CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL COUNCIL-Nil 700 DELEGATIONS 701 Blaney Hamlet School Site -Nicole Read Ms. Read gave a PowerPoint presentation outlining her concerns with the lack of schools and removal of a school site designation in the Silver Valley area. Mayor Daykin noted that an application requesting removal of a school site designation is expected to come forward at the February 26, 2013 Council Meeting. Council Minutes February 12, 2013 Page 3 of 11 Note: Item 702 was withdrawn at the request of the delegation representative 702 Variety the Children’s Charity -Eric Phillips 703 Meadowridge Rotary Club and Haney Rotary Club Presentati Presentation on – 100 100th th Anniversary of Rotary in British Columbia -Eric Mollema, Vice President, Meadowridge Rotary Club -Ken Holland, President-Elect, Haney Rotary Club Mr. Mollema gave a PowerPoint presentation which provided a history of the Rotary in British Columbia. He highlighted projects Rotary is involved on both on an international and a local basis. 800 UNFINISHED BUSINESS 801 Environmental Management Strategy – Public Consultation Process Staff report dated February 12, 2013 recommending that the consultation process and timelines as outlined be authorized. Mayor Daykin advised that the recommendation in the report was revised from the original recommendation brought forward at the February 4, 2013 Council Workshop. That the consultation process and timelines outlined in the February 12, 2013 report entitled “Environmental Management Strategy – Public Cons Consultation Process” be ultation authorized; 2. In respect o of Section 879 of the Local Government Act, f requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; ii. The Council of any municipality that is adjacent to the area co covered by the plan; vered iv. First Nations; v. School District Boards, greater boards and improvement district boards; and vi. The Provincial and Federal Government and their agencies. 3. And in that regard it is recommended that the only additional consultatio consultation to be required in respect of this n matter beyond the consultation that has taken place to date, and the early posting of the proposed Maple Ridge Environmental Management Strategy process on the District’s website, together with an invitation to the publi public to comment is: a. A Public Open House; b. Stakeholder focus group workshops; c. Referral to Metro Vancouver and the neighbouring municipalities of Pitt Meadows and Mission; d. Referral to Federal Department of Fisheries and Oceans; e. Referral to Provin Provincial Ministry of Environment; and cial f. Referral to the Katzie and Kwantlen First Nations. CARRIED 802 Amenity Zoning Study and Albion Area Plan Review Update Staff report dated February 4, 2013 recommending that the preliminary Albion Area Plan Amenities List be presented at a public open house. CARRIED Council Minutes February 12, 2013 Page 6 of 11 Public Works and Development Services 1101 2012 2012-119 119-RZ, 24108 104 Avenue and 10336 240A Street, RS RS-2 and RS RS-3 to RM RM-1 Staff report dated February 4, 2013 recommending that Maple Ridge Zone Amending Bylaw No. 6969-2013 to rezone from RS-2 (One Family Suburban Residential) and RS-3 (One Family Rural Residential) to RM-1 (Townhouse Residential) to permit construction of a 104 unit townhouse complex be given first reading and that the applicant provide further information as described on Schedules B, F, and G of the Development Procedures Bylaw No. 5879-1999, along with information required for an Intensive Residential Development Permit and a Subdivision application. CARRIED 1103 2012 2012-051 051-RZ, 11406 and 11414 205 Street, Heritage Designation and Revitalization and Tax Exemption Agreement Bylaw Staff report dated February 4, 2013 recommending that second reading of Maple Ridge Heritage Designation and Revitalization and Tax Exemption Agreement Bylaw No. 6962-2012 be rescinded, that the bylaw be amended to delete the “in-trust” fund requirement as described in the report and that the Bylaw, as amended, be given second reading. CARRIED Note: Councillor Hogarth excused himself from the discussion of Item 1104 at 8:23 p.m. as he lives directly across from the property in the application. 1104 2012 2012-114 114-DVP, 23860 118 Avenue Staff report dated February 4, 2013 recommending that the Corporate Officer be authorized to sign and seal 2012-114-DVP to vary rear yard setbacks to permit construction of a deck. The Manager of Legislative Services provided clarification that notification of the Development Variance Permit application was sent to neighbouring properties and that no responses were received. CARRIED Note: Councillor Hogarth returned to the meeting at 8:28 p.m. 1105 Maple Ridge Ticket Information Utilization Bylaw Staff report dated February 4, 2013 recommending that Maple Ridge Ticket Information Utilization Bylaw No. 6929-2012 be given first, second and third readings. The Director of Licences, Permits and Bylaws provided clarification on the issuance of tickets. He encouraged residents to attend. 1500 COUNCILLORS’ REPORTS Coun Councillor Dueck cillor Councillor Dueck did not give a report. Councillor Masse Councillor Masse attended the opening of the Seniors’ Centre in Pitt Meadows and a meeting of the Agricultural Advisory Committee. He welcomed Sticky’s Candy Shop, a new business on 224th Street and wished all a Happy Valentine’s Day. Councillor Morden Councillor Morden attended the South Asian Gala, the Fire Department Annual Awards Ceremony and meetings of the Maple Ridge Community Heritage Commission and Union of British Columbia Municipalities Directors. Councillor Hogarth Councillor Hogarth attended a Municipal Advisory Committee on Accessibility Issues meeting, Council Minutes February 12, 2013 Page 11 of 11 Councillor Bell Councillor Bell attended the Fire Department Annual Awards ceremony, the South Asian Gala and a fundraiser for the CEED Centre. Councillor Ashlie Councillor Ashlie attended a Seniors Network meeting and a fundraiser to support a 17-year-old Grade 12 Westview Secondary School student who had been abducted. 1600 OTHER MATTERS DEEMED EXPEDIENT – Nil 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS – Nil 1800 QUESTIONS FROM THE PUBLIC Eric Phillips Mr. Phillips spoke to the gold hearts left at the front counter of Municipal Hall in support of the 47th Annual Variety the Children’s Charity. He invited all to come out to the telethon to support of the children of British Columbia.
