CALL TO ORDER Mayor Robson called the meeting to order. 2. BYLAWS Bylaws for Second and Third Reading from the Public Hearing of July 23, 2008 2.1 RZ/057/07, 10951 Hazelwood St Maple Ridge Zone Amending Bylaw No. 6566-2008 To rezone from RS-3 (One Family Rural Residential) to M-3 (Business Park) to construct a "Combined Bus Fleet Overhaul Facility and Heavy Equipment Training Facility" Second and third readings R/08-352 RZ/057/07 BL No. 6566-2008 It was moved and seconded Second and third That Bylaw No. 6566-2008 be given second and third readings. CARRIED Special Council Minutes July 24, 2008 Page 2 of 5 2.2 RZ/032/07, 12256 222 Street 2.2.1 Maple Ridge Official Community Plan Amending Bylaw No. 6534-2007 To amend the conservation area Second and third readings The General Manager of Community Development, Parks and Recreation Services addressed the issue of parks in the neighbourhood. He provided information on the location of a future park site to the south of this property. R/08-353 RZ/032/07 BL No. 6534-2007 It was moved and seconded Second and third That Bylaw No. 6534-2007 be given second and third readings. CARRIED 2.2.2 Maple Ridge Zone Amending Bylaw No. 6535-2007 To rezone from RS-1(One Family Urban Residential) to RM-2 (Medium Density Apartment Residential) to permit the construction of two apartment buildings Second and third readings The Director of Planning provided clarification of the green areas in this proposed development. She clarified that these areas are not active park areas but do provide green space. The potential uses for the Terasen right-of-way on the property were discussed. The Acting Chief Administrative Officer advised that during the development permit stage of the application, comments from Council and issues presented at the Public Hearing will be taken into account. R/08-354 RZ/032/07 BL No. 6535-2007 It was moved and seconded Second and third That Bylaw No. 6535-2007 be given second and third readings. CARRIED Special Council Minutes July 24, 2008 Page 3 of 5 Note: Councillor Dueck excused herself from the discussion as she is a resident of the area 2.3 RZ/094/07, 23948 & 23942 Dewdney Trunk Road Maple Ridge Zone Amending Bylaw No. 6579-2008 To rezone from RS-3 (One Family Rural Residential) to R-1(Residential District) & R-3 (Special Amenity Residential District) to permit a 16 lot subdivision Second and third readings R/08-355 RZ/094/07 BL No. 6579-2008 It was moved and seconded Second and third That Bylaw No. 6579-2008 be given second and third readings. CARRIED Note: Councillor Dueck returned to the meeting. 2.4 RZ/045/08, 22692 Lougheed Highway 2.4.1 Maple Ridge Official Community Plan Amending Bylaw No. 6584-2008 To amend the conservation area and to include zoning C-6 (Community Gaming Facility) in the Regional Town Centre Commercial Category Second and third readings R/08-356 RZ/045/08 BL No. 6584-2008 It was moved and seconded Second and third That Bylaw No. 6584-2008 be given second and third readings. CARRIED 2.4.2 Maple Ridge Zone Amending Bylaw No. 6585-2008 To rezone from C-3 (Town Centre Commercial) & RS-1 (One Family Urban Residential) to C-6 (Community Gaming Facility) to permit the development of a mixed use gaming and entertainment complex. Second and third readings Special Council Minutes July 24, 2008 Page 4 of 5 The Acting Chief Administrative Officer advised on road modifications for 227 Street. Advice was given on the size of the banquet room in the proposed facility. Clarity was requested from the BC Lottery Corporation on the process of funding for community organizations from the proceeds of the gaming centre. The Manager of Legislative Services advised the Mayor that it was more appropriate to direct questions to District staff. R/08-357 RZ/045/08 BL No. 6585-2008 It was moved and seconded Second and third That Bylaw No. 6585-2008 be given second and third readings. CARRIED 2.4.3 Approval of Relocation and Substantial Changes To approve the relocation of the gaming facility operating as the Haney Bingo Plex from 11887 224 Street to 22692 Lougheed Highway and the proposed inclusion of 150 slot machines, 30 Racebook/Sportsbook positions, and a 150 seat restaurant/bar within the new gaming facility. R/08-358 RZ-045/08 Relocation It was moved and seconded Changes That the relocation of the gaming facility, operating as the Haney Bingo Plex, from 11887 224 Street to 22692 Lougheed Highway, and the proposed inclusion of 150 slot machines, 30 Racebook/Sportsbook positions, and a 150 seat restaurant/bar, within the new gaming facility be approved. Special Council Minutes July 24, 2008 Page 5 of 5 R/08-359 RZ-045/08 Relocation It was moved and seconded Changes That the resolution be amended to remove the words "150 slot machines". The Director of Planning advised that gaming regulations require the community to approve relocation of the gaming facility and the inclusion of the proposed slot machines. She indicated that it was her opinion that removal of the slot machines from the recommendation would result in the applicant withdrawing the application. DEFEATED Mayor Robson, Councillor Hogarth, Councillor Dueck, Councillor Daykin, Councillor Speirs, Councillor Stewart - OPPOSED Councillor King - OPPOSED 3. QUESTIONS MOTION CARRIED Stacy Wakfer Ms. Wakfer asked when and where minutes for the July 24 Council meeting will be available in print, when and where the meeting would be broadcast and for clarification on the timing of Council's final reading on application RZ/032/07. The Manager of Legislative Services provided Ms. Wakfer with the requested information. Ms. Wakfer asked for direction on appropriate steps to take to continue opposition to an item.
