Council Meeting Minutes September 20, 2016 Page 3 of 18 700 UNFINISHED BUSINESS 701 Ultimate Intersection Configuration of Lougheed Highway and 203 Street Intersection Relative to a Development Variance Permit at 11927 203 Street Staff report dated September 20, 2016 providing information on the feasibility of the widening of 203 Street in front of 11927 203 Street to allow for the ultimate roadway standard. The Municipal Engineer reviewed the staff report and gave a PowerPoint presentation providing the following information: • F • D • D • Existing Intersection • Existing Intersection Layout Street View • Ultimate Intersection Layout considered • Impact of configuration of ultimate intersection layout • Property acquisition required and impact on current property Councillor Robson – would like ultimate intersection; can we make deal with the Ministry; Dave – is an area of highway that the ministry is looking to improve; Councillor Robson – can we expect a right hand turn lane during peak periods? Councillor Speirs – may be something that we can do; move over planter? Or? CARRIED Public Works and Development Services 1101 2016 2016-320 320-RZ, 11307 and 11295 Maple Crescent, C C-3 to M M-3 Staff report dated September 12, 2016 recommending that Maple Ridge Zone Amending Bylaw No. 7274-2016 to rezone from C-3 (Town Centre Commercial) to M-3 (Business Park) allowing industrial development over the entire site and permitting future construction of a mini-warehouse facility be given first reading and that the applicant provide further information as described on Schedules A, C, D and E of the Development Procedures Bylaw No. 5879-1999. CARRIED 1102 2016 2016-325 325-RZ, 22606 Dewdney Trunk Road, Temporary Taxi Dispatch Use Staff report dated September 12, 2016 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 7283-2016 to designate 22606 Dewdney Trunk Road to permit a temporary taxi dispatch use be given first reading and that the applicant provide further information as described on Schedule H of the Development Procedures Bylaw No. 5879-1999. Council Meeting Minutes September 20, 2016 Page 8 of 18 Moved –cs; 2nd kd Councillor Robson – presentation by Robin in terms of compliance Robin – brief history about Alouette Taxi and 2 other companies under the same umbrella; have been working with them to bring them into compliance on their previous property; this will be a temporary solution but will fit in better than where they are now; will be looking for very detailed requirements Councillor Robson – how do you think we will get compliance Robin – have them moving to a better spot due to bylaw department and the rcmp; and have let them know that their business licence can be pulled; Councillor Robson – this company doesn’t use computers to get taxis to areas first; not in our bylaw however you would think company would be committed to use the best means possible; am concerned in how effective we will be to get this company to become compliant after 10 years of not complying Robin – speaks to options; we are reviewing taxi bylaw in business plan Councillor Bell – COW had received significant amt of feedback re: smoking in taxis and drivers smoking in taxis as well; recommend process on how to file a complaint Councillor Speirs – prefer this site over the other; do we have a file come forward for the property they are on now? An application? Councillor Masse – our bylaw specifies three years?
