provided Council with a summary of the Solid Waste Collection Options
report.
Mr. Pollock outlined the environment for waste collection in Metro Van-
couver and the Multi-Material British Columbia (MMBC), producer re-
sponsibility for recyclables, and provided Council with an overview of
how solid waste collection is done in the region and in other markets.
He also reviewed the options available to Maple Ridge citizens and the
costs associated with pickup.
Mr. Pollock defined the various models that are being used throughout
the region for solid waste management. One model is ‘contracting out,’
whereby the garbage is collected by a company chosen by a public ten-
der and contract negotiation. He outlined the costs associated with the
bins used to hold the solid waste, and how these costs need to be fac-
tored into the overall cost of garbage collection.
He spoke about the ‘in house’ model whereby the local government
sets up and runs the service. The final model he discussed was the
‘franchise’ model used by some communities in the United States

whereby the local government awards a contract for exclusive rights and gets a payment from the
franchise company.
Mr. Pollock also noted that there are some challenges in looking at the comparisons. Costs will
vary based on the size of the community, the distance to the waste disposal facility, the terrain of
the community and the type of service and frequency.
Council asked a number of questions regarding the existing recycling system and looked for clari-
fication on some of the costs of the comparable services. Council has asked staff to prepare a
report that answers questions that came from the discussion. That report will come back for re-
view in May of 2015. An interim report will be prepared and presented in two weeks to allow
Council to confirm that the issues have been properly identified.

Demolition of Vacant, City Owned Properties
Darrell Denton, Property & Risk Manager, provided Council with a brief review of his report rec-
ommending the demolition of three City-owned homes that have reached the end of their lifecy-
cle. The goal is to ensure that these properties do not become a public nuisance.
Council directed staff to proceed with gathering the costs associated with the responsible demoli-
tion of these properties and bring a report back with the costs to execute this work.
Responsible Development Charter—Discussion Paper
Christine Carter, Director of Planning, provided Council with a verbal summary of her report out-
lining her findings related to Council’s desire to create a ‘Responsible Development Charter.’
Ms. Carter provided some examples of documents that have been completed by other communi-
ties that speak to the issues Council is trying to capture in the creation of a Responsible Develop-
ment Charter. She also provided Council with background information regarding the principles
that are part of the Maple Ridge Official Community Plan (OCP) where wording seems to reflect
similar principles to the verbiage of documents from other communities.
Council discussed their views on what they felt this document should be and how it should align
with the policies of the City and the decision-making framework used to move development for-
ward. Council decided to come back to this document after they completed their Strategic Plan-
ning sessions so that there is a strong alignment with their priorities and the finished document.

Remedial Action for the Demolition of Derelict/Unsafe
Homes
Council reviewed reports for three properties that are vacant and have become derelict or un-
safe. The three properties are located at;
a. 11960 221 Street
b. 12041 256 Street
c. 22333 122 Avenue
Council passed the recommendations giving the owners 30 days to demolish the structures, with
specific conditions; otherwise the work will be done by the City and the expenses will be charged
to the owners via their Municipal taxes.

Mayor & Council Reports Discussion
Council was provided with a copy of the Council Procedure Bylaw to help them in a conversation
around changing the section of the Council Meeting relating to Mayor and Councillors’ reports to
another meeting. The idea is to shorten the Council meeting and look at more efficient ways for
Council members to report on meetings and committee work. Council discussed a number of
ways to enhance that information flow including investigating ways to create a blog on the City
website for Council members to provide the updates in writing and move the reports to the Work-
shop Agenda. Council passed a motion to move Mayor and Councillors’ reports from the Council
Agenda to the Workshop Agenda.
The reports on the City Reserves and the Fibre Optic Network were deferred to the next
Council Workshop Agenda.
