CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 RCMP Contract Overview -Paul Gill, General Manager of Corporate and Financial Services The General Manager Corporate and Financial Services provided an overview on the recent RCMP contract. He spoke to the three themes addressed in the contract and advised on retroactive wage concerns. 700 DELEGATIONS 701 National Volunteer Week -Ashley Singh, Volunteer Coordinator, Maple Ridge Pitt Meadows Community Services The Volunteer Coordinator gave a PowerPoint presentation which provided information on the Volunteer Maple Ridge Pitt Meadows program and National Volunteer Week. Council Minutes April 10, 2012 Page 3 of 15 She thanked all those residents currently volunteering and encouraged the community to become involved in the volunteer program. 702 MADD Canada – 911 Program to Report Impaired Drivers -Tracy Crawford, Chapter Services Manager BC/Yukon, MADD Canada -Sgt. Dale Somerville, NCO i/c Ridge Meadows Traffic Section, RCMP Ms.Crawford gave a PowerPoint presentation on the new 911 Program to Report Impaired Drivers. She gave an explanation on how the program operates and the benefits of having the program in place in communities. Sergeant Somerville advised that the RCMP and E-comm fully support the 911 Program to report impaired drivers. He provided statistics on 911 calls in Maple Ridge and emphasized that reports of impaired drivers are a priority for the RCMP. R/2012-142 MADD Canada 911 Program to It was moved and seconded Report Impaired Drivers That the RCMP Ridge Meadows Detachment Superintendent be directed to bring forward a report to a Council Workshop Meeting outlining all implementation issues involved in the 911 Program to Report Impaired Drivers. CARRIED 703 Maple Ridge Ridge-Pitt Meadows Arts Council Update -Lindy Sisson, Executive Director Ms. Sisson gave a PowerPoint presentation outlining the vision, mission and mandate of the Maple Ridge Arts Council. She highlighted funding for the Arts Council, program highlights, partnerships and community participation in the various programs. 800 UNFINISHED BUSINESS – Nil 900 CORRESPONDENCE – Nil Council Minutes April 10, 2012 Page 4 of 15 1000 BYLAWS Bylaws for Final Reading 1001 RZ/119/10, 22388 124 Avenue, RS RS-1 to RM RM-1 Staff report dated April 10, 2012 recommending that Maple Ridge Zone Amending Bylaw No. 6787-2010 to rezone from RS-1 (One Family Urban Residential) to RM-1 (Townhouse Residential) to permit future construction of 10 townhouse units be given final reading. Final reading R/2012-143 RZ/119/10 BL No. 6787-2010 It was moved and seconded Final reading That Bylaw No. 6787 6787-2010 be adopted. CARRIED 1002 2011 2011-045 045-RZ, 12087 240 Street Staff report dated April 10, 2012 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6862-2011 be rescinded and that Maple Ridge Zone Amending Bylaw No. 6828-2011 be modified by removing all reference to amendments to the existing zoning bylaw and be given final reading. Final reading R/2012-144 2011-045-RZ BL No. 6862-2011 It was moved and seconded Rescind BL No. 6828-2011 Final reading That Bylaw No. 6862 6862-2011 be rescinded; and That Bylaw No. 6828 6828-2011 be amended by deleting Sections 2 to 5 inclusive and that the sections be renumbered accordingly; and further That Bylaw No. 6828 6828-2011 be adopted as amended. CARRIED Public Works and Development Services Note: Item 1101 was withdrawn. 1101 Maple Ridge Hobby Beekeeping Bylaw and Regulation Staff report dated April 2, 2012 recommending that Maple Ridge Zone Amending Bylaw No. 6838-2011 to permit hobby beekeeping be given first reading and be forwarded to Public Hearing and that Maple Ridge Hobby Beekeeping Regulation Bylaw No. 6839-2011 for the keeping of bees be given first, second and third readings. Note: Councillor Hogarth excused himself from the discussion of Item 1102 at 8:02 p.m. as he manages a property in the vicinity of the application property. 1102 2011 2011-089 089-RZ RZ, 22309, 22319 and 22331 St. Anne Avenue , Staff report dated April 2, 2012 recommending that Maple Ridge Heritage Designation and Revitalization and Tax Exemption Agreement Bylaw No. 6913-2012 to permit relocation, restoration and adaptive use of an existing heritage house be given first reading and that the applicant provide further information as described on Schedule D of the Development Procedures Bylaw No. 5879-1999. Council Minutes April 10, 2012 Page 7 of 15 R/2012-148 2012-030-RZ BL No. 6911-2012 It was moved and seconded First reading In respect of Section 879 of the Local Government Act Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; ii. The Board of any Regional District that is adjacent to the area covered by the plan; iii. The Council of any municipality that is adjacent to the area covered by the plan; iv. First Nations; v. School District Boards, greater boards and improvements district boards; and vi. The Provincial and Federal Governments and their agencies and in that regard it is recommended that no additional consultation be required in respect of