CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil 601 Introduction of New Ridge Meadows RCMP Detachment Officer in Charge, Superintendent Dave Fleugel The new Ridge Meadows RCMP Detachment Officer in Charge spoke to the history of the RCMP Detachment and its vision. He acknowledged the City of Pitt Meadows and Mayor Deb Walters and thanked Maple Ridge Council and staff for their support. Mayor Daykin presented a Certificate of Appreciation to outgoing Inspector Dave Walsh. Inspector Walsh spoke to his opportunity to serve as the Officer in Charge at the Ridge Meadows Detachment Council Minutes September 10, 2013 Page 3 of 10 700 DELEGATIONS 701 Maple Ridge Ridge-Pitt Meadows Arts Council – Presentation o on t n the 2013 he 2013-2014 ACT Presents Series • Lindy Sisson, Executive Director • Bonnie Telep, President, Board of Directors Ms. Telep introduced Linda King, Board Member and Executive Director Lindy Sisson. She advised on the upcoming season and the current exhibit at the ACT. A video of the upcoming events at the ACT was provided. Ms. Sisson wished Maple Ridge a Happy 139th Birthday. 800 UNFINISHED BUSINESS 801 Packaging and Printed Paper Recycling in British Columbia – Extended Producer Responsibility Program Staff report dated September 9, 2013 recommending that the District of Maple Ridge indicate to Multi-Material British Columbia (“MMBC”) its willingness to accept a financial incentive offer for curbside collection for packaging and printed paper recycles on the condition of suitable contract terms agreeable to both parties and that a letter be sent to the Honourable Mary Polak, Minister of Environment expressing concern around the MMBC offer and timeline. R/2013-377 Extended Producer It was moved and seconded Responsibility Program WHEREAS the District of Maple Ridge, along with other local governments in British Columbia support the principle of Extended Producer Responsibilities and recognize the importance of Multi Multi-Material British Columbia’s (MM MMBC) BC) Stewardship Plan; AND WHEREAS the District has considerable reservations regarding the timeline for acceptance of the MMBC offer for curbside collection of Packaging and Printed Paper recyclables along with the punitive nature of the draft contract documents; Council Minutes September 10, 2013 Page 4 of 10 IT IS RECO RECOMMENDED that the District indicate to MMBC its MMENDED willingness to accept the financial incentive offer for curbside collection on the condition that both MMBC and the District work toward suitable contract terms that are agreeable to both parties; AND THAT the Mayor be authorized to send a letter to the Honourable Mary Polak, Minister of Environment expressing concern around the MMBC offer and timeline and request the Minister extend the stated September 16, 2013 acceptance date and that the Ministry staff b be directed to work with e MMBC and local governments to establish a framework that recognizes concerns of all parties involved. CARRIED Councillor Bell, Councillor Masse – OPPOSED 900 CORRESPONDENCE – Nil 1000 BYLAWS – Nil COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – August 26, 2013 R/2013-378 Minutes COW It was moved and seconded July 22, 2013 That the minutes of the Committee of the Whole Meeting of August 26 26, 2013 , be received. CARRIED Council Minutes September 10, 2013 Page 5 of 10 Public Works and Development Services 1101 2013 2013-043 043-CU, 11122 286 Street, Temporary Commercial Use Permit Staff report dated September 9, 2013 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 7005-2013 to designate property as a “Temporary Commercial Use Permit Area” to permit the parking of four (4) commercial trucks for a period of 2 years be given first reading. The Director of Planning provided clarification on the amendments to the bylaw. The Director of Planning addressed questions pertaining to complaints brought forward to the Bylaws Department. R/2013-379 2013-043-CU It was moved and seconded BL No. 7005-2013 First reading In respect of Section 879 of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; ii. The Board of any Regional District that is adjacent to the area covered by the plan; iii. The Council of any municipality that is adjacent to the area covered by the plan; iv. First Nations; v. School District Boards, greater boards and improvements district boards; and vi. The Provincial and Federal Governments and their agencies. and in that regard it is recommended that no additional consultation be required in respect of this matter beyond the early posting of the proposed Official Community Plan amendments on the District's website, together with an invitation to the public to comment, and; Council Minutes September 10, 2013 Page 6 of 10 That Bylaw No. 7005 hat 7005-2013 be given first reading. CARRIED Councillor Bell, Councillor Masse, Councillor Ashlie -OPPOSED 1102 RZ/074/10, 11716 Burnett Street, Final One Year Extension Staff report dated September 9, 2013 recommending that RZ/074/10 to permit development under the R-1 (Residential District) zone into 3 single family lots be granted a final one year extension. R/2013-380 RZ/074/10 It was moved and seconded Final One Year Extension That a one year extension be granted for rezoning application RZ/074/10 and that the following conditions be addressed prior to consideration of Final Reading: i. Road dedication; and ii. A planting plan showing the buffer in the northeast corner of proposed Lot 3. CARRIED 1103 2013 2013-063 063-DP, 20490 