October 2015 Wildfire Prevention for Construction Zones Engineering Department Information Sheet The Wildfire Act (Act) and Wildfire Regulation (Regulation) applies to both public (Crown) and private land and it is your responsibility to review and understand the Act and Regulation and take steps to ensure you are in compliance with respect to fire use, prevention, control, and rehabilitation. Any person who carries out a high risk activity on or within 300m of forest land or grass land, between March 1 and November 1, must determine the Fire Danger Class for the location and comply with the applicable Fire Danger Class restrictions and durations. High Risk Activities include the following:  mechanical brushing  disk trenching  preparation or use of explosives  using fire or spark producing tools, including cutting tools  using or preparing fireworks or pyrotechnics  grinding, including rail grinding  mechanical land clearing  clearing and maintaining rights of way, including grass mowing  any of the following activities carried out in a cutblock excluding a road, landing, roadside work area or log sort area in the cutblock o operating a power saw o mechanical tree felling, woody debris piling or tree processing, including de-limbing o welding o portable wood chipping, milling, processing or manufacturing o skidding logs or log forwarding unless it is improbable that the skidding or forwarding will result in the equipment contacting rock o yarding logs using cable systems; If your activity is included in the above list, or presents a known fire hazard, the next steps to determine the obligation around completing the activity are to identify the fire danger class at your location then based upon the class determine the restrictions and durations. To determine the fire danger class at your location you can either use representative weather data, the detailed fire danger ratings provided online by BC Wildfire Services; or the “Watershed Protection Weather Report” published by Metro Vancouver. Once you know what the fire danger class, reference the following Table to identify the restrictions and durations for how and when you can conduct a high risk activity. October 2015 During the completion of high risk activities fire fighting hand tools must be available and ensure that the fire watcher can reasonably see the site of the high risk activity. The fire watcher is required to actively patrol for sparks and fires, report the fire, and immediately carry out fire control and extinguishes the fire if practicable. To report a fire contact 911 immediately Column 1 Fire Danger Class (DGR) Column 2 Restriction Column 3 Duration III (moderate) After 3 consecutive days of DGR III or greater, maintain a fire watcher after work for a minimum of one hour. Until after the fire danger class falls below DGR III. IV (high) Maintain a fire watcher after work for a minimum of 2 hours. Until after the fire danger class falls below DGR III. After 3 consecutive days of DGR IV, cease activity between 1 p.m. PDT (Pacific Daylight Savings Time) and sunset each day Until after the fire danger class falls to DGR III for 2 consecutive days, or falls below DGR III. V (extreme) Cease activity between 1 p.m. PDT (Pacific Daylight Savings Time) and sunset each day and maintain a fire watcher after work for a minimum of 2 hours. Until after the fire danger class falls below DGR IV for 2 or more consecutive days. After 3 consecutive days of DGR V, cease activity all day. Until after the fire danger class falls below DGR V for 3 or more consecutive days, or falls below DGR IV.
