CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Preliminary 2012 Year End Update – General Revenue Fund The General Manager of Corporate and Financial Services gave a PowerPoint presentation providing an update on the preliminary 2012 General Revenue Fund. 700 DELEGATIONS – Nil Council Minutes March 19, 2013 Page 3 of 14 800 UNFINISHED BUSINESS 801 Proposed Resolutions for the Lower Mainland Local Government Association (“LMLGA”) Conference “Proposed resolutions to be submitted to LMLGA: 801.1 Independence of the Office of the Seniors Advocate R/2013-125 LMLGA Resolution Office of the It was moved and seconded Seniors Advocate That the following resolution be forwarded to the Lower Mainland Local Government Association 2013 Conference: INDEPENDENCE OF THE OFFICE OF THE SENIORS ADVOCATE WHEREAS the creation of the Office of the Seniors Advocate through the introduction of Bill 10 —2013, Seniors Advocate Act, was a correct and commendable course of action by the provincial government in response to supporting seniors; AND WHEREAS the spectrum of seniors services includes housing, transportation an and income support, which are issues d not under the jurisdiction of the Ministry of Health, of which the Act has defined as the ministry that the Office of the Seniors Advocate will report to; THEREFORE BE IT RESOLVED that LMLGA respectfully request that the government amend the Seniors Advocate Act to identify the Office of the Seniors Advocate as an independent office of the Legislature, reporting to the Members of the Legislative Assembly, rather than to the Minister of Health. CARRIED Council Minutes March 19, 2013 Page 4 of 14 801.2 Support for BC Association of Agricultural Fairs and Exhibitions R/2013-126 LMLGA Resolution Support for Ag Fairs It was moved and seconded And Exhibitions That the following resolution be forwarded to the Lower Mainland Local Government Association 2013 Conference: SUPPORT FOR BC ASSOCIATION OF AGRICULTURAL FAIRS AND EXHIBITIONS WHEREAS BC’s agricultural fairs and exhibitions are in the strategic position to continue and enhance their work of educating and promoting BC agriculture awareness through serv serving excess of 1.5 million visitors to BC’s agricultural fairs, ing exhibitions and related festivals each year; AND WHEREAS in over 50 communities throughout BC, the use of a combined total of 20,000+ volunteers has resulted in affordable family entertainment and agriculture awareness; AND WHEREAS agriculture, food production and food security is an important economic contributor to the British Columbia economy; THERFORE BE IT RESOLVED that the LMLGA request that the provincial government negotiate a viable funding envelope with the BC Association of Agricultural Fairs and Exhibitions to be included in the Ministry of Agriculture budget, in order to preserve the existence of agricultural fairs and exhibitions across the province. R/2013-127 LMLGA Resolution Funding Review It was moved and seconded Mental Health That the following resolution be forwarded to the Lower Mainland Local Government Association 2013 Conference: REINSTATING RIVERVIEW AS A PROVINCIAL CENTRE OF EXCELLENCE FOR MENTAL HEALTH CARE WHEREAS the lack of adequate treatment and housing for those suffering from serious or severe mental illness is a reality experienced Province wide, resulting in a less efficient system, with unacceptably poor outcomes for the most needy citizens of BC, as well as severe financial and social burdens on local communities; AND WHEREAS the Riverview facilities and grounds have a proven history of providing a very suitable environment for such treatment and housing, with much of the necessary infrastructure already in place; THEREFORE BE IT RESOLVED that the Provincial Government immediately begin to undertake all necessary action, including funding, to reinstate Riverview as a modern Centre of Excellence for Mental Health Care and Support. CARRIED COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – N/A Public Works and Development Services 1101 2013 2013-005 005-RZ, 19989, 19975, 19997, 20010 and 20035 Dunn Avenue, RS RS-3 to P P-6 Staff report dated March 18, 2013 recommending that Maple Ridge Zone Amending Bylaw No. 6970-2013 to rezone from RS-3 (One Family Rural Residential) to P-6 (Civic Institutional) to permit a HandyDART dispatch office trailer and vehicle parking be given first reading and that the applicant provide further information as described on Schedule A of the Development Procedures Bylaw No. 5879-1999. In respect of Section 879 of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with s specifically: pecifically: i. The Board of the Regional District that is adjacent to the area covered by the plan; iii. CARRIED 1103 2012 2012-049 049-RZ , Early Consultation Report, Maple Ridge Official Community Plan Amending Bylaw No. 6979 6979-2013, 12420 269 Street Staff report dated March 18, 2013 recommending that no additional consultation be required beyond the early posting on the District’s website, together with an invitation to the public to comment, for Maple Ridge Official Community Plan Amending Bylaw No. 6979-2013 to re-designate property from Suburban Residential to Suburban Residential and Conservation to reflect the dedication of watercourses and riparian areas. CARRIED 1135 Award of Contract, Fire Truck (Tender 2) Replacement Staff report dated March 18, 2013 recommending that the contract for the construction of one fire tender (tanker) apparatus be awarded to Smeal Fire Apparatus Co. and that the Corporate Officer be authorized to execute the contract. That the contract for the construction of one fire tanker apparatus at the cost of $444,420.00 plus applicable taxes and a 10% contingency be included for any unanticipated scope changes; be awarded to Smeal Fire Apparatus Co. of Snyder, NB; and that the Corporate Officer be authorized to execute the contract. CARRIED Community Development and Recreation Service – Nil Correspondence – Nil Other Committee Issues – Nil 1200 STAFF REPORTS – Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL – Nil 1400 MAYOR’S REPORT Mayor Daykin attended the annual general meeting of the Ridge Meadows Youth Diversion Program and the “Movie Magic on Ice” carnival hosted by the Maple Ridge Skating Club. 1500 COUNCILLORS’ REPORTS Councillor Morden Councillor Morden attended meetings of the Maple Ridge-Pitt Meadows Bicycle Advisory Committee and the Audit and Finance Committee. He also attended the Ridge Meadows Youth Diversion Program annual general meeting. Council Minutes March 19, 2013 Page 13 of 14 Councillor Hogarth Councillor Hogarth advised that his committee meetings are scheduled for the coming week. Councillor Bell Councillor Bell attended the Eric Langton Trivia Night fundraiser and the opening of the new Abbotsford Library. She also attended meetings of the Maple Ridge-Pitt Meadows Parks and Leisure Services Commission and the Audit and Finance Committee. Councillor Ashlie Councillor attended a workshop for agricultural advisory committees hosted by the Ministry of Agriculture and the Ridge Meadows Youth Diversion Program annual general meeting. Councillor Dueck No report Councillor Masse Councillor Masse met with Councillor Mae Reid, City of Coquitlam to discuss the Lower Mainland Local Government Association resolution on mental health treatment and attended the Ridge Meadows Youth Diversion Program annual general meeting. He also attended a public forum hosted by the Lower Mainland Local Government Association. 1600 OTHER MATTERS DEEMED EXPEDIENT – Nil 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS – Nil 1800 QUESTIONS FROM THE PUBLIC Allen Lees Mr. Lees questioned the cutting of trees on municipal property and asked if it was not in the best interest of the District to maintain trees and hedges in the best state possible. Jessie Joy Lees Miss Lees asked why District crews removing or trimming trees do not have an arborist present and follow the direction of that arborist.
