CARRIED 500 PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil 600 DELEGATIONS 601 Maple Ridge Community Heritage Commission Update • Brenda Smith, Chair Ms. Smith gave a Power Point presentation providing an update on work carried out by the Maple Ridge Community Heritage Commission (“CHC”). She introduced Commission members, reviewed the CHC’s 2016 Business Plan and highlighted the CHC’s various programs and projects. 700 UNFINISHED BUSINESS 701 2015 2015-281 281-DP, 20290 Lougheed Highway, Second Addendum Report Staff report dated March 29, 2016 providing information on a new updated landscaping plan and recommending that the amended development permit be approved. The Manager of Legislative Services advised that staff is recommending that the motion be amended to reflect the revisions to the permit to reflect the new landscaping plan submitted by the applicant. CARRIED MOTION AS AMENDED CARRIED 800 CORRESPONDENCE – Nil 900 BYLAWS Bylaws for First and Second Readings 901 Maple Ridge Official Community Plan Amending Bylaw No. 7188 7188-2015 Staff report dated March 14, 2016 forwarded from the March 14, 2016 Council Workshop Meeting To expand the Community Amenity Contribution Program First and second reading R/2016-169 It was moved and seconded A. Whereas Council has considered the requirements of Section 475 of the Local Government Act that it provide, in respect of an amendment to an Official Community Plan, one or more opportunities in considers appropriate for consultation with persons, organi organizations and authorities it considers will be affected and has zations specifically considered the matters referred to in Section 475 of the Act; B. And whereas Council considers that the opportunities to consult, proposed to be provided by the City in respect of an amendment to an Official Community Plan, constitute appropriate consultation for the purposes of Section 475 of the Act; C. And whereas, in respect of Section 475(2) of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider mendment whether consultation is required with specifically: a. The board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; b. The Council of any municipality that is adjacent to the area covered by the plan; d. First Nations; e. School District Boards, greater boards and improvement distric district boards, and f. The Provincial and Federal Governments and their agencies; D. And that no additional consultation be required in respect of this matter beyond the posting of two questionnaires on the City of Maple Ridge website seeking comments on the pr proposed Bylaw No. 7188 oposed 7188-2015 and proposed Community Amenity Contribution Program Policy; E. That Bylaw No. 7188 7188-2015 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; F. That it be confirmed that Bylaw No. 7188 7188-2015 is consistent with the Capital Expenditure Plan and Waste Management Plan; and G. That Bylaw No. 7188 7188-2015 be given First and Second Readings and forwarded to Public Hearing. CARRIED Bylaws for Final Reading 902 Maple Ridge Ticket Information Utilization Amending Bylaw No. 7210 7210-2016 To coordinate with other city bylaws including the Tree Protection Bylaw Final reading R/2016-170 It was moved and seconded That Bylaw No. 7210 7210-2016 be adopted. CARRIED COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – March 7, 2016 and March 14, 2016 R/2016-171 It was moved and seconded That the minutes of the Committee of the Whole Meeting of March 7, 2016 and March 14, 2016 be received. CARRIED Council Meeting Minutes April 5, 2016 Page 5 of 11 Public Works and Development Services 1101 2016 2016-044 044-AL, 12725 Laity Street, Non Non-Farm Use Report Staff report dated March 14, 2016 recommending that Application 2016-044-AL for a second dwelling to accommodate accessory farm help be forwarded to the Agricultural Land Commission. R/2016-172 It was moved and seconded That Non Non-Farm Use Application 2016 2016-044 044-AL for an accessory employee dwelling, be forwarded to the Agricultural Land Commission, in accordance with Council direction as out outlined in the staff report lined dated March 14, 2016 and titled, Non Non-Farm Use Report – Employee Residential 12725 Laity Road. CARRIED 1102 201 2013-085 85 85-RZ RZ, 23154 136 Avenue, RS RS-3 to R R-2 Staff report dated March 14, 2016 