HomeMy WebLinkAboutCouncil this Week 2014-10-06.pdfLaura Benson, Manager of Sus- tainability & Corporate Planning, made a presentation to Council highlighting the key points of the report which lays out the goals and objectives of an Employ- ment Land Investment Incentive Program (ELIIP). Ms. Benson noted that the ELIIP is just one facet of the work that will flow from the recently ap- proved Commercial and Industri- al Strategy for Maple Ridge. The presentation started with a sum- mary of previous work whereby Council affirmed that the attrac- tion of high value local jobs as a key priority. This goal is embedded in the Commercial and Industrial Strat- egy, and within that strategy, there are a number of areas that are existing lands zoned for Commercial and Industrial use. Ms. Benson presented a slide that talked about the key pro- gram objective, and how jobs and development are linked. She noted that the plan was de- veloped with three key points in mind; What is the financial re- turn for taxpayers? How do we measure the success of the pro- gram? How stable would the jobs be? She then outlined the principles of the ELIIP, where the focus would be on encouraging devel- opment and redevelopment with a time limited program that tar- gets the high value jobs Council is looking for. Ms. Benson also noted that the report recommends that the commercial portion of the Town Centre Investment Incentive Program (TCIIP) be continued to encourage the development and redevelopment of employment lands in the downtown. The program specifically addresses uses that do not generate employment and ensures that there are no incentives in these categories. The program focus is on land that is currently identi- fied as industrial land, and as new lands are zoned, they can be added to the incentive program. The report outlines the scope of the projects and the recommendation from the report is that the bylaws and regulations to initiate the ELIIP be brought forward to the October 14, 2014 Council meeting for consideration. Further, the recommendation included the provision to extend the TCIIP and that the bylaw be brought forward to the same meeting.
