CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Election Presentation – C. Marlo, Manager of Legislative Services and Emergency Program The Manager of Legislative Services and Emergency Program gave a PowerPoint presentation providing information on the voting process for the November 19, 2011 Local Government Election. 700 DELEGATIONS 701 Shady Lane Delegation -Christina Wardroper and Jason Leemans. Ms. Wardroper advised that the residents of Shady Lane have a common concern of traffic calming for the street and that all have concerns over the speed and volume of traffic accessing 124 Avenue. She also advised that all wish to preserve the uniqueness of the Shady Lane. Council Minutes November 8, 2011 Page 3 of 21 Mr. Leemans gave a PowerPoint presentation outlining the thoughts and concerns of the residents of Shady Lane, highlighting the features of Shady Lane which make it unique. He provided ideas on solutions to deal with traffic concerns. The General Manager Public Works and Development Services advised that a staff report on 124 Avenue traffic calming has been presented to Council and will be considered during Business Planning. He also advised that staff will continue to work with the neighbourhood following Business Planning. 702 BC Disability Games Presentation -Kathy Marshall, BC Disability Games Society Board Member -Jane Samletzski, Executive Director Ms. Marshall spoke to the BC Disability Games held in Maple Ridge in 2009 and the number of hours devoted to putting on the ‘best games ever’. She expressed appreciation for Council support of the games and presented the District with a memento from the Games. 703 Operation Red Nose -Bruce Livingstone, Operation Red Nose Community Liaison Mr. Livingstone gave a PowerPoint presentation introducing Operation Red Nose, outlining how the service works and advising on the program dates and times for 2011. He encouraged residents to volunteer for the program. 800 UNFINISHED BUSINESS Note: Items 801 to 805 have been forwarded from the November 7, 2011 Council Workshop Meeting 801 Local Government Service Agreements with First Nations Staff report dated November 7, 2011 recommending that the principles for negotiating Local Government Service Agreements with First Nations be endorsed. R/2011-527 Local Government Service Agreements It was moved and seconded That the principles for negotiating Local Government Service Agreements with First Nations, attached as Appendix I to the staff report dated November 7, be agreed to in principle. That the release of Restrictive Covenant R68259 from the subject site be forwarded to Public Hearing 3. That the automatic removal of Restrictive Coven Covenant ant R68259 from all lots within the Garibaldi Street subdivision encumbered with the same covenant be authorized, if and when a rezoning applicant is received; and 4. That Council supports the application by Club Climax at 11935 207 Street, Maple Ridge for an extension of hours of liquor service to 4:00 p.m. to 2:00 a.m. 7 days a week as an amendment to Liquor Licence No. 213427, the Council Minutes November 8, 2011 Page 16 of 21 existing Liquor Primary Licence based on the information contained in the Council report dated October 17, 2011; 2. That a copy of the resolution be forwarded to the Liquor Control and Licensing Branch in accordance with the legislative requirements. That due consideration be given to the community’s objectives by respecting the immediate neighbourhood and committing to a name and sign change and by considering the broader objectives of the community by meaningful participation in the Bar Watch program CARRIED MOTION AS AMENDED CARRIED 1111 Scrap Metal Dealer Regulation Bylaw and Other Related Bylaw Amendments Staff report dated November 7, 2011 recommending that Maple Ridge Scrap Metal Dealer Regulation Bylaw No. 6772-2010 be given first, second and third readings. The Director of Licences, Permits and Bylaws advised that the Bylaws Department will be working with business owners during the implementation of the bylaw. He encouraged residents to participate as members on the various District committees and commissions. Councillor Speirs Councillor Speirs attended an Alouette River Management Society meeting, the Occupy Maple Ridge event, a meeting hosted by the local MLA to discuss Smart Meters and a book launch of a book of poetry by a local Maple Ridge writer. Councillor Ashlie Councillor Ashlie attended her committee meetings. She acknowledged Councillor King for her committee work for the Maple Ridge Social Planning Advisory committee. She encouraged residents to attend the Garibaldi Secondary School production of “Legally Blonde” and the Haney Place Poetry Recital taking place on Remembrance Day. Councillor Dueck Councillor Dueck recognized Councillor King for her committee work and her commitment and years of service to the community. She encouraged all to vote on November 19. Councillor Hogarth Councillor Hogarth requested clarification on the postponement of Items 1152 and 1153 The Chief Administrative Officer advised that a question was raised pertaining to Item 1152 at the Committee of the Whole Meeting which staff was following up on and that with respect to Item 1153 staff wished to examine the issue in a policy context and bring the item back to Council.