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 7028-2013 to revise the Eco-Cluster and Conservation land use boundaries and the location of a multi-purpose trail be given first and second readings and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 7029-2013 to rezone from RS-3 (One Family Rural Residential) to R-2 (Urban Residential District) to permit a subdivision of approximately 27 lots be given second reading and be forwarded to Public Hearing. R/2016-173 It was moved and seconded 1) That, in accordance with Section 475 of the Local Government Act, opportunity for early and on on-going consultation has been provided by way of posting Bylaw No. 7028 7028-2013 on the municipal website and requiring that the applicant host a Development Information Meeting (DIM). Council considers it unnecessary to provide any further consultation opportunities, except by way of holding a Public Hearing on the bylaw; 2) That Bylaw No. 7028 7028-2013 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; 3) That it be confirmed that Bylaw No. 7028 7028-2013 is consistent with the Capital Expenditure Plan and Waste Management Plan; 4) That Bylaw No. 7028 7028-2013 be given first and second Readings and be forwarded to Public Hearing; Council Meeting Minutes April 5, 2016 Page 6 of 11 5) That Bylaw No. 7029 7029-2013 be amended as identified in the staff report dated March 14, 2016, be given second reading, and be forwarded to Public Hearing; and, 6) That the following ter terms and conditions be met prior to Final ms Reading: i) Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of a security, as outlined in the Agreement; ii) Amendment to Official Community Plan Schedule “A”, Chapter 10.3, Part VI, A – Silver Valley, Figure 2 -Land Use Plan, Figure 3A -Blaney Hamlet, and Figure 4 -Trails /Open Space, iii) Park dedication as required, including removal of all debris and garbage from park land; iv) Registration of a Statutory Right Right-of of-Way plan on 23083 132 Avenue and 23121 132 Avenue for the multi multi-purpose trail connection to 132 Avenue; v) Construction of the multi multi-purpose trails; vi) Registration of a Restrictive Covenant for the geotechnical report which addresses the suitab suitability of the subject property ility for the proposed development; vii) Notification to the Department of Fisheries and Oceans and the Ministry of Environment for in in-stream works on the site; viii) In addition to the site profile, a disclosure statement must be submitted by a Professional Engineer advising whether there is ubmitted any evidence of underground fuel storage tanks on the subject property. If so, a Stage 1 Site Investigation Report is required to ensure that the subject property is not a contaminated site. ix) That a voluntary citywide Community Amenity Contribution (CAC) be provided in keeping with the direction given by Council with regard to amenities. CARRIED 1103 201 2015-350 350-RZ RZ, 24341 112 Avenue, RS RS-2 to RS RS-1b Staff report dated March 14, 2016 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 7227-2016 to adjust area designated Urban Residential be given first and second reading and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 7197-2015 to rezone from RS-2 (One Family Suburban Residential) to RS-1b (One Family Urban (Medium Density) Residential) to permit a future subdivision of approximately 9 lots be given second reading and be forwarded to Public Hearing. Council Meeting Minutes April 5, 2016 Page 7 of 11 R/2016-174 It was moved and seconded 1) That, in accordance with Section 475 of the Local Government Act, opportunity for early and ongoing consultation has been provided by way of posting Bylaw No. 7227 7227-2016 on the municipal website, and Council considers it unnecessary to provide a any further consultation ny opportunities, except by way of holding a Public Hearing on the bylaw; 2) That Bylaw No. 7227 7227-2016 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; 3) That it be confirmed that Bylaw No. 72 7227 27 27-2016 is consistent with the Capital Expenditure Plan and Waste Management Plan; 4) That Bylaw No. 7227 7227-2016 be given first and second readings and be forwarded to Public Hearing; 5) That Bylaw No. 7197 7197-2015, as amended in the report dated March 14, 20 2016, be given second reading, and be forwarded