HomeMy WebLinkAboutCouncil this Week 2015-05-04.pdfSiobhan Murphy, Planner 2, made a presentation to Council updating them on the process that was followed to develop the Housing Action Plan which was adopted in September of 2014. This gave Council an opportunity to provide their feedback prior to the implementation plan coming forward, and to ensure that their priority items are included in the upcoming work. Ms. Murphy described how the Housing Action Plan was intended to deal with the issues across the ‘housing continuum.’ More specifically, Maple Ridge has a variety of market and non-market housing options, and they can also be described as a range of temporary to permanent housing options. Examples include, on one end of the scale, emergency shelters and transitional housing projects through to the rental and owned dwellings in the community. There are issues across the spec- trum, and with the survey work done in our community themes emerged around the mix of housing available. Maple Ridge, being a suburban community with a very high level of home ownership, has gaps in afford- able rentals for people entering the housing marketplace and the ca- pacity for seniors to find affordable rentals that are accessible based on their capacity and located close to transit. cont’d... Council This Week Page 2 Work Plan Prioritization—Survey Results Council has had a number of meetings to establish their vision and work plan priorities for their mandate and Laura Benson, Manager of Sustainability & Corporate Planning, has been working to capture this work and help develop the draft Council ‘Matrix.’ The term, Matrix, is used to de- scribe the week to week plan of meetings, the topics that will be presented at those meetings and the reports that staff will need to bring forward so that Council can proceed with the priority items that they establish. This is important work. In the pre-meetings Council developed a list of close to 100 items that represented the issues they would like to deal with as their mandate. The items were grouped together into themes; a. Building Communities b. Community Safety c. Parks & Recreation d. Economic Development e. Finance and Governance Council members were given a survey tool that allowed them to attach 1000 points across the items on the list based on their personal priorities. cont’d... Council This Week Page 3 Work Plan Prioritization—Survey Results ...cont’d The survey also allowed for the tracking of the total number of Council members that allocated points in any area of the survey. A third metric was a measurement of the ‘gap’ between the im- portance of an item, and the Council member’s perception of how well we were doing on that is- sue as a community. The final report allowed Council to see what the top priorities are based on points, based on the total number of their colleagues that ‘voted’ on an issue and the gap analysis. The report shows that the issues of capacity in schools, capacity of recreational facilities, streamlining city process- es around development, homelessness and the development of community amenities in our fast- est growing areas were a theme using both the points and vote methodology. Council had a discussion around how this work can be used to create the work Matrix, and decid- ed that they would provide feedback on the report to Ms. Benson, who would then take the infor- mation and work with the appropriate divisional General Managers to develop a draft work Matrix and bring that back to Council for discussion and ratification.
