CARRIED 500 PRESENTATIONS AT THE REQUEST OF COUNC/L Note: Councillor Bell joined the meeting at 7:05 p.m. 501 Development Application Viewer Demo • Christina Crabtree, Chief Information Officer The Chief Information Officer provided a demonstration of a new web tool called the land development application viewer which allows the public to see development activity in the community. She advised that this application provides details of development applications and permits and links documents to discussions, providing the ability to follow processes from beginning to end. 600 DELEGATIONS 601 "We're In It Together" Operation Red Nose • Kate Woodchuk, ICBC Road Safety Coordinator • James Palframan, Director of Development, PacificSport Fraser Valley Ms. Woodchuk advised on ICBC's involvement with the Operation Red Nose program. Council Meeting Minutes November 15, 2016 Page 4 of 14 703 Correspondence 703.1 School District No. 42 - TransLink Improvements and School Busing Letter from Mike Murray, Chairperson, Board of Education, School District No. 42 providing information on funding announcements from the Provincial Government allowing for the reinstatement of the busing servicing for rural areas of the community. 704 Release of Items from Closed Council Status From the October 17, 2016 Closed Council Meeting: Item 04.02 Sale of Municipal Property, 136 Avenue Roadway (23000 block of 136 Avenue) Item 04.03 Exchange of Municipal Property - 127 Avenue Roadway (22300 block of 127 Avenue) R/2016-500 It was moved and seconded That Items 701.1 to 704 on the consent agenda be received. CARRIED 800 UNF/N/SHED BUS/NESS Note: Item 801 was moved from the October 25, 2016 Council Meeting 801 Council Procedure Amending Bylaw - Release of Voting Pattern from Closed Meetings Staff report dated October 17, 2016 recommending that a Council Procedure Amending Bylaw to include the matter of release of voting patterns from Closed Council status. Note: Councillor Robson left the meeting at 7:54 p.m. The Manager of Legislative Services advised on the ability of Council members to publicly explain their voting pattern from a Closed Meeting. Council Meeting Minutes November 15, 2016 Page 5 of 14 R/2016-501 It was moved and seconded That the Corporate Officer prepare a Council Procedure Amending Bylaw to include: When a resolution is released by Council from Closed status, and unless otherwise resolved by Council, the names of any members who voted in the negative will be released. DEFEATED Mayor Read, Councillor Masse, Councillor Shymkiw - OPPOSED R/2016-502 It was moved and seconded That the Corporate Officer prepare a Council Procedure Amending Bylaw to include the text: When a resolution is released by Council from Closed status, and unless otherwise resolved by Council, the names of any members who voted in the negative will be released on a case by case basis. CARRIED 802 Motion by Mayor Read Mayor Read spoke to the motion put forward. R/2016-503 It was moved and seconded That staff be directed to provide a report on developing a program for improving responsible pet ownership which will include an educational component and an emphasis on dog licencing. CARRIED 1001.2 Maple Ridge Zone Amending Bylaw No. 6939-2012 To rezone from RS -3 (One Family Rural Residential) and RS -2 (One Family Suburban Residential) to R-1 (Residential District) and R-2 (Urban Residential District) to permit a future subdivision of 18 single family lots Final reading R/2016-506 It was moved and seconded That Bylaw No. 6939-2012 be adopted. CARRIED 1002 Maple Ridge Development Procedures Amending Bylaw No. 7290-2016 To establish a new 18 month plus single 6 month process for the rezoning application extension process Final reading R/2016-507 It was moved and seconded That Bylaw No. 7290-2016 be adopted. CARRIED Council Meeting Minutes November 15, 2016 Page 7 of 14 COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Public Works and Development Services 1101 2016-053-RZ, 10350 and 10320 Slatford Place, RS -3 and RS -2 to R-2 Addendum Report Staff report dated November 7, 2016 that Maple Ridge Zone Amending Bylaw No. 7232-2016 to rezone from RS -3 (One Family Rural Residential) and RS -2 (One Family Suburban Residential) to R-2 (Urban Residential District) to permit subdivision into approximately 24 single family lots no less than 315 m2 (3390 ft2) in area be amended and be given first reading as amended and that the applicant provide further information as described on Schedules A, B, F and G of the Development Procedures Bylaw No. 5879-1999. R/2016-508 It was moved and seconded 1) In respect of Section 475 of the Local Government Act, requirement for consultation during the development or amendment of an Official Community Plan, Council must consider whether consultation is required with specifically: i. The Board of the Regional District in which the area covered by the plan is located, in the case of a Municipal Official Community Plan; ii. The Board of any Regional District that is adjacent to the