Council Minutes May 22, 2012 Page 3 of 20 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Public Sector Employer of the Year -John Leeburn, Executive Director The Executive Director
presented a Public Sector Employer of the Year for the District of Maple Ridge on behalf of the Canadian Association of Certified Planning Technicians. He recognized Ann Edwards for
the work done to organize a professional development day for planning technicians hosted by the District. 602 Certificate of Recognition for Safety Excellence -Cathy Cook, Executive
Director, BC Municipal Safety Association Ms. Cook presented the Certificate of Recognition for Safety Excellence to the District on behalf of Work Safe BC and the BC Municipal Safety
Association. She provided information on the types of organizations which may be granted this award and advised that the District will receive a monetary award along with the certificate.
She recognized the hard work done by District staff to communicate occupational health and safety. 603 Maple Ridge Social Planning Advisory Committee ocial (SPAC) Good Neighbour Awards
-Shawn Matthewson, Staff Liaison -Linda Morgan, Chair Ms. Matthewson introduced the Chair of the committee and advised of the process undertaken to select residents and businesses for
the award. Ms. Morgan advised on the qualifications for the Good Business Award. She presented the award for a business with over 25 employees to The News and presented the award for
a business with under 25 employees to Russell Mechanical Systems. Ms. Morgan advised on the criteria looked at for nominations for the Good Neighbour Award and presented the award to
Leanne Cohen. She advised that the other recipient for the awards is Bruce Hobbs who was unable to attend.
Council Minutes May 22, 2012 Page 4 of 20 700 DELEGATIONS 701 Experience the Fraser, Lower Fraser River Corridor Project -Gaëtan Royer, Manager, Metropolitan Planning, Environment and
Parks, Metro Vancouver -Heather McNell, Senior Regional Planner, Metropolitan Planning, Environment and Parks, Metro Vancouver Ms. McNell gave a PowerPoint Presentation providing information
on the Experience the Fraser, Lower Fraser River Corridor Project and what the project is intended for. She outlined the project and highlighted the project’s four main goals. Mr. Royer
spoke to the implementation of the plan for the project and highlighted the benefits to the community. He advised on work being done to renovate the existing fish hatchery and outlined
a canoe route and a trail between Stave Lake and Whonnock Lake. Note: Item 1151 was dealt with following Item 701 702 Basement Access Doors -Rob Grimm, Portrait Homes Mr. Grimm expressed
concern with the issue of eliminating side doors for basement entry homes. He gave a PowerPoint presentation which spoke to work done by Portrait Homes in the community and outlined
side door usage in homes built or being built by Portrait. He requested that a decision on the policy of not allowing basements doors be put forward to stakeholder groups and that best
practices in other communities be looked at. 800 UNFINISHED BUSINESS 801 Design Criteria – Small Lots Staff report dated May 14, 2012 recommending that staff be directed to amend the
Zoning Bylaw for small lots with regard to external basement doors. Forwarded from the May 14, 2012 Council Workshop Meeting

to change the designation to Urban Residential and Conservation from Agricultural, and to remove the “starred property” designation be given first and second reading and forwarded to
Public Hearing and that Maple Ridge Zone Amending Bylaw No. 6844-2011 to permit a residential subdivision of approximately 30 lots be given second reading and forwarded to Public Hearing.

6844-2011 Second reading 1. That in accordance with Section 879 of the Local Government Act Act, opportunity for early and ongoing , consultation has been provided by way of posting
Bylaw No. 6843 6843-2011 on the municipal website and requiring that the applicant host a Development Information hat Meeting, and Council considers it unnecessary to provide any further
consultation opportunities, except by way of holding public hearing on the bylaw; 2. That Bylaw No. 6843 6843-2011 be considered in conjunctio conjunction with the Capital Expenditure
Plan and Waste Management Plan;

6. That the following terms and conditions be met prior to final reading: i. Approval from the Ministry of Transportation; ii. Inclusion of the site into the GVSDD Fraser Sewerage Area;
iii. Satisfactory resolution of design, maintenance requirements, maintenance agreement, and receipt of security from the applicant for the total cost of the storm water drainage as
proposed by the applicant on District Lands (Lower Jackson Farm); n iv. Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of security
as outlined in the Agreement; v. Amendment to Schedule “B” and “C” of the Official Community Plan; vi vi. Registration of a geotechnical report as a Restrictive Covenant which addresses
the suitability of the site for the proposed development; vii. Road and park dedication as required; viii. Removal of the existing building/s; ix. A disclosure statement must be submitted
by a Professional Engineer advising whether there is any evidence of underground fuel storage tanks. If there is evidence, a site profile pursuant to the Waste Management Act must be
provided in accordance with the regulations; x. Pursuant t to the o Contaminated Site Regulations of the Environmental Management Act Act, the property , owner will provide a Site Profile

RZ/035/08 to permit a twenty unit strata warehouse under the M-3 zone be granted a final one year extension. R/2012-240 RZ/035/08 Final One Year It was moved and seconded Extension
That pursuant to Maple Ridge Development Procedures Bylaw No. 5879 5879-1999, a final one year extension be granted for rezoning application RZ/035/08 (property located at 11295 and
11307 Maple Crescent) and that the following conditions be addressed prior to consideration of f final reading: inal i. Registration of a Rezoning Servicing Agreement as a Restrictive
Covenant and receipt of the deposit of security as outlined in the Agreement; ii Amendment to Schedule “B” of the Official Community Plan; iii. Registration of a geotechnical report
as a Restrictive Covenant which addressed the suitability of the site for the proposed development; iv. Road dedication as required; v. Consolidation of the development site; vi. Removal

himself from discussion of Item 1110 at 9:07 p.m. as he represents an owner of a property in the vicinity of the application.

Corporate Officer be authorized to sign and seal 2012-019-DVP to vary setbacks facing 113A Avenue and Kingston Street and that the Corporate Officer be authorized to sign and seal 2012-019-DP
to permit a proposed multi-tenant industrial building in the M-3 (Business Park) zone. 1112 Contract Award: Pavement Rehabilitation Program Staff report dated May 14, 2012 recommending
that the extension of the 2010 contract for Pavement Rehabilitation be awarded to Imperial Paving Limited.

contract up to 25% of the value of the contract ($233,237.72 including HST) CARRIED 1113 Contract Award: Bridge Barrier and Railing Replacement Staff report dated May 14, 2012 recommending
that the Bridge Barrier and Railing Replacement Contract be awarded to Coquitlam Ridge Contracting Limited. R/2012-243 Award of Contract Coquitlam Ridge It was moved and seconded Contracting
That the Bridge Barrier and Railing Replacement Contract be awarded to Coquitlam Ridge Contracting Limited in the amount of $217,452.03 including $23,298.43 HST and further that additional

and the continued appointment of a municipal liaison. R/2012-245 Experience the Fraser Concept It was moved and seconded Endorse That Council: 1. Endorse the Experience the Fraser concept
as a regionally important and beneficial initiative that warrants broad participation; 2. Commit to integrating the Experience the Fraser Concept into municipal plans and actions wherever
feasible;
