HomeMy WebLinkAboutCouncil this Week 2015-06-01.pdfCouncil was given a verbal update on the report detailing additional in-
formation on Solid Waste Collection that had been requested at the
March 30, 2015 Council Workshop meeting.
The report outlines the number of homes being serviced by the Ridge
Meadows Recycling Society, a review of recent contracts from other lo-
cal governments in Metro Vancouver for solid waste collection and an
estimated range of costs for providing this service in Maple Ridge. The
report also looks broadly at the implications on the City’s Financial Plan
based on the range of costs that exist in other Lower Mainland commu-
nities.
Council had a broad-ranging discussion about the information in the re-
port and the desire to get public input based on the estimates of those
who are using alternates to private pick-up of garbage.
Council passed a motion establishing a sub-committee of Council con-
sisting of Councillors Masse and Speirs, who will come back to Council
with a recommendation on the question and methodology to obtain
public input on this issue.

Council This Week Page 2
The owner of a property located at 22333 122 Avenue appeared before Council asking for recon-
sideration or delay in the Remedial Action Order that the property be demolished as it has be-
come a public safety issue.
After hearing from the owner and reviewing photos of the property, Council voted unanimously
that the Remedial Action Order proceed.
Maple Ridge Tree Management Bylaw Consultation Update
Rod Stott, Environmental Planner, provided Council with a presentation that outlined key infor-
mation from the report on the results from the public consultation on the proposed Tree Manage-
ment Bylaw.
Mr. Stott described the processes used to collect information which included an online survey for
the public, consultations with tree experts and other community stakeholders, a public open
house and a review of 80 permit applications and site visits in the community. He also noted that
there were numerous emails and phone calls from citizens. Above all, participation in the consul-
tation was very high with over 600 questionnaires returned to the City and close to 150 people
registered at the Open House.
Mr. Stott noted that all of the feedback was available in the report, but took the time to distill
some of the key findings for Council. He noted that there was a different perspective on tree man-
agement for urban and rural homeowners and that there was some pretty compelling information
presented to support the perspectives for each type of property. There was also solid feedback
from the tree experts and stakeholders that supported proposed revisions to the Tree Manage-
ment Bylaw.
Mr. Stott outlined the proposed changes to the Bylaw and noted that the revised Bylaw would be
placed on the City website for citizens to review. The Bylaw will come back before Council at an
upcoming meeting after they have had an opportunity to review all of the changes. Council
thanked Mr. Stott for the report.

Mayor’s Homelessness Solutions Task Force
Council had a brief discussion around the Provincial response to the 2014 Union of BC Munici-
palities resolutions. In addition, there was a discussion and summary of the meeting held with
the BC Minister of Advanced Education with Mayor Read and Councillors Masse and Shymkiw.
Council members expressed their pleasure at the level of engagement of the Minister and his un-
derstanding of the aspirations our community has regarding the development of increased post-
secondary opportunities in Maple Ridge.
Some specific ideas came out of the meeting that will be followed up on by both parties in the
discussion.
