Council This Week is an informal summary of the reports and discus-
sion of Council’s work at Workshop. This document will provide links to
all reports and presentations that were provided to Council as part of
their deliberations. The comments are not the official minutes of the
meeting. These notes are intended to capture the essence of the dis-
cussion so that citizens can keep in touch with the work of Council in
this public meeting. This version of Council This Week has been modi-
fied to a more accessible version that better meets the needs of our cit-
izens with visual impairments.
Albion Flats—History & Options Update
Christine Carter, Director of Planning, and Jim Charlebois, Manager of Community Planning,
made a presentation to Council outlining key points from their report on the history and options
for lands in the ‘Albion Flats.’ The report has a number of maps that outline the area that is part
of the discussion.
In June 2012, representatives from Ridge Shopping Centres Inc. (Smart Centres) made a formal
public presentation to Council and proposed to build a shopping centre in Albion Flats on the
south side of 105 Avenue. Council directed staff to work with Smart Centres on this proposal,
which would require a land exchange agreement in order for the project to proceed.
On December 22, 2014 Smart Centres, in writing, decided that they would not proceed with the
land exchange for financial reasons. Following that decision, staff were directed to prepare an
‘options report’ for Council. The report contains an extensive timeline of work that has been done
relating to this property. The report also outlines a number of options for Council relating to mov-
ing forward with these lands.
The options include proceeding with an ALR block Exclusion application for City -owned land and
on behalf of private land owners or not proceeding with an ALR block Exclusion application. The
options also outline the choices around the preparation of an area plan, revisiting the previously
endorsed Draft Concept Plan or even revisiting the charrette results or establishing a new land
use planning process. The report outlines the current rulings of the Agricultural Land Commission
and the implications for lands north and south of 105 Avenue.
The report notes that before any of the options can be followed Council needs to decide if they
are interested in proceeding with the Exclusion application for these lands and whether the Albi-
on Flats remain a priority for area planning in Maple Ridge.
Council asked a number of questions relating to the lands and the process and opted to move
the discussion to a Closed Meeting to clarify some ownership issues.

Maple Ridge Commercial & Industrial Strategy
Implementation Plan
Christine Carter, Director of Planning, and Jim Charlebois, Manager of Community Planning,
made a presentation to Council outlining key points from the Maple Ridge Commercial & Industri-
al Strategy Implementation Plan report.
Mr. Charlebois provided a brief history of the Commercial and Industrial Strategy from 2011 to
2014, and noted that the final Strategy was endorsed on August 26, 2014. As part of the step of
endorsing the Strategy, Council directed staff to prepare the Implementation Plan based on the
framework outlined in a report that accompanied the finished Strategy.
The report outlines the history of the work and Council was given the three previous reports that
were prepared as part of the development of the Strategy along with the Draft Implementation
Plan matrix that included an outline of the short, medium and long term work to execute aspects
of the Strategy. The purpose of the presentation is to determine if Council agrees with the Imple-
mentation Plan matrix and is comfortable with the priorities that have been identified and the
work that will come before them. The report was received for information.

LMLGA Resolutions
The LMLGA Resolutions sub-committee of Council prepared a number of possible resolutions for
the upcoming LMLGA conference. Council reviewed and revised the proposed resolutions and re-
quested additional information to create the final version of the resolutions. They will come back
before Council at an upcoming meeting for final endorsement.
Maple Ridge & Pitt Meadows School District No. 42
Correspondence
Council received correspondence and a report from School District No. 42 regarding their Strate-
gic Facilities Review and discussed some of the implications of the material as it relates to Coun-
cil’s goals around complete neighbourhoods and the lack of schools in the eastern part of the
community. The location and construction of schools will have an impact on development deci-
sions that come before Council.
After some discussion Council passed a motion directing staff to work with School District No. 42
to identify the preferred school sites and options on how to move the issue forward and bring
that information back to Council at a future meeting.