to Public 16, Hearing; 6) That the following terms and conditions be met prior to final reading: i) Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of a securit security, y, as outlined in the Agreement; ii) Amendment to Official Community Plan Schedule "A", Chapter 10.2 Albion Area Plan, Schedule 1: Albion Area Plan, and Schedule “C” iii) Park dedication and removal of all debris and garbage from park land; iv) Registratio Registration of a Restrictive Covenant for the Geotechnical n Report, which addresses the suitability of the subject property for the proposed development; v) Registration of a Restrictive Covenant for Stormwater Management; vi) Removal of existing buildings; vii) In a addition to the site profile, a disclosure statement must be ddition submitted by a Professional Engineer advising whether there is any evidence of underground fuel storage tanks on the subject property. CARRIED Council Meeting Minutes April 5, 2016 Page 8 of 11 1104 Award of Contract, Recycling Trucks Staff report dated March 7, 2016 recommending that Request for Proposal (RFP-OP15-70) for replacement of recycling trucks be collapsed and that a new Request for Proposal be issued for supply of up to six recycling trucks, suitable for curbside collection, for a minimum two-year lease. The Municipal Engineer provided a PowerPoint presentation providing information on recycling in Maple Ridge; background and history of the relationship between Maple Ridge and MMBC (Multi-Material British Columbia), costs for curbside collection and outlining two options for fleet and service delivery. R/2016-175 It was moved and seconded That the contract for the purchase of three single axle recycling trucks be awarded to First Truck Centre Vancouver, Inc. in the amoun amount of $716,400 t plus applicable taxes of approximately $85,968, and a 10% contingency amount of $71,640 and further, that the Corporate Office be authorized to execute the contract. CARRIED Councillor Masse -OPPOSED Financial and Corporate Services (including Fire and Police) 1131 Disbursements for the month ended February 29, 2016 Staff report dated March 14, 2016 recommending that the disbursements for the month ended February 29, 2016 be received for information. R/2016-176 It was moved and seconded That the disbursements as listed below for the month ended February 29, 2016 be received for information: General $ 4,366,320. Payroll $ 1,851,190. For information only No motion required 1133 2016 Tax Rates Bylaws ax – Maple Ridge Road 13 Dyking District and Albion Dyk Dyking District ing Staff report dated March 14, 2016 recommending that Maple Ridge Road 13 Dyking District Tax Rates Bylaw No. 7230-2016 be given first, second and third readings and that Albion Dyking District Tax Rates Bylaw No. 7231-2016 be given first, second and third readings. R/2016-177 It was moved and seconded That Bylaw No. 7230 7230-2016 be given first, second and third readings; and That Bylaw No.7231 -2016 be given first, second and third readings. CARRIED Community Development and Recreation Service Services 1151 Age Friendly Action Plan Staff report dated March 14, 2016 recommending that the Age Friendly Initiatives Action Plan for the purpose of applying for Age Friendly Community Status be approved. R/2016-178 It was moved and seconded That the Age Friendly Initiatives Action Plan dated March 1, 2016 for the purpose of applying for Age Friendly Community Status be approved. R/2016-179 It was moved and seconded That the Corporate Officer be authorized to execute Partnering Agreements to to: 1. MCF Holdings under building permit number 15 15-124166 in the amount of $6,711.07; and 2. M D Z Holdings Ltd. under building permit number 15 15-122539 in the amount of $13,844.67. Kyle Herman Mr. Herman expressed concern with the homelessness situation in Maple Ridge and felt that affordable housing needed to become a priority. He asked what will lie in the future now that the proposed Quality Inn project did not go forward. Mayor Read advised on work currently being done with BC Housing. Mr. Herman asked whether there are any plans in the future for postsecondary education facilities in the area. Ryan Svendsen Mr. Svendsen requested consideration of a crosswalk in the Haney Nokai Park area. 1700 ADJOURNMENT – 8:09 p.m. _______________________________ N.
