CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL Mayor Daykin reported that the District of Maple Ridge won the 2010 Energy and Climate Action Award for Corporate Operations at the Union of British Columbia Municipalities conference. He presented the award to Laura Benson, Manager of Sustainability and Corporate Planning. Council Minutes October 12, 2010 Page 3 of 14 The Manager of Sustainability and Corporate Planning accepted the award and acknowledged the sustainability work done the Parks and Facilities staff of the Leisure Centre and the Information Services staff. She also thanked Council for their continued support of sustainability issues. 700 DELEGATIONS 701 Maple Ridge Fire Department – Care Enough to Wear Pink -Firefighter Chris McKee -Fire Captain Dave Harcus Firefighter McKee and Fire Captain Harcus highlighted the charity work done by the Fire Department Charities Committee and provided information on the current campaign to raise breast cancer awareness through the sale of pink t-shirts. CARRIED Councillor Hogarth – OPPOSED Council Minutes October 12, 2010 Page 8 of 14 Note: Mayor Daykin excused himself from the discussion of Item 1011 as he is on the Board of one of the institutions named in the staff report. Councillor Speirs chaired the meeting in his absence. 1011 Maple Ridge Tax Exemption Bylaw No. 6759 6759-2010 To exempt certain types of properties from municipal property taxation in accordance with the Community Charter and District policies Final reading R/2010-480 BL No. 6759-2010 Final reading It was moved and seconded That Bylaw No. 6759 6759-2010 be adopted. CARRIED Public W Works and Development Services orks 1101 RZ/078/10, 24211 113 Avenue, RS RS-3 to RS RS-1 Staff report dated September 22, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6761-2010 to allow for future subdivision be given first reading and that the applicant provide further information as described on Schedules A, B and F of the Development Procedures Bylaw No. 5879-1999. Council Minutes October 12, 2010 Page 9 of 14 R/2010-482 RZ/078/10 BL No. 6761-2010 It was moved and seconded First reading In respect of Section 879 of the Local Governmen Government Act t Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; ii. The Board of any Regional District that is adjacent to the area covered by the plan; iii. The Council of any municipality that is adjacent to the area covered by the plan; iv. First Nations; v. School District Boards, greater boards and improvements district boards; and vi. The Provincial and Federal Governments and their agencies and in that regard it is recommended that no additional consultation be required in respect of this matter beyon beyond a d referral to the School District for comment and the early posting of the proposed Official Community Plan amendments on the District’s website, together with an invitation to the public to comment; and That Bylaw No. 6761 6761-2010 be given first reading; and That the applicant provide further information as described on Schedules A, B and F of the Development Procedures Bylaw No. 5879 5879-1999. CARRIED 1102 RZ/079/10, east of 264 Street and south of 124 Avenue, RS RS-3 to RS RS-2 Staff report dated September 21, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6764-2010 to permit a future subdivision of 13 single family residential parcels be given first reading and that the applicant provide further information as described on Schedule A, C and F of the Development Procedures Bylaw No. 5879-1999. He encouraged residents to visit the Maple Ridge Art Gallery which is hosting exhibits of First Nations art and to attend the 2nd Annual Golden Harvest celebration at the ACT. Mayor Daykin advised that the week of October 18 to October 24 is Waste Reduction Week. 1500 COUNCILLORS’ REPORTS Councillo Councillor Ashlie r Councillor Ashlie attended the Union of British Columbia Municipalities 2010 Conference and various other committee meetings. She encouraged residents to attend the annual Golden Harvest celebration. Councillor Dueck Councillor Dueck attended the unveiling of Maple Ridge’s first public art piece and encouraged residents to view the piece. Councillor Hogarth Councillor Hogarth attended the Education Forum held at the ACT. Councillor King Councillor King attended the Eid celebration held in the Maple Ridge Library and Rivers Days celebrations sponsored by the Alouette River Management Society and the Kanaka Education and Environmental Partnership Society and. She also attended the Union of British Columbia Municipalities 2010 Conference, the Arts Council Annual General Meeting and the Education Forum 2010 sponsored by the Strategic Economic Initiatives Department. Councillor Morden Councillor Morden attended the Fraser Valley Economic Summit, a Salvation Army Board meeting, an Economic Advisory Committee meeting and the Community Safety Fair. He also attended the Union of British Columbia Municipalities 2010 Conference, the Education Forum 2010 at the ACT and the Meadow Ridge Rotary Sports Banquet. Councillor Morden participated in a food collection drive sponsored by the Food Bank. Council Minutes October 12, 2010 Page 14 of 14 Councillor Speirs Councillor Speirs attended a Tzu Chi Rally and a rally for climate change. He participated in a food collection drive for the Food Bank.
