Councillor Morden attended a meeting pertaining to the Fraser River hosted
by Randy Kamp, MLA, the CP Holiday Train event and the grand opening of
a new restaurant in Maple Ridge. He volunteered at the Haven on
Christmas Eve.

Councillor Hogarth reported that regular committee meetings will
commence in the upcoming weeks. He volunteered at the Salvation Army
Christmas Dinner and Operation Red Nose. He thanked those residents
and businesses whose volunteer work contributed to the success of
Operation Red Nose.

Councillor Bell advised that her committee work will be commencing within
the next week. She attended a tour of the local library and volunteered at
the Christmas Haven. She advised that the Ridge Meadows Hospice

Mr. Fryling expressed concern as to the impact of the proposed application on the
neighbourhood and on his property. He stated that various properties in the neighbourhood
are owned by the applicant and reiterated his concern of the effect on his home and the
property value. He requested that Council consider exploring a vision for the neighbourhood
and not grant proposals for lots here and there. He also stated that many of the houses in
Hammond are being fixed up and should multi-family residences be approved, many of
these types of houses will be demolished.

Mr. Clark echoed the concerns of the previous speaker. He also expressed further concern
with the size of the proposed apartment and the impact of the increased traffic particularly
in terms of on street parking. He spoke to the inconsistency of the provision of sidewalks
and streetlights throughout the neighbourhood. Mr. Clark felt that the future plan of the
entire neighbourhood is in question and stated that he would like to see the area under one
zone, not mixed zoning as proposed.

Mr. Lane spoke in favour of the proposal however he agreed with the concept of a plan for
the whole neighbourhood which would allow further development.

Mr. McNeal advised that the backyard of his property will be facing the proposed apartment
building and spoke in opposition to the application. He stated that he and many other
residents in the area have bought and renovated heritage houses and spoke to the history
of Hammond. He asked that applications such as these be looked at for areas other than
heritage areas.

Mr. Rowley spoke in favour of the application stating that the proposal is a good example of
a 4 storey building. He is in favour of a comprehensive look at the whole neighbourhood,
including the infrastructure as there is concern over the inconsistency of sidewalks in the
area. He also expressed that development for density can occur alongside the preservation
of heritage sites and that a ‘piece meal’ type of development should not be considered.

Mr. Sather felt planning and forethought is needed for the Hammond area community and
encouraged the maintenance of the heritage values of the Lower Mainland. He encouraged
future developments for the area to follow the characteristics of the existing buildings. Mr.
Sather agreed that an overall plan for the area is needed with an emphasis on the
preservation of existing heritage.

Ms. Grant asked about the future plans for the whole area in terms of development. She
spoke to houses in the area being condemned, resulting in vacant lots and creating issues
in the area. She expressed concern over the impact on her home of a four storey apartment
building.

Mr. Grant felt that a proper Official Community Plan has not been developed for the area of
Hammond. He expressed concern that the current application is setting a precedent for
‘piece meal’ development.

Mr. McNeal suggested that there are builders who are willing to use properties such as this
for single family dwellings and asked that the Hammond neighbourhood be left as is rather
than rezoning for higher density.

Mr. Bissky addressed concerns brought forward by residents. He stated that the Official
Community Plan encourages density and affordability within the current boundaries. He
highlighted the proposal’s walking distance to schools, shopping and the WestCoast Express
and provided examples of mixed density in other communities. He advised on the design of
the building, the infrastructure to be put in place resulting from such development and the
provision of underground and visitor parking. He put forward that the proposed building is
relatively small and therefore should have fairly low impact on the neighbourhood.

Mr. Grant expressed concern that infrastructure such as sidewalks and sewer are only
provided through developments such as proposed application. He felt that it is the
responsibility of the municipality to provide upgrades to neighbourhoods without being
dependent on larger developments.

Mr. McNeal advised that the frontage of the properties being used for the proposed
development already has sidewalks and streetlights. He felt that a 36 unit building did not
represent a low impact for the neighbourhood.

Mr. Park expressed concern that his property value will be impacted due to developers
allowing buildings to become delinquent in the neighbourhood. He also asked about storm
sewer services being put in as a result of the development of another apartment building
which have bypassed his property.

Mr. Fryling maintained that the proposed building will not fit with the surrounding single
family residential dwellings and asked that the history in the area be maintained.
There being no further comment, the Mayor declared this item dealt with.

contained herein a chance to be heard, the Mayor terminated the Public Hearing at
7:35 p.m.
