CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 New Animal Shelter -Bob Busch, General Manager, Operations Operations, B , BC SPCA -Jim Mei ei eiklej klej klejohn, Architect, Meiklejohn Architect Inc. Mr. Meiklejohn gave a PowerPoint presentation which provided a site plan of the new building and its outside facilities, the interior layout of the building as well as artist’s renderings of the new building. He explained the landscape plan, the noise buffering around the building and the LEED target being pursued. Council Minutes June 9, 2009 Page 3 of 9 602 Chamber of Commerce -Dean Barbour Barbour, Executive Director Mr. Barbour spoke to the BC Chamber of the Year award won by the Maple Ridge-Pitt Meadows Chamber of Commerce. He gave a PowerPoint presentation which highlighted the Chamber’s new mission statement, the growth in membership and the accomplishments in the first six months of 2009. 700 DELEGATIONS – Nil 800 UNFINISHED BUSINESS – Nil 900 CORRESPONDENCE -Nil 1000 BY BY-LAWS Bylaws for Final Reading 1001 Maple Ridge Zone Amending Bylaw No. 6647 6647-2009 To make text amendments to Maple Ridge Zoning Bylaw No. 3510-1985 in order to eliminate redundancy, amend definitions, simplify wording and clarify requirements Final reading R/09-276 BL No. 6647-2009 It was moved and seconded That Bylaw No. 6647 6647-2009 be adopted. CARRIED 1002 Maple Ridge Rec Recreation Facility Fees Amending Bylaw No. 6664 reation 6664-2009 To amend rental and admission rates for Parks and Leisure facilities Final reading R/09-277 BL No. 6664-2009 It was moved and seconded That Bylaw No. 6664 6664-2009 be adopted. CARRIED Council Minutes June 9, 2009 Page 5 of 9 Public Works and Development Services 1101 RZ/098/07, 22810 113 Avenue, First Extension Z/Staff report dated May 22, 2009 recommending that a one year extension be granted for rezoning application RZ/098/07 to permit a four-storey apartment building and 4 townhouse units. R/09-281 RZ/098/07 First Extension It was moved and seconded That a one year extension be granted for rezoning application RZ/098/07 and that the following conditions be addressed prior to consideration of fi final reading: nal i) Approval from the Ministry of Transportation; ii) Registration of a Rezoning Servicing Agreement including the deposit of security as outlined in the Agreement; iii) The registration of a 219 Restrictive Covenant addressing the suitability of the site for development from a geotechnical point of view; iv) Road dedication as required; v) Registration of a Restrictive Covenant protecting the Visitor Parking; vi) Registration of a Section 219 Covenant including the Green Building components tha that will be included on the t final project design plans. CARRIED Financial and Corporate Services (including Fire and Police) -Nil Community Development and Recreation Service Note: Item 115 1151 was deferred to the June 15, 2009 Committee of the W Whole hole Meeting 1151 CEED Center Lease (Revised) Staff report dated May 14, 2009 recommending that the Corporate Officer be authorized to sign and execute the revised CEED Center Society lease. Council Minutes June 9, 2009 Page 6 of 9 1152 Leisure Center Heat Recovery – Solar Component Addit Addition ion Staff report dated May 25, 2009 recommending that the Corporate Officer be authorized to sign and execute the contract with Coral Engineering Ltd. for additional solar panels to preheat water in the pools. R/09-282 Contract Addition Coral Engineering It was moved and seconded Ltd. That the Corporate Officer be authorized to sign and execute the contract with Coral Engineering Ltd. for the additional solar panels required to pre pre-heat the water in each of the pools for the amount of $79,852 + GS GST outlined in the staff report T dated May 25, 2009. CARRIED Correspondence Other Committee Issues 1200 STAFF REPORTS 1201 240 Street Bridge (over Kanaka Creek) Project Tender Staff report dated June 2, 2009 recommending that the bridge replacement at 240 Street over Kanaka Creek be tendered. The General Manager of Community Development, Parks and Recreation Services clarified the District’s grant application for monies to be put toward the 240 Street Bridge Project. R/09-283 Project Tender 240 St Bridge It was moved and seconded That the bridge replacement at 240 Street over Kanaka Creek be tendered noting the funding options as outlined in the staff report dated June 2, 2009. CARRIED Council Minutes June 