R/2010-409 Minutes Development Agmt It was moved and seconded Committee That the minutes of the Development Agreements Commit Committee tee Meetings of July 8, 26(2), and 28, 2010 and August 5, 6(3) and 23 (2) 2), 2010 be received. , CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 700 DELEGATIONS 701 Vancouver Area Cycling Coalition, Maple Ridge/Pitt Meadows Chapter -Rick Halas, VACC Co-Chair Rick Halas, Vancouver Area Cycling Coalition Co-Chair gave a PowerPoint presentation that highlighted information from John Pucher, Professor of Urban Planning and Policy Development Program at Rutgers University on Cycling for Everyone. Mr. Halas reviewed the motion from the City of Vancouver calling on the Province of British Columbia, through the Union of British Columbia Municipalities, to undertake a BC Cycling Development Program and asked Council to support this motion. Mr. Halas noted the importance of full connectivity of cycling facilities in Maple Ridge. CARRIED COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – N/A Public Works and Development Services 1101 RZ/039/10, 23788 and 23762 132 Avenue, RS RS-2 to RS RS-1 and R R-1 Staff report dated August 16, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6745-2010 to allow for future subdivision be given first reading and that the applicant provide further information as described in Schedules A, B, F and G of the Development Procedures Bylaw No. 5879-1999. R/2010-413 RZ/039/10 BL No. 6745-2010 It was moved and seconded First Reading In respect of Section 879 of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: (a) The Board o of the Regional District in which the area f covered by the plan is located, in the case of a Municipal Official Community Plan; Council Minutes August 31, 2010 Page 5 of 17 (b) The Board of any Regional District that is adjacent to the area covered by the plan; (c) The Council of any municipality that is adjac adjacent to the ent area covered by the plan; (d) First Nations; (e) School District Boards, greater boards and improvements district boards; and (f) The Provincial and Federal Governments and their agencies. And in that regard it is recommended that no additional consultatio consultation be required in respect of this matter beyond the n early posting of the proposed Official Community Plan amendments on the District’s website, together with an invitation to the public to comment; and; That Bylaw No. 6745 6745-2010 be given first reading; and That the applicant provide further information as described on Schedule A, B, F and G of the Development Procedures Bylaw No. 5879 5879-1999. That B Bylaw No. 6746 ylaw 6746-2010 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; 4. That it be confirmed that Bylaw No. 6746 6746-2010 is consistent with the Capital Expenditure Plan and Waste Management Plan; 5. Correspondence -Nil Other Committee Issues – Nil 1200 STAFF REPORTS -Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil 1400 MAYOR’S REPORT Mayor Daykin advised that the District of Maple Ridge received an award for its annual budget presentation. The Mayor commended the General Manager of Corporate and Financial Services and his staff for the outstanding work put into this presentation. The Mayor provided an update on the reduction in energy consumption resulting from current sustainability initiatives. He advised that the Ridge Meadows Recycling Society held a second electronics recycling program on July 24th in which almost 6.5 tonnes of appliances and a 45 gallon drum of Council Minutes August 31, 2010 Page 16 of 17 batteries and cell phones were recycled and noted that the continuation of these types of programs will be needed to reach a 70% diversion rate by 2015. The Mayor announced that the Great Canadian Shoreline Cleanup will take place in September and last year volunteers cleaned up shorelines and streams covering 2457 kilometers nationally. The Mayor attended the unveiling of two new West Coast Express cars last Thursday and noted that there will be a total of 7 news cars by the end of 2010. The Mayor also attended Cruising for a Cause at the A&W on 228th street where donations were raised for the MS Society of Canada. 1500 COUNCILLORS’ REPORTS Councillor Ashlie Councillor Ashlie attended the Farmer’s Market and praised the Bard on the Bandstand for showcasing youth performers. She congratulated the Farmer’s Market for their expansion into Pitt Meadows. Councillor Ashlie also attended a Cruising for a Cause event at A&W in support of the MS Society of Canada. Councillor Speirs Councillor Speirs attended Breastfest, a fundraiser for breast cancer research, and reminded everyone that this is an annual event for all ages. He also attended the Ripple Affect and the inception of a new Neighbourhood Watch group located south of North Avenue. Councillor King Councillor King advised that The ACT has their new brochure available. She noted that she appreciated the local newspaper articles showing compassion and understanding for the Tamil refugees from Sri Lanka. Councillor King also mentioned that she was happy about the return of the salmon and hopes that this is something that we can continue to celebrate.
