of posting Bylaw No. 6563-2008 on the municipal website, and Council considers it unnecessary to provide any further consultation opportunities, except by way of holding a public meeting on the bylaw; 3. That Bylaw No. 6563-2008 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; 4. That it be confirmed that Bylaw No. 6563-2008 is consistent with the Capital Expenditure Plan and Waste Management Plan; 5. That Bylaw No. 6564-2008 be given first reading and be forwarded to Public Hearing; and 6. That the following terms and conditions be met prior to final reading: i) Payment of equivalent construction costs associated with the future equestrian trail being relocated to Kanaka Creek Park; ii) Park dedication as required. Council Minutes April 22, 2008 Page 8 of 11 R/08-181 SD/034/07 5% Money in Lieu Of Parkland It was moved and seconded That pursuant to Council's policy regarding 5% Parkland Dedication or payment of Money in Lieu, be it resolved that the owner of land proposed for subdivision at 10529 245B Street and 10579 245B Street, under application SD/034/07, shall pay to the District of Maple Ridge an amount that is not less than $56,250.00. CARRIED Financial and Corporate Services (including Fire and Police 1131 Disbursements for the month ended March 31, 2008 Staff report dated April 7, 2008 recommending that the disbursements for March 2008 be approved. R/08-182 Disbursements March 2008 It was moved and seconded That the disbursements as listed below for the month ended March 31, 2008 now be approved. General $6,925,501. Payroll $1,150,472. CARRIED 1132 Implementation of Community Safety Officer Program Staff report dated April 11, 2008 recommending that the Community Safety Officer Program and related measures be implemented. CARRIED Community Development and Recreation Service - Nil Correspondence - Nil Other Committee Issues - N i I 1200 STAFF REPORTS - N i I 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL "Gravel Agreement" (from the March 10, 2008 Closed Council) RFP-CL07-046 - Real Estate Brokerage Services for Development of District Owned Land (from the April 14, 200 Closed Council) 1400 MAYOR'S REPORT Mayor Robson advised that a Council Workshop Meeting had been attended by Metro Vancouver representatives to speak to the Metro Vancouver draft Livable Region Strategic Plan. He also advised that a meeting to address transportation issues will be scheduled with TransLink. Council Minutes April 22, 2008 Page 10 of 11 1500 COUNCILLORS' REPORTS Councillor Hogarth Councillor Hogarth attended meetings of the Economic Advisory Committee and the Municipal Advisory Committee on Accessibility Issues. He participated in a tour of the new Maple Ridge bus loop with the Accessibility Issues Committee. Councillor Hogarth also attended the Smart Growth Conference and Awards Luncheon and a Council of Councils meeting. He reminded all of the Earth Day celebrations being held in Memorial park on April 261h. Councillor Dueck Councillor Dueck attended the Fraternal Order of Eagles of Maple Ridge 10th Annual Charity Presentation Night. She advised that the Maple Ridge Community Foundation will be holding its Citizen of the Year event on May 1st. Councillor Daykin Councillor Daykin attended an Economic Advisory Committee meeting and a Council of Councils meeting. He encouraged residents to attend the Metro Vancouver presentation on draft strategies for a solid waste plan being held at the ACT on April 30 and reminded all of the Earth Day events being held in Memorial Park on April 26th. Councillor Kind Councillor King attended a Metro Vancouver Housing Committee meeting and a Bicycle Advisory Committee meeting. She reminded all of upcoming weekend events which included the Farmers' Market, Race the Ridge bicycle race and criterium and the release of chum at the 256 Street hatchery. Councillor Speirs Councillor Speirs attended the Pitt Meadows Airport Society Annual General Meeting, a Council of Councils meeting and a Tourism meeting. He advised that Spirit Banners will be revealed at the ACT on April 25th and encouraged all to attend Earth Day celebrations and the Farmers' Market on April 26th. Councillor Stewart Councillor Stewart attended a Council of Councils meeting, a workshop on elder abuse and the Pitt Meadows Airport Society Annual General Meeting.
