HomeMy WebLinkAboutCouncil this Week 2014-11-03.pdfKelly Swift, General Manager: Community Development, Parks & Recreation Services, gave a verbal summary highlighting the key points of a report that out- lines the process followed to de- velop a park in our community. This report relates to a request from Council regarding the Jack- son Farm property that has been designated for park use. Ms. Swift explained the Master Plan park planning process whereby Council moves the park site into the capital plan and re- views the process of developing the park, including extensive community consultation and site research which culminates in a recommendation to Council. Ms. Swift explained that the site is not currently part of the five year capital plan, and that once it is identified as a priority in the plan, the process outlined in the report will begin. Council thanked Ms. Swift for her presentation and report. David Boag, Director of Parks & Facilities provided Council with a review of the current state of the mechanical systems that would be upgraded as part of this work. He showed slides of the current and proposed pool filter system, the pool plumbing system and the issues around the current mechanical room and provided Council with the proposed solutions. Wendy McCormick, Director of Recreation, explained the benefits of replacing the current chlo- rine gas system with a combination of chlorination and ultraviolet light water filtration. She ex- plained some of the benefits from a customer service perspective, whereby the pool users would notice fewer odours and see cleaner water in the facility. She also spoke about improvements to accessibility that would be done in conjunction with the mechanical upgrades. The presentation showed how modern pools create better ways for people with mobility issues to access the facilities and she spoke of a relocation and redesign of the hot tubs to allow for broader use by the patrons of the Leisure Centre. The estimated cost for the repairs and upgrades is $5.5 million, and the recommendation to hire an architect and mechanical engineer to complete a detailed design was passed by Council. Environmental Management Strategy Implementation Report Rod Stott, Environmental Planner for the City of Maple Ridge, provided a presentation outlining key aspects of the Short Term High Priority Implementation Recommendations Report relating to the Environmental Management Strategy that is currently under development. Mr. Stott provided a history of the work to date and explained the benefits of forwarding the Envi- ronmental Management Strategy to the proposed Environmental Advisory Committee. He also noted that the short term priorities include the development of the Tree Protection Bylaw, Soils Deposit Bylaw and ways that the City can improve communications and awareness around the environmental review processes as outlined in the report. Council asked a number of questions relating to the work and passed a motion supporting the recommendations to move this work forward. Council This Week Page 3 Please Note! Thornhill Urban Reserve Council voted to move this report forward to the next Council for their review. Zoning Bylaw Chuck Goddard, Manager of Development & Environmental Services, gave Council a verbal up- date on the progress of the Maple Ridge Zoning Bylaw. He noted that the project encompasses a lot of work that has come before Council in recent months, and that the Planning department expects to have it before Council in 2015 for final adoption. Christine Carter, Director of Planning, noted that some items that are part of the new Zoning By- law are coming before Council as part of development applications that are in progress as minor amendments to the existing Bylaw to ensure that projects in the stream conform to some of the guidelines that Council has seen in the draft document. Council thanked Mr. Goddard for the update. November 17, 2014 Council Workshop Meeting Council passed a motion cancelling the Monday, November 17, 2014 Workshop right after the election weekend. Council will convene at 1:00 pm that day for the Committee of the Whole as scheduled.
