Council Minutes May 12, 2009 Page 3 of 9 702 Salmon Enhancement Program (SEP) Community Workshop 2009 Volunteer Committee --Sustaining the Spirit -Dave Smith, Volunteer Coordinator -Amanda Balcke, A Alouette River Ma louette Management Society nagement Mr. Smith provided information on the Salmon Enhancement Program Community Workshop to be held in Maple Ridge from May 15-17. He spoke to the history and accomplishments of the program and the work done with respect to salmon enhancement by a large number of volunteers in Maple Ridge and throughout British Columbia over the years. Ms. Balcke provided details on the information sessions, field trips and tours to be offered to participants in the workshop. She advised that over 200 persons are expected to participate in the event. 800 UNFINISHED BUSINESS – Nil 900 CORRESPONDENCE – Nil 1000 BY BY-LAWS Bylaws for Final Reading 1001 Financial Plan Amending Bylaw Maple Ridge Financial Amending Bylaw No. 6662-2009 To update the 2009-2013 Financial Plan Final reading R/09-197 BL No. 6662-2009 Final reading It was moved and seconded That Bylaw No. 6662 6662-2009 be adopted. CARRIED 1003 RZ/040/06 06, 11943, 11935 and 11929 Burnett Street , Maple Ridge Zone Amending Bylaw No. 6484 6484-2007 Staff report dated April 29, 2009 recommending final reading To rezone from RS-1 to RM-2 to permit construction of a 65 unit apartment building Final reading R/09-199 RZ/040/06 BL No. 6484-2007 It was moved and seconded Final reading That Bylaw No. 6484 6484-2007 be adopted. CARRIED 1102 AL/011/09 09, Application to Exclude Land from the Agricultural Land Reserve, 23375 124A Avenue, 12498 232 Street and 12476 232 Street Item 1102 was postponed to the May 25, 2009 Committee of the Whole Meeting. 1103 Proposed Revisi Revisions to the Maple Ridge Agricultural Advisory Committee ons Bylaw Staff report dated April 22, 2009 recommending that Bylaw No. 6667-2009 to remove a membership appointment from the Regional District Agricultural Advisory Committee and to add an additional member-at-large be given first, second, and third readings. R/09-203 2009 TransLink MRN Agreement It was moved and seconded No. 2009-11 That the Corpora Corporate te Officer be authorized to sign and execute the agreement titled Major Road Network Operation, Maintenance and Rehabilitation Program Agreement No. 2009 2009-11 as attached to the staff report dated April 27, 2009. CARRIED 1105 6th th Annual Ridge Meadows Hospital Foundation Fund Run Staff report dated April 17, 2009 recommending the authorization of the use of municipal streets for the 6th Annual Ridge Meadows Hospital Foundation Fund Run on Sunday, June 7, 2009. R/09-204 Use of Municipal Streets It was moved and seconded Authorization That the use of municipal streets be authorized for the 6 6th th Annual Ridge Meadows Hospital Foundation Fund Run on Sunday, June 7, 20 2009, provided the conditions outlined in 09, Schedule ‘A’ attached to the staff report dated April 17, 2009 are met. CARRIED 1106 Leisure Centre Heat Recovery Solution Staff report dated April 29, 2009 recommending that a request for proposal for the Design Build Leisure Centre Heat Recovery Solution be awarded to Coral Engineering Ltd. Council Minutes May 12, 2009 Page 7 of 9 R/09-205 Award of Contract It was moved and seconded That the Request for Proposal for the Design Build Leisure Centre Heat Recovery Solution be awarded to Coral Engineering in the amount of $877,122.00. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Public Notice of Failure to File Financial Disclosure Staff report dated April 16, 2009 reporting on the list of candidates in the 2008 Local Government Election who did not file a campaign financing disclosure statement. Community Development and Recreation Service 1151 Maple Ridge Ridge-Pitt Meadows Parks and Leisure Services Commission Bylaw Amendmen Amendment Staff report dated April 29, 2009 recommending that Bylaw No. 6668-2009 to identify a maximum number of consecutive terms for Board or Committee members be given first, second and third readings. CARRIED Correspondence – Nil Other Committee Issues – Nil Council Minutes May 12, 2009 Page 8 of 9 1200 STAFF REPORTS – Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL – Nil 1400 MAYO MAYOR’S REPORT R’S Mayor Daykin attended the St. John the Divine Anglican Church’s 150 Year celebration, the Farmer’s Market and the Maple Ridge Home Show. He participated in McHappy Day. Mayor Daykin advised that Larry Walker, a former Maple Ridge resident, is being inducted into the BC Sports Hall of Fame. 1500 COUNCILLORS’ REPORTS Councillor Morden Councillor Morden attended the Ridge Meadows Recycling Society Annual General Meeting and celebration honouring Kelly Speirs. He also attended meetings with School District No. 42, the Lower Mainland Local Government Association and the Business Improvement Association Security and Safety Committee. Councillor Hogarth Councillor Hogarth attended a Seniors Forum, a tour of the Justice Institute and a meeting with School District No. 42. Councillor Dueck Councillor Dueck attended the Maple Ridge Home Show and participated in a tour of the Justice Institute. Councillor Ashlie Councillor Ashlie attended the Maple Ridge Home Show and participated in a tour of the Justice Institute. She also attended a Social Planning Advisory Committee meeting, a Senior Networking meeting at Katzie First Nation, a lunch hosted by TransLink and a Lower Mainland Local Government Association meeting. She encouraged residents to register as volunteers for the upcoming BC Disability Games.