9, 2009 Page 7 of 9 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil 1400 MAYOR’S REPORT Mayor Daykin attended the Air Cadets Annual Ceremonial Review and the Girl Guides Annual Youth Achievement Awards Ceremony. He also attended the Samuel Robertson Secondary School Graduation ceremony, the closing ceremonies of the Eagle Classic Track Meet at Maple Ridge Secondary School and the 105th birthday celebration of Alma Warburton. He participated in the Tim Horton’s Camp Day fundraiser by volunteering at the drive thru window at Tim Horton’s. 1500 COUNCILLORS’ REPORTS Councillor Morden Councillor Morden attended meetings with TransLink, the BC Lotteries Corporation, the Emergency Planning Committee and the Downtown Maple Ridge Business Improvement Association. He also attended the 2009 Accessibility Awards event sponsored by the Maple Ridge-Pitt Meadows Municipal Advisory Committee for Accessibility Issues and the graduation ceremony at Garibaldi Secondary School. Councillor King Councillor King attended meetings with TransLink, the Metro Vancouver Labour Relations Bureau, the Metro Vancouver Agriculture Committee. She also attended a Social Planning Advisory Committee meeting and Pitt Meadows Day. She encouraged residents to donate to the Friend in Need Food Bank through use of donation chits available in local supermarkets. Councillor Hogarth Councillor Hogarth attended a TransLink meeting and the Accessibility Awards event sponsored by the Maple Ridge-Pitt Meadows Municipal Advisory Committee for Accessibility Issues. He reminded residents of the official opening of the Golden Ears Bridge on June 14. Councillor Dueck Councillor Dueck attended the 105th birthday celebration of Alma Warburton. She also attended the graduation ceremonies at Samuel Robertson Technical Secondary School and Garibaldi Secondary School. Council Minutes June 9, 2009 Page 8 of 9 Councillor Ashlie Councillor Ashlie attended the 20009 Federation of Canadian Municipalities Conference. She also attended a Agricultural Advisory Committee meeting, the Relay for Life at Maple Ridge Secondary School, the Vistas Run and the luncheon launching Seniors’ Week. She reported on the Relay for Life held at Maple Ridge Secondary School. Mayor Daykin also reminded residents of the Golden Ears Bridge Opening and the Rick Hansen Wheels in Motion Event which are both taking place on June 14. 1600 OTHER MATTERS DEEMED EXPEDIENT – Nil 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS -Nil 1800 QUESTIONS FROM THE PUBLIC Tyler Ducharme Mr. Ducharme spoke to the recent demolition of an unsafe building in Maple Ridge. He questioned why Northumberland Court can remain occupied when other buildings can be vacated due to structural damage. Mayor Daykin advised that the District is working with legal counsel to resolve issues at Northumberland Court. Shauna Hendri Hendrick ck cks Ms. Hendricks expressed concern pertaining to a recent altercation in Northumberland Court involving police and the negative effect on her children and the neighbourhood. She asked when the safety of residents on the street will be addressed. Mayor Daykin again advised that the District is addressing the issues at Northumberland Court through legal counsel. Mike Harper Mr. Harper asked if the District will publish a schedule indicating which remedial repairs have completed at Northumberland Court by certified personnel. The Chief Administrative Officer advised that the Director of Licences, Permits and Bylaws is working on the Northumberland Court file and that updates will with respect to time lines and repairs will be provided to Council. amended as per R/09/291 June 23, 2009 Council Minutes June 9, 2009 Page 9 of 9 Bill N Noon oon Mr. Noon expressed concern with the lack of sidewalks between Powell Avenue and 123B Avenue on 203rd Street. He asked for an update on the scheduling of improvements, particularly sidewalks, for that area. The General Manager, Public Works and Development Services will meet with Mr. Noon to provide details of this project. Tyler Ducharme Mr. Ducharme asked if the District has contacted the Ministry of Employment and Income Assistance to advise of the potential of remedial repairs not being completed at Northumberland Court. The Chief Administrative Officer advised that the Director of Licences, Permits and Bylaws is in dialogue with the provincial government. 1900 ADJOURNMENT -8:26 p.m. _______________________________ E.
