Building permit application or development application and less than 20 trees >20 cm DBH are being cut. If more than 20 trees are being cut, see Bulletin 2016-005-ENV Tree Management Plan Requirements. 2. In the Rural Area and between 11 and 20 trees are being cut. 3. In the Urban Area and more than 5 trees are being cut. 4. The tree or trees being removed is Significant (>50 cm in Urban Area, >70 cm in Rural Area). For points 1 to 3 above: The Arborist Report must be prepared by a Certified Arborist and must include: 1. Tree Assessment which identifies: a. Location, species, size DBH and health conditions of Permit Trees proposed to be removed from the parcel; b. Location, species, size DBH and health conditions of Permit Trees proposed to be retained or replaced within 10 metres of the proposed building envelope, Conservation Area boundaries, and property boundaries. c. Location of all park boundaries, conservation or setback areas on the parcel. d. Location of existing or proposed building layout and infrastructure. 2. Replacement Plan which identifies locations, species and size of Replacement Trees, or the cash-in- lieu total to be paid. Replacement trees are required if less than 40 trees/hectare are retained within the developable portion of the parcel. Street Trees do not count as Replacement Trees. See Bulletin 2016-007-ENV Replacement Requirements. 3. Protection and Mitigation Plan which details mitigation and protection measures that will be in place to avoid or reduce negative impacts to protected trees on the parcel and on adjacent parcels. This plan shall include measures to protect Critical Root Zones and to address blowdown concerns, drainage issues and Hazard Trees. See Bulletin 2016-006-ENV for protection requirements. Once the Arborist Report has been reviewed and approved by the City Arborist, a Final Tree Survey must be prepared by a registered BC Land Surveyor of proposed tree retention and replacement areas that require restrictive covenants. The survey must also show locations of trees to be cut along property boundary lines, or within five metres of Conservation Area boundaries, or areas with steep slopes over 25%. ____________________________________________________________________________________ If a single significant tree is proposed for removal, the Arborist Report, prepared by a Certified Arborist, must only report on the location, species, size and health conditions of the tree to be removed.
