HomeMy WebLinkAboutCouncil this Week 2014-03-03.pdf Council This Week Shawn Matthewson, Recreation Coordinator, presented Council with an updated report on the Motor Vehicle Act pertaining to bicycle use. She noted that the Social Planning Advisory Committee (SPAC) has been working with the RCMP on a research project to identify the issues and tell the stories of individuals involved. This issue is complex and requires a creative and collaborative approach to ensure the safety of all citizens. The second part of this presentation was given by Corporal Alana Dunlop who presented Council with the findings of the Social Outreach survey that was conducted during a six week period of time in the downtown core. The data was collected from enhanced street checks (a proactive and/or enforcement toll used by police to check individuals to gather information with respect to location, date, clothing and circumstances). She then shared 13 typical “clients” that frequent the downtown core area and noted their commonalities include: • History of criminality; minor offences • Mental illness • Poverty • Street entrenched older adults • Desire for freedom to pursue their own lifestyle • Come from colder climate • Drug use; typically do not self-identify as Addicts • Numerous medical issues, but are not engaged with medical system • No driver’s licence • Lack of family support • Minimal financial support from social services • Unemployable Corporal Dunlop reviewed the current strategies with Council along with their recommendations and then SPAC presented Council with additional recommendations. Council had a conversation around the various aspects of the report, and their original intent in bringing this matter forward for further discussion. Superintendent Dave Fleugel Officer in Charge of the Ridge Meadows RCMP was on hand and fielded a number of questions relating to the enforcement implications and issues relating to cycling issues that were part of this discussion. Council moved the recommendations from the SPAC report to the next Council meeting on Tuesday, March 11, 2014. Commercial Industrial Review Diana Hall, Planner II, made a brief presentation to Council outlining their discussions relating to the draft Commercial Industrial Strategy and reviewed the resolutions that Council passed relating to specific recommendations of th e draft report. Christine Carter, Director of Planning provided Council with some background and context related to discussions about the development o f the Albion area with a mixed use residential development. Ms. Carter explained why the Commercial Industrial Strategy had not supported that concept, and provided Council with some background information relating to a mixed use ‘Quay’ type development that’s proposed in the Port Hammond area, consistent with the Official Community Plan. Council had a detailed discussion relating to some of the employment targets in the report and further discussions relating t o the Albion portion of the overall report. At the conclusion of the discussion, Council forwarded the final draft of the Commercial Industrial Strategy to an upcoming Committee of the Whole meeting. Hammond Area Plan Scoping Report Lisa Zosiak, Planner II, provided Council with an summary presentation of the policy implications and the background context that are part of the introduction to the report that outlines the process that will be used to develop the Hammond Area Plan. She continued her presentation with an overview of the community engagement process for the Hammond Area Plan. This project will include the use of social media to complement traditional forms of consultation. Ms. Zosiak noted that the hashtag #MyHammond and a special email, myhammond@mapleridge.ca, will be used as part of a wide ranging public engagement that will include the District website, newspaper advertising, community meetings and surveys as well as social media tools. She then reviewed proposed phases of the Hammond Area Plan Process and the proposed work and timeline for each component of the project; • Phase I: Neighbourhood Context • Phase II: Public Consultation • Phase III: Draft Area Plan • Phase IV: Area Plan Endorsement • Phase V: Plan Approval Council thanked the presenters and moved the report forward to the Tuesday, March 11, 2014 Council Meeting. Chuck Goddard, Manager of Development & Environmental Services gave a verbal update on the work being done on the Zoning Bylaw. He indicated that the update was entering its final stages, and that the draft document was now in the process of being reviewed with great detail to ensure that it meets the project goals of being ‘clear, concise, user friendly and legally bind ing.’ He indicated that the bylaw would come back before Council at the end of the summer. Council thanked Mr. Goddard for his update. Gaming Revenue Policy Trevor Thompson, Manager of Financial Planning, reviewed the staff report updating Council on the Gaming Revenue Policy work. The report comes before Council as a result of the allocation of $550,000 toward Infrastructure Replacement in the 2014 -2018 Financial Plan as a mechanism to keep the tax increase as low as possible. Council asked that this matter be brought forward for further discussion to ensure that the policy implications were reviewed. Council thanked Mr. Thompson for the presentation and received the report as information. Council This Week March 3, 2014 Catherine Nolan, Manager of Accounting gave a presentation to Council outlining the preliminary year-end information for 2013 focusing on the General Revenue Fund as noted in her report. Ms. Nolan provided background information on the ways that Financial Plan information differs from the Financial Statements to ensure that Council and the public had some clarity of the different functions and information contained in these report. Council thanked Ms. Nolan for the presentation and received the report as information.
