CARRIED 500 PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil 600 DELEGATIONS 601 New Westminster & District Labour Council – Day of Mourning Presentation • Michelle Woods Ms. Woods gave a PowerPoint presentation providing information on the Day of Mourning campaign. She provided history on the development of the campaign and outlined goals for the future. 602 Concerns over Application No. 2015 2015-365 365-RZ • Juliette Gordon Ms. Gordon gave a PowerPoint presentation on her concerns regarding a proposed development in her neighbourhood. Ms. Gordon outlined potential impacts to local services and urged responsible development. Council Meeting Minutes April 26, 2016 Page 3 of 17 603 Concerns over Application No. 201 2015-365 365-RZ • Evelyne Bliss Ms. Bliss gave a presentation regarding a proposed development in her neighbourhood. Written material, including a petition, was provided. Ms. Bliss outlined some of the benefits of the natural area currently surrounding her neighbourhood and proposed ideas for developing the area responsibly. 700 UNFINISHED BUSINESS 701 Motions by Councillor Robson 701.1 Councillor Robson and Mayor Read provided background on the Alouette Heights Supportive Housing project. R/2016-214 It was moved and seconded That staff be directed to prepare a report on the operation of Alouette Heights Supportive Housing by Alouette Home Start Society including a history of the project, an overview of the operating model and information on the ability of the City to influence the operating model. CARRIED Councillor Speirs, Councillor Duncan -OPPOSED 701.2 Councillor Robson explained the benefits of a report outlining options for the regulation of treatment centres and shared his concerns regarding treatment centres operating without business permits. R/2016-215 It was moved and seconded That staff be directed to prepare a report outlining options for regulating the operation of treatment centres in the community. R/2016-217 It was moved and seconded That staff be directed to prepare a report on the services provided to the community by the Lower Mainla Mainland Purpose Society for Youth and Families nd and information on the ability of the City to develop a needle exchange program policy. R/2016-238 It was moved and seconded That Bylaw No.7240 7240-2016 be given first, second and third reading. CARRIED 1110 Contract Award: Works Yard Buildings Construction Staff report dated April 18, 2016 recommending that Contract ITT-OP16-10 for the construction of two buildings be awarded to N. Wallace and Company Ltd. and that the Corporate Officer be authorized to execute the contract. The Director of Engineering Operations provided details and background on the plans for the Works Yard. R/2016-239 It was moved and seconded That Contract ITT ITT-OP16 OP16-10: for the construction of two buildings be awarded to N. Wallace and Company Ltd. in the amount of $2,241,972 plus applicable taxes; and That a contingency be added under extra work provisions in the contract for the amount $300,000, and that authorization for an additional budget envelope of $591,722 be included for this project from Accumulated Surplus, Water Utilit Utility and Sewer Utility; and further y That the Corporate Officer be authorized to execute the contract. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Award of Contracts for Legal Services Staff report dated April 18, 2016 recommending that staff be directed to negotiate contracts for the provision of legal services with Raymond Young QC and Stewart McDannold Stuart and that the Corporate Officer to authorized to execute the contracts. CARRIED 1132 Disbursements for the month ended March 31, 2016 Staff report dated April 18, 2016 recommending that the disbursements for the month ended March 31, 2016 be received for information. For information only No motion required Note: Councillor Bell excused herself from discussion of Item 1135 at 9:50 p.m. as she has a child attending a private school. 1135 Permissive Tax Exemption Policy – Private Schools Staff report dated April 18, 2016 recommending that Policy 5.21 be amended to confirm that permissive property tax exemptions not be granted to private schools in Maple Ridge. CARRIED 1137 2016 2016-2020 Financial Plan Amending Bylaw Staff report dated April 18, 2016 recommending that Maple Ridge 2016-2020 Financial Plan Amending Bylaw No. 7241-2016 be given first, second and third readings. R/2016-244 It was moved and seconded That Bylaw No. 7241 7241-2016 be given first, second and third readings. CARRIED Community Development and Recreation Service – Nil Correspondence – Nil Other Committee Issues – Nil 1200 STAFF REPORTS – Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL – Nil 1400 OTHER MATTERS DEEMED EXPEDIENT – Nil 1500 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS Councillor Robson gave notice of motion to request that staff prepare an Official Community Plan amendment that institutes the Rollo report on the designation of lands in the 228 Street and 232 Street area. 1600 QUESTIONS FROM THE PUBLIC Kim Engle Ms. Engle asked about a report for a service provision overview for homeless persons. She asked which services are required by homeless persons within the town core. The General Manager of Community Development, Parks and Recreation Services provided an update on the research project commissioned by Council and being worked on the SPARC BC. Mayor Read outlined services within the town core which homeless citizens may require access to. Council Meeting Minutes April 26, 2016 Page 17 of 17 Ms. Engle asked whether there are stipulations on the funding being provided by BC Housing and if it is a requirement that the funding be used for low barrier housing and if the model will resemble 3030 Gordon. Mayor Read explained the process to be undertaken with BC Housing and the public.
