CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Spirit Square Presentation – Project Manager; General Manager of Community Development, Parks and Recreation Services The General Manager of Community Development, Parks and Recreation Services provided an update on the Spirit Square project on 224th Street. He spoke to the area encompassed by the project, the planned landscaping and the revitalization of the downtown area as part of the Spirit Square Project. Council Minutes January 27, 2009 Page 3 of 10 The Project Manager advised on the details of the construction on Spirit Square and the coinciding upgrade of water and sewer utilities on 224th Street. 602 Maple Ridge Social Planning Advisory Committee Work Program Presentation – Director of Community Services The Director of Community Services and the Recreation and Social Planning Coordinator gave a PowerPoint presentation which provided an overview of the work being done by the Social Planning Advisory Committee. The presentation outlined the definition of social planning, the mandate and vision of the Social Planning Committee and provided details of accomplishments in 2008 as well as ongoing projects in 2009. 700 DELEGATIONS – Nil 800 UNFINISHED BUSINESS – Nil 900 CORRESPONDENCE – Nil 1000 BY BY-LAWS – Nil COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – January 19, 2009 R/09-027 Minutes COW It was moved and seconded January 19, 2009 That the minutes of the Committee of the Whole Meeting of January 19, 2009 be received. CARRIED Council Minutes January 27, 2009 Page 4 of 10 Public Works and Development Services 1101 SP/104/08, Soil Deposit Permit, 13261 and 13347 224 Street Staff report dated January 14, 2009 recommending that the application for a permit for the properties at 13261 224 Street and 13347 224 Street be forwarded to the Agricultural Land Commission and that the Agricultural Land Commission consult with the Alouette Valley Farm and Homeowners Association. The Director of Planning advised that the municipality is required to forward all applications for soil deposit permits within the Agricultural Land Reserve to the Agricultural Land Commission. She also advised that should the Agricultural Land Commission grant the request to place fill, the applicant will then have to adhere to Maple Ridge soil deposit regulations. The General Manager, Public Works and Development Services advised that a hydrological study focusing on the Alouette Rivers is currently underway and that this type of modeling will benefit professionals hired by property owners for this type of work. R/09-028 SP/104/08 Soil Deposit Permit It was moved and seconded That the application for a fill permit under the Section 20(3) of the Agricultural Land Commission Act submitted by Mr. Halford on behalf of Mr. Cho for the properties at 13261 224 224th th Street and 13347 224 224th th Street be forwarded to the Agricultural Land Commission with the recommendation that the placement of fill is carried out in compliance with the relevant provisions of the Maple Ridge Soil Deposit Bylaw No. 5763 5763-1999 and that the Agricultural Land Commission con consult with the Alouette sult Valley Farm and Homeowners Association. He provided an update on the progress of construction on the Golden Ears Bridge. 1500 COUNCILLORS’ REPORTS Councillor King Councillor King attended a workshop on behalf of the Fraser Valley Regional Library, a Metro Vancouver Labour Relations Bureau meeting and a TransLink meeting. She also attended meetings of the Bicycle Advisory Committee and the Agricultural Advisory Committee. She expressed appreciation to the residents who responded to ads for advisory committee members. Councillor Morden Councillor Morden participated in a tour of Fire Hall No. 1. He attended the Firefighters’ Awards Dinner and a Chamber of Commerce meeting. Councillor Speirs Councillor Speirs attended a Lower Mainland Treaty Advisory Committee orientation and an orientation meeting for the BC Disability Games. Council Minutes January 27, 2009 Page 8 of 10 Councillor Ashlie Councillor Ashlie attended an Agricultural Advisory Committee meeting. She reminded all of the upcoming Spirit of BC Celebration from February 6 to 15 and noted that the 2010 Winter Olympic mascots will be in Maple Ridge on February 15. Councillor Hogarth Councillor Hogarth attended a 2009 Disability Games presentation, a Lower Mainland Treaty Advisory Committee orientation, an Economic Development Committee meeting and a Municipal Advisory Committee on Accessibility Issues meeting. He noted that the District of Maple Ridge has once again received the Canadian Award for Financial Reporting. 1600 OTHER MATTERS DEEMED EXPEDIENT – Nil 1700 NOTICES OF MOTION AND MATTER MATTERS FOR FUTURE MEETINGS S – Nil 1800 QUESTIONS FROM THE PUBLIC Rosemary Webster Ms. Webster expressed her concerns related to the soil deposit application being put forward to the Agricultural Land Commission and asked when the District will deal with the situation of illegal placement of fill in the area. Dan Webster Mr. Webster echoed Ms. Webster’s question and asked what the District intends to do with property owners who have bylaw infractions related to placing fill. The General Manager, Public Works and Development Services advised that the District first works in cooperation with the land owner and if that is not successful will utilize legal tools available to the municipality under the Community Charter. He also advised that further discussion with Council of legal issues around this area would take place at a future appropriate meeting. Mr. Webster asked when the public will know the results of discussions pertaining to said legal issues. Council Minutes January 27, 2009 Page 9 of 10 The General Manager, Public Works and Development Services advised that if legal action is taken as a result of discussions, these will be released at a future Council meeting. Legal issues are discussed at a Closed Council meeting and subsequently released at an open Council meeting. Maurice Graydon Mr. Graydon indicated that he is pleased with Council’s emphasis on upgrading the downtown core. He acknowledged the Dairy Queen and McDonalds for upgrades done to their businesses and suggested that the municipality also show appreciation for the effort made. Mr. Graydon asked if any progress was being made with the Haney Place Mall. Mayor Daykin advised that the District is working with the mall owners but pointed out that this is a private property issue. Ken Knechtel Mr. Knechtel asked whether a hydrological study must be done in order for proper work to be carried out on various projects in the vicinity of the Alouette Rivers as per an earlier statement by the General Manager, Public Works and Development Services. The General Manager, Public Works and Development Services advised that the statement regarding the hydrological study was relevant to the particular application on the agenda. He explained that works being done on a hydrological study will be of benefit to anyone analyzing that particular property for impacts on surrounding properties. Mr. Knechtel requested that he be provided with a copy of the General Manager of Public Works and Development Services’ comments. Diane Murrell Ms. Murrell expressed concern that a number of residents in the area of the soil deposit application will also expect that fill can be placed on their land. She also expressed concern that this application will be precedent setting for other properties in the area. John Halford on behalf of Mr. Hang Cho Mr. Halford submitted a statement for review by Council.