area covered by the plan; iii. The Council of any municipality that is adjacent to the area covered by the plan; iv. First Nations; v. Boards of Education, Greater Boards and Improvements District Boards; and vi. The Provincial and Federal Governments and their agencies. and in that regard it is recommended that no additional consultation be required in respect of this matter beyond the early posting of the proposed Official Community Plan amendments on the City's website, together with an invitation to the public to comment; 2) That Bylaw No. 7232-2016, be amended as identified in the staff report dated November 7, 2016 and be given first reading as amended; and Council Meeting Minutes November 15, 2016 Page 8 of 14 3) That the applicant provide further information as described on Schedules A, B, F and G of the Development Procedures Bylaw No. 5879-1999. CARRIED 1102 2016 -384 -DP, 11915 224 Street Staff report dated November 7, 2016 recommending that the Corporate Officer be authorized to sign and seal 2016 -384 -DP to allow exterior alterations to an existing building at 11915 224 Street. R/2016-509 It was moved and seconded That the Corporate Officer be authorized to sign and seal 2016 -384 -DP respecting property located at 11915 224 Street. CARRIED 1103 Mobile Food Vendors in Maple Ridge Staff report dated November 7, 2016 recommending that Maple Ridge Business Licencing and Regulation Amending Bylaw No. 7250-2016 to allow food truck vending on City Property, including streets be given second and third readings. R/2016-510 It was moved and seconded That Bylaw No.7250-2016 be given second and third readings. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Proposed Combined Maple Ridge Fire Hall#4 and Park Site Staff report dated November 7, 2016 recommending that a registered professional architect be retained for the purpose of designing Fire Hall #4, that associated budgetary construction numbers be obtained, that a neighbourhood consultation program for development of the park site to align with the fire hall proposal be developed and further that a rezoning application for City owned property at 28863 112 Avenue be prepared and submitted. Retain a registered professional architect for the purposes of designing Fire Hall #4 and obtain associated budgetary construction numbers for further consideration and approval; and 2. Develop a neighborhood consultation program for the park site to align park development with the fire hall development; and further 3. Prepare and submit a rezoning application for City owned property at 23863 112 Avenue to provide for the uses outlined in the staff report dated November 7, 2016. CARRIED Note: Councillor Masse left the meeting at 8:47 p.m. 1132 Bylaw for Highway Closure & Dedication Removal for a Portion of 136 Avenue Roadway (23050 block of 136 Avenue) Staff report dated November 7, 2016 recommending that Maple Ridge Highway Closure and Dedication Removal Bylaw No.7293-2016 be given first, second and third readings. R/2016-512 It was moved and seconded That Bylaw No. 7293-2016 be given first, second and third readings. CARRIED 1133 Bylaw for Highway Closure & Dedication Removal for a Portion of 127 Avenue Roadway (22300 block of 127 Avenue) Staff report dated November 7, 2016 recommending that Maple Ridge Highway Closure and Dedication Removal Bylaw No. 7294-2016 be given first, second and third readings. R/2016-513 It was moved and seconded That Bylaw No. 7294-2016 be given first, second and third readings. CARRIED Note: Councillor Masse returned to the meeting at 8:48 p.m. Council Meeting Minutes November 15, 2016 Page 10 of 14 1134 Downtown Clean Team Staff report dated November 7, 2016 recommending that funding to allow for a partnership between the Downtown Maple Ridge Business Improvement Area and Alouette Addictions for the formation of a Downtown Clean Team be approved. R/2016-514 It was moved and seconded That Council provide the Downtown Maple Ridge Business Improvement Area (DMRBIA) with funding for one year to allow them to partner with Alouette Addictions for a Downtown Clean Team, noting that the cost of $14,000 is to be funded from the Protective Services Reserve. CARRIED 1135 Plebiscite for Provision of Road -Side Waste Pick-up Staff report dated November 7, 2016 recommending that staff be directed to proceed to gather the information required to prepare a plebiscite (Request for Proposal). The Manager of Legislative Services reviewed the staff report. 