Noha Sedky, Planner and Re- searcher, CitySpaces Consultants Ltd. gave a presentation to Council that included an update on the HAP and a draft of the Working Plan. Ms. Sedky reviewed the process that has taken place to date including the earlier stages, a Situation Re- port and Consultation Summary Re- port, involved background research and community consultation that was intended to assess the local housing market conditions and iden- tify housing challenges and gaps. Ms. Sedky noted that the HAP has undergone a successful and com- prehensive process with guidance from the Social Planning Advisory Committee (SPAC), input from the community and technical direction from District staff. She noted that this process has resulted in the Working Draft of the HAP that articu- lates a thoughtful and tailored framework to encourage the devel- opment of market and non-market housing in Maple Ridge. Siobhan Murphy, Planner II provided Council with a review of the report and outlined that the Working Draft of the HAP will be available to the public and staff will be seeking the community’s input on the plan. Ms. Murphy reviewed the next steps of the initiative and advised that the final version of the plan will be pre- sented to Council in the fall. Council provided a number of com- ments and questions, accepted the report for information and thanked everyone for their presentations. Ms. Blue explained how the development of this brand, with colleagues from Pitt Meadows and Mis- sion, helps leverage the regional supply of agricultural land and the growing agri -tourism business that has emerged as citizens in the community, and in the region, look to access more sustainable and high quality food products locally. The program helps connect larger producers with potential markets, but has a strong focus on con- necting growers and consumers at the micro-level as well, through farm direct sales. Ms. Blue noted that the program also offers a web portal, which can be accessed at the District site, mapleridge.ca through the Invest Maple Ridge link on the home page. The goal is to continue populating the True North Fraser website as a way of promoting and marketing the agricultural bounty of our community and strengthening the connections that have been made through community investments in the Haney Farmers Market and other programs to promote this sector of the economy. Ms. Hall, Plan- ner II, noted that the signage program will roll out based on the criteria identified as part of the re- port. Council thanked Ms. Blue for her presentation. Council This Week Page 2 Resolutions for Submission to the Union of British Columbia Municipalities (UBCM) Council had a discussion regarding the following resolutions that have been proposed by Council:  Producer Responsibility for Mattresses  Revisions to the Residential Tenancy Act  Ban on Grizzly Bear Hunt Council also discussed the following resolutions that have been proposed by the Social Planning Advisory Committee:  Assertive Community Treatment Teams  Income Exemption for Child Support Payments  Party Bus Industry  Sobering and Assessment Centres Council members discussed the wording and intent of some of the resolutions, and will do some fi- ne-tuning of the resolutions in order to bring them back for final approval at a future meeting. Page 3 Council This Week Albion Community Hall Financing Kelly Swift, General Manager: Community Development, Parks & Recreation Services, provided Council with a review of the Albion Community Hall Financing report. She noted that the infor- mation provided in this report responds to Council’s request to explore options for a new Albion Community Hall and the financing mechanism. Ms. Swift noted that there is a lot of work in progress which will have an impact on how the devel- opment of amenities in Albion will move forward. She noted that the Joint Services Agreement for Parks and Recreation is currently under review, and the final work on that could impact the scope and financing for a facility in Albion. She also noted that there is still work to be done setting priorities for the overall Parks and Recrea- tion Master Plan, and that partnerships with School District No. 42 relating to the co-location of a facility could have a huge impact on the potential costs of a facility. Her final point is that there needs to be care in discussing the potential for a project like this as it may create a sense that this facility is imminent, when a review of community priorities and the funding mechanisms see the project moved to a longer timeline. Council passed the recommendation that staff be directed to prepare a report that outlines costs, funding sources and potential partnerships for the development and operation of a community gathering place in the Albion Area.
