CARRIED COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – N/A Public Works and Development Services 1101 RZ/107/10, 23657 and 23651 132 Avenue, RS RS-3 and RS RS-2 to RM RM-1 and RS RS-1 Staff report dated December 22, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6779-2010 to allow for future development of townhouse units be given first reading and that the applicant provide further information as described in Schedule A-F of the Development Procedures Bylaw No. 5879-1999. Council Minutes January 11, 2011 Page 5 of 12 R/2011-011 RZ/107/10 BL No. 6779-2010 It was moved and seconded First reading In respect of Section 879 of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; ii. The Board of any Regional District that is adjacent to the area covered by the plan; iii. The Council of any municipality that is adjacent to the area covered by the plan; iv. First Nations; v. School District Boards, greater boards and improvement improvements district boards; and vi. The Provincial and Federal Governments and their agencies. and in that regard, it is recommended that no additional consultation be required in respect of this matter beyond the early posting of the proposed Official Community Plan amendments on the District’s website, together with an invitation to the public to comment, and That Zone Amending Bylaw No. 6 6779 779 779-2010 be given first irst reading, and further eading, That the applicant provide further information as described on Schedule A -F of the Development Procedures Bylaw No. 5879 – 1999, before proceeding further. R/2011-020 Committees of Council Policy It was moved and seconded DEFERRED That the Committee Committees of Council Policy attached to the staff report dated December 29, 2010 be adopted. R/2011-021 Committees of Council Policy It was moved and seconded That consideration of the motion to adopt the Committees of Council Policy be deferred to the January 25, 2010 Council meeting. CARRIED Council Minutes January 11, 2011 Page 11 of 12 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL – Nil 1400 MAYOR’S REPORT Mayor Daykin advised on future work of Council. He attended the premier of a documentary on an electric car being built in Maple Ridge called Eviro. 1500 COUNCILLORS’ REPORTS Councillor King Councillor King encouraged residents to look at their assessment notice from BC Assessment and advised that the deadline to dispute the assessment received has a deadline of January 31. She wished all a Happy New Year. Councillor Morden Councillor Morden attended meetings of the Maple Ridge Community Heritage Committee, the Maple Ridge/Pitt Meadows Parks and Leisure Services Commission and the Salvation Army Board. He reported that the Salvation Army Kettle Program was able to make its target goal with the assistance of a generous anonymous donor. Councillor Speirs Councillor Speirs attended town hall meeting hosted by our Minister of Parliament about immigration policy and the new Act that is coming. He attended meetings of the Arts Council and the Maple Ridge/Pitt Meadows Parks and Leisure Services Commission. He also attended the Eviro documentary. Councillor Hogarth Councillor Hogarth wished the best to all and a healthy, happy and prosperous 2011. Councillor Dueck Councillor Dueck attended a Recycling Society meeting. She volunteered her time over Christmas to participate in the Salvation Army Kettle Program. She wished residents, staff and colleagues a Happy New Year. Councillor Ashlie Councillor Ashlie attended a meeting of the Maple Ridge Social Planning Advisory Committee and the showing of the Eviro documentary. 1600 OTHER MATTERS DEEMED EXPEDIENT – Nil Council Minutes January 11, 2011 Page 12 of 12 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS – Nil 1800 QUESTIONS FROM THE PUBLIC John MacKenzie Mr. MacKenzie wished all a good year. He asked why the District of Maple Ridge was not utilizing the Forfeiture Act more often as it is an effective deterrent and provides funds to the District. Mayor Daykin advised that the local detachment of the RCMP has sent number of files to Victoria to pursue this option. He also advised that funds from forfeiture do not come back into the community but stay in Victoria. 1900 ADJOURNMENT -8:52 p.m. _______________________________ E.