Lougheed Highway Staff report dated September 9, 2013 recommending that the Corporate Officer be authorized to sign and seal 2013-063-DP to permit a façade improvement and renovation to an existing building. R/2013-381 2013-063-DP It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal 2013 2013-063 063-DP respecting property located at 20490 Lougheed Highway. CARRIED Council Minutes September 10, 2013 Page 7 of 10 1104 Great Canadian Entertainment Centre Ltd. – Amended Liquor Primary Licence Application Staff report dated September 9, 2013 recommending that the amended application by the Great Canadian Entertainment Centre Ltd. for the Liquor Licence Primary license including the number of patrons and proposed hours of operation be supported. R/2013-382 Great Canadian It was moved and seconded Entertainment Centre – Liquor Primary Licence 1. That Council supports the amended application by the Great Canadian Entertainment Centre Ltd. located at 22710 Lougheed Highway for the Liquor Licence Primary license as applied for including the number of patrons and the proposed hours of operation to be 10:00 a.m. to 12:00 a.m. Sunday to Thursday and 10:00 a.m. to 1:00 a.m. Friday and Saturday with respect to the Liquor Licence Primary license. 2. That a copy of the resolution be forwarded to the Liquor Control and Licensing Branch in accordance with the legislative requirements. CARRIED 1105 Award of Contract (Reference No. ITT ITT-EN13 EN13-50, Project No. EO2 EO2-010 010-145) Hampton Street Local Area Service – Utility and Road Construction Staff report dated September 9, 2013 recommending that Contract No. E02-010-145: Hampton Street Local Area Service – Utility and Road Construction be awarded to Mainland Civil Works Inc. R/2013-383 Award of Contract It was moved and seconded Hampton Street Local Area Service That Contract E02 E02-010 010-145: Hampton Street Local Area Service -Utility and Road Construction be awarded to Mainland Civil Works Inc. in the amount of $398,424.00; and That the Corporate Officer be authorized to execute the contract. CARRIED Council Minutes September 10, 2013 Page 8 of 10 Financial and Corporate Services (including Fire and Police) 1131 2014 Permissive Tax Exemptions Staff report dated September 9, 2013 recommending that Maple Ridge Tax Exemption Bylaw No. 7016-2013 be given first, second and third readings. The General Manager of Corporate and Financial Services provided clarification on variances in the bylaw. R/2013-384 BL No. 7016-2013 It was moved and seconded Three readings That Bylaw No. 7016 7016-2013 be given first, second and third readings. CARRIED 1132 First Nations – Proposed Federal Additions Additions-to to-Reserve/Reserve Creation Policy Staff report dated September 9, 2013 recommending that a letter be written to the Union of British Columbia Municipalities expressing concerns with the draft Additions-to-Reserve/Reserve Creation Policy as outlined in a report from the Corporation of Delta. R/2013-385 Letter to UBCM It was moved and seconded That Council write to the Union of British Columbia Municipalities expressing concerns with draft Additions Additions-to to-Reserve/Reserve Creation Policy, as outlined in the attached August 20, 2013 staf staff report from the Corporation of Delta. f CARRIED Community Development and Recreation Service – Nil Correspondence – Nil Council Minutes September 10, 2013 Page 9 of 10 Other Committee Issues – Nil 1200 STAFF REPORTS – Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL – Nil 1400 MAYOR’S REPORT Mayor Daykin advised that the Maple Ridge/Pitt Meadows Terry Fox Run is being held on September 16 and encouraged residents to attend. He also advised that the month of September is Prostate Cancer Awareness Month. Mayor Daykin attended the Blue Grass Festival, a reading club event at the Maple Ridge Library and a Metro Vancouver Utilities Committee meeting. 1500 COUNCILLORS’ REPORTS Councillor Dueck Councillor Dueck attended the RCMP Musical Ride. She asked that residents drive the posted speed limit in and around school zones with the return of children to school. Councillor Ashlie Councillor Ashlie provided additional information on the Terry Fox Run. She attended meetings for the Maple Ridge Social Planning Advisory Committee and Alouette River Management Society. She also attended the RCMP Musical Ride. Councillor Bell Councillor Bell attended the first Lower Mainland Local Government Association meeting of the year. She also attended Port Haney Days and participated in the historical tours. Councillor Hogarth Councillor Hogarth attended the Blue Grass Festival. Councillor Morden Councillor Morden attended meetings of the Maple Ridge-Pitt Meadows Bicycle Advisory committee, the Maple Ridge Community Heritage Commission and the Business Improvement Association’s Safety and Security Committee. Council Minutes September 10, 2013 Page 10 of 10 Councillor Masse Councillor Masse attended a meeting of the Maple Ridge Social Planning Advisory Committee. 1600 OTHER MATTERS DEEMED EXPEDIENT – Nil 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS 1701 A notice of motion was put forward by Councillor Bell requesting that staff be directed to contact and send out a Request for Information to all eligible garbage service providers to explore actual costing of providing Municipal garbage service as well as kitchen and yard waste. 1800 QUESTIONS FROM THE PUBLIC Eric Phillips Mr. Phillips thanked Councillor Ashlie for the update on the Terry Fox Run.