1135.1 R/2016-515 It was moved and seconded That staff be directed to proceed to gather the information required to prepare a plebiscite (Request for Proposal to determine costs) and subsequently conduct the plebiscite in 2017. R/2016-516 It was moved and seconded That the text "subsequently conducted the plebiscite in 2017 be replaced with the text "prepare a report for Council consideration on the plebiscite process." AMENDMENT CARRIED MOTION AS AMENDED CARRIED Councillor Shymkiw - OPPOSED Council Meeting Minutes November 15, 2016 Page 11 of 14 1135.2 R/2016-517 It was moved and seconded That the City undertake a Request for Proposal to seek costs for the implementation of a municipal curbside solid waste collection from suitably experienced contractors based upon the Level of Service established by Council; and That an annual Solid Waste Utility charge be established for inclusion in a public process to determine public support for the proposed solid waste curbside collection system; and further That $25,000 be allocated from Accumulated Surplus to retain a consultant to prepare the Request for Proposal document and legal review. CARRIED Councillor Shymkiw - OPPOSED Community Development and Recreation Service 1151 Joint Leisure Services Update Item 1151 was a presentation provided at the November 7, 2016 Committee of the Whole Meeting only. 1152 Parks, Recreation and Cultural Facilities - Detailed Design Process Staff report dated November 7, 2016 recommending that a report be provided outlining a funding source for the detailed design process and that request for proposals be issued for a detailed design process for the Maple Ridge Civic and Cultural Facility. Note: Councillor Bell left the meeting at 9:13 p.m. and returned at 9:16 p.m. The General Manager of Parks, Recreation and Cultural Services gave a PowerPoint which outlined the plans and provided renderings of the proposed Maple Ridge civic centre project The General Manager of Parks, Recreation and Cultural Services advised on requirements for grant eligibility. Council Meeting Minutes November 15, 2016 Page 12 of 14 1152.1 R/2016-518 It was moved 1. and seconded That staff be directed to bring back a report outlining a funding source for the detailed design process; and 2. Once a funding source has been identified, that staff issue a request for proposals to conduct a detailed design process for the Maple Ridge Civic and Cultural Facility for an estimated cost of $2,196,060. DEFEATED Councillor Bell, Councillor Masse, Councillor Shymkiw - OPPOSED 1152.2 R/2016-519 It was moved and seconded 1. That staff be directed to bring back a report outlining a funding source for the detailed design process; and 2. Once a funding source has been identified, that staff issue a request for proposals to conduct phase 1 of a phased detailed design process for the Maple Ridge Civic and Cultural Facility for an estimated cost of $525,000. CARRIED 1153 Master Agreement on Cooperation for the Joint Use of Public Facilities and Coordination of Services Staff report dated November 7, 2016 recommending that the Master Agreement on Cooperation for the Joint Use of Public Facilities and Coordination of Services be approved and that the Corporate Officer be authorized to sign and seal the agreement. R/2016-520 It was moved and seconded That the Master Agreement on Cooperation for the Joint Use of Public Facilities and Coordination of Services dated November 1, 2016 be approved; and, the Corporate Officer be authorized to sign and seal the agreement. R/2016-521 It was moved and seconded That Bylaw No. 6668-2009 be rescinded. CARRIED Administration - Nil Other Committee Issues - Nil 1200 STAFF REPORTS - Nil 1300 OTHER MATTERS DEEMED EXPEDIENT - Nil 1400 NOTICES OFMOTION AND MATTERS FOR FUTURE MEETINGS In Councillors Robson's absence, the Manager of Legislative Services advised on notice of motions he wished to bring forward to the November 29, 2016 Council Meeting. R/2016-522 It was moved and seconded That the notice of motions proposed by Councillor Robson be deferred until the next Council Meeting. CARRIED Councillor Shymkiw - OPPOSED Council Meeting Minutes November 15, 2016 Page 14 of 14 1500 QUEST/ONS FROM THE PUBLIC Kim Engele Ms. Engele asked how the capital and operating budgets for the proposed fire hall are being funded and what the financial implications to area homeowners are. The General Manager of Corporate and Financial Services referred to the staff report and advised on the history of the proposed Fire Hall #4 and the funds available for the capital cost and proposed operating budget. Ms. Engele reiterated her question on the impact on local homeowners in terms of property taxes. The General Manager of Corporate and Financial Services advised that the funding for the proposed fire hall would be handled on a community -wide basis. Ms. Engele asked for information on the borrowing of $110 million plus for the design group of projects. She requested confirmation of cost per household. The General Manager of Corporate and Financial Services provided clarification on the borrowing of $110 million and provided specifics on funding for such investments by the City and the resulting tax scenarios though a specific cost per household could not be provided at this time, a more thorough evaluation of the exact costs of the borrowing and amount of borrowing would need to be known. Ms. Engele asked whether approval by citizens is required for the borrowing of such funds and asked what the cap was on the amount requiring the City to ask for public approval.
