CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil Council Minutes November 22, 2011 Page 3 of 10 700 DELEGATIONS 701 Albion Elementary School PAC – Rachel Thompson, PAC Chair, Ron Lanzarotta, Principal, Albion Elementary School Ms. Thompson and Mr. Lanzarotta gave a PowerPoint presentation which outlined existing circumstances and expressed concerns with the pedestrian crosswalk at Albion Elementary School. They requested that the construction of a pedestrian controlled light be expedited to early 2012. The General Manager Public Works and Development Services advised that Council will be considering this project at Business Planning in early December. Note: Items 801 and 802 were forwarded from the November 21, 2011 Council Workshop Meeting 800 UNFINISHED BUSINESS 801 Alouette Home Start Society Request Staff report dated November 21, 2011 recommending that a request from Alouette Home Start Society for free use of a municipal rental property for the purpose of transitional housing for youth be supported in principle and be forwarded for public notice prior to approval. R/2011-560 801.1 Alouette Home Start Society It was moved and seconded That the request from Alouette Home Start Society (AHSS) for free use of a municipal rental property for a period of 3 years for the purpose of transitional housing for youth be supported in principal and forwarded for public notice prior to approval, subject to AHSS receiving grant funding from the Vancouver Foundation. CARRIED Council Minutes November 22, 2011 Page 4 of 10 R/2011-561 801.2 Housing Strategy Measurement It was moved and seconded Component That the Social Planning Advisory Committee include a “measurement” component of the Housing Strategy scheduled within their 2012 Business Plan that will keep on on-going tabulation of the total in in-kind and actual financial contributions made in the area of affordable housing outside of our municipal mandate. CARRIED 802 Metro Vancouver – Labour Relations Conversion and Amendment Interim Bylaw Letter from Lois E. Jackson, Chair, Metro Vancouver Board, requesting the consent of Council for the adoption of The Greater Vancouver Regional District Labour Relations Conversion and Amendment No. 1156, 2011 and a staff report recommending that Maple Ridge Council consent on behalf of the electors to the adoption of the bylaw. R/2011-562 Labour Relations Conversion and It was moved and seconded Amendment Bylaw That Maple Ridge Council consents on behalf of the elect elector or ors to s the adoption of The Greater Vancouver Regional District Labour Relations Conversion and Amendment Bylaw (No. 1156, 2011). CARRIED 1001.2 2011 2011-019 19 19-RZ, 10515 and 10595 240 Street and 23950 Zeron Avenue Maple Ridge Zone Amending Bylaw No. 6864 6864-2011 To rezone from RS-3 (One Family Rural Residential) to RM-1 (Townhouse Residential) to permit the construction of a 48 unit townhouse development Third reading R/2011-564 2011-019-RZ BL No. 6864-2011 It was moved and seconded Third reading That Bylaw No. 6864 6864-2011 be given third reading. Councillor Morden excused himself from discussion of Item 1201 as he owns property in the downtown core. Both left the meeting at 7:57 p.m. 1201 Town Centre Incentive Agreement for 22308 Lougheed Highway Staff report dated November 22, 2011 recommending that the Corporate Officer be authorized to execute an Incentive Agreement for Building Permit Number 11-121346 to provide an upfront financial incentive as part of the Town Centre Investment Incentive Program R/2011-568 22308 Lougheed Highway Incentive It was moved and seconded Agreement That the Corporate Officer be authorized to executive an Incentive Agreement for Building Permit Number 11 11-121346 to provide an upfront financial incentive of $41,076 as part of the Town Centre Investment Incentive Program. CARRIED Note: Councillor Hogarth and Councillor Morden returned to meeting at 7:58 p.m. 1202 Disbursements for the month ended October 31, 2011 Staff report dated November 21, 2011 recommending that the disbursements for the month ended October 31, 2011 be approved. Council Minutes November 22, 2011 Page 8 of 10 R/2011-569 Disbursements October 2011 It was moved and seconded That the disbursements as listed below for the month ended October 31, 2011 be approved: General $7,471,963. Payroll $1,640,511. Purchase Card $ 97,273. $9,209,7 9,209,747. 7. CARRIED 1203 Adjustments to 2011 Collector’s Roll Staff report dated November 21, 2011 submitting information on changes to the 2011 Collector’s Roll through the issuance of Supplementary Rolls 3 through 8. 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL From the November 7, 2011 Closed Council Meeting Appointments to the Board of Variance Re-appointment of Nigel Smith-Gander and Lloyd Floris to the Maple Ridge Board of Variance for a further three year term Note: Item 1400 was dealt with following Item 1500 1400 MAYOR’S REPORT 1500 COUNCILLORS’ RE REPORTS PORTS Councillor Hogarth Councillor Hogarth thanked all those who voted during the Local Government Election as well as those who campaigned for office. Councillor Dueck Councillor Dueck commended those persons who ran for office and thanked the residents who came out to vote. Council Minutes November 22, 2011 Page 9 of 10 Councillor Ashlie Councillor Ashlie echoed the comments of Councillor Dueck and Councillor Hogarth pertaining to participation in democracy and complimented those who ran for election. Councillor Morden Councillor Morden attended the Garibaldi Art Show and the Remembrance Day Celebration. He credited the staff campaign to get people out to vote and expressed that he was looking forward to working with the new team. All Councillors offered thoughts on time spent working with Councillor King and Councillor Speirs and acknowledged the extensive amount of work and dedication both had given the community. Mayor Daykin acknowledged the hours of work put in by Councillor Speirs. On behalf of Council and the citizens of Maple Ridge, he presented him with a certificate. Councillor Speirs Councillor Speirs spoke to his 12 years spent on Council and lessons learned throughout his terms as well as the many accomplishments during that time. He also addressed issues which incoming council could look at, thanked staff for work done and the support provided and thanked Councillor King for her help and support throughout the years. Mayor Daykin spoke to Councillor King’s background and of her involvement with Maple Ridge Council. He also spoke to her passion, commitment and caring for the community during her years in office. He presented Councillor King with a certificate for dedication to the community of Maple Ridge. Councillor King Councillor King spoke to changes in the community and accomplishments since she was first elected in 1987. She thanked the citizens who have supported her and worked on her behalf. She recognized many of the colleagues she has worked with over the years.