this matter beyond the early posting of the proposed Official Community Plan amendments on the District’s website, together with an invitation to the public to comment, and; That Bylaw No. 6911 6911-2012 be given first reading; and That the applicant provide further information as described on Schedules A, C, D D, F and G of the Development Procedures , Bylaw No. 5879 5879-1999. That the following terms and conditions be met prior to Final Reading: i. Approval from the Ministry of Transportation; ii. Road dedication as required; iii. A disclosure statement must be submitted by a Professional Engineer advising whether there is any evidence of underground fuel storage tanks. If there is evidence, a site profile pursuant to the Waste Management Act must be provided in accordance with the regulations; vi. Registration of a Restrictive Covenant protecting the Visitor Parking; vii. Registration of a geotechnical report as a Restrictive Covenant which addresses the suitability of the site for the proposed development. CARRIED 1109 Award of Contract, 119 Avenue Road and Drainage Improvements (York Street to 221 Street) Staff report dated April 2, 2012 recommending that Contract (Reference No. ITT-EN12-10; Project No. E02-010-163); 119 Avenue Road and Drainage Improvements (York Street to 221 Street) be awarded to Targa Contracting Ltd., that the financial plan be amended to include additional funds and that the Corporate Officer be authorized to execute the contract. R/2012-154 Award of Contract Targa Contracting It was moved and seconded That Contract (Refere Reference No. ITT nce ITT-EN12 EN12-10; Project No. E02 E02-010 010-163) 119 Avenue Road and Drainage Improvements (York Street to 221 Street), be awarded to Targa Contracting Ltd. in the amount of $444,245.00 plus applicable taxes; and That staff be directed to amend the Financial Plan to include an additional $110,000 for Project No. E02 E02-10 10-163; 119 Avenue Road and Drainage Improvements to be funded through the Capital Works Reserve; and That the Corporate be authorized to execute the contract. Contract Renewal Staff report dated April 2, 2012 recommending that Corporate Officer be authorized to execute a 3 year agreement with E.S.R.I. for the renewal of the Geographic Information Systems licences. It was moved and seconded That the Corporate Officer be authorized to enter into a 3 year agreement with E.S.R.I. for the renewal of the Geographic Information System licences, noting that the cost over the term is $171,000. CARRIED 1133 2012 Community Grants Staff report dated April 2, 2012 recommending that the proposed distribution of grants as shown on “Schedule A” of the report be approved. CARRIED Community Development and Recreation Service – Nil Correspondence – Nil Other Committee Issues – Nil 1200 STAFF REPORTS – Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL From the Closed Council Meeting of April 2, 2012 Appointments of Wayne Bissky and Craig Redmond to the Maple Ridge Public Art Steering Committee for a term commencing April 10, 2012 and concluding June 30, 2014 1400 MAYOR’S REPORT Mayor Daykin attended the “Experience the Fraser” announcement of the partnership between Metro Vancouver, Fraser Valley Regional District and the various municipalities along the Fraser River for a project to enhance the trail network along the river. He congratulated the City of Pitt Meadows on the opening of its new library. Mayor Daykin reminded residents of the annual Heritage Tea sponsored by the Maple Ridge Historical Society and Council Minutes April 10, 2012 Page 14 of 15 announced that the Justice Institute will be opening a Traffic Safety and Injury Prevention Centre at the Pitt Meadows Airport on April 12. He asked that the public be more aware of 911 pocket calls. 1500 COUNCILLORS’ REPORTS Councillor Ashlie Councillor Ashlie attended a meeting of the Alouette River Management Society. She encouraged residents to become involved in streamside protection as stream steward. She reminded residents that April 22nd is Earth Day and April 29th is the KEEPS sponsored annual release of chum salmon fry. She advised that on an April 29th Literacy Committee event. Councillor Morden Councillor Morden attended meetings of the Maple Ridge Community Heritage Commission and the Salvation Army. He also attended the “Experience the Fraser” funding announcement event and the opening of the City of Pitt Meadows’ new library. Councillor Masse Councillor Masse attended meetings of the Social Planning Advisory Committee, the Maple Ridge Community Heritage Commission and the Agricultural Advisory Committee. Councillor Bell Councillor Bell attended a meeting of the Ridge Meadows Recycling Society and a strategic planning session for the Fraser Valley Regional Library. She participated in Grade 10 interviews at Samuel Robertson Technical Secondary. She will be attending the opening of Hannah House. Councillor Hogarth Councillor Hogarth reminded residents of the Maple Ridge Community Foundation Fundraising Dinner and Citizen of the Year Presentation.
