Ms. Swift noted that the issue of homelessness is a local, regional, provincial and national issue and the “Summit for Cities on Homelessness: Strengthening Regional and Sub-Regional Approaches” provides a platform for a regional dialogue on ending homelessness. Council passed a resolution that directs staff to prepare an RFP to obtain funding to host a Mayor’s Regional Summit on Homelessness. SPAC - Recommendations for Terms of Reference - Community Dialogue on Homelessness Kelly Swift, General Manager: Community Development, Parks & Recreation Services reviewed the report with Council. Council passed a resolution to endorse the Social Policy Advisory Committee’s Terms of Reference for a Community Dialogue on Homelessness. What is Workshop at a Glance? Ted Swabey, Chief Administrative Officer advised Council that Dave Walsh has been hired to support public safety in the downtown. Council passed several resolutions relating to this item including:  Create a temporary position to support public safety in the downtown  Establish a central number for reporting non -emergency issues relating to the operation of the temporary shelter  Enhance online communications to increase communication with businesses and residents in the downtown  Improve coordination of needle retrieval in the downtown through the formation of a Needle Retrieval Committee Council Policy 6.20—Development Information Meetings - Proposed Revisions Christine Carter, Director of Planning introduced this item to Council. Council passed that Council Policy 6.20 —Development Information meetings, dated January 26, 2010 be repealed and replaced with the updated version. Sports Team Sponsorship Policy Catherin Nolan, Manager of Accounting reviewed the report with Council. Council received the report for information. Proposed Telus Cell Tower - Webster’s Corner Darrel Denton, Property & Risk Manager provided Council with a verbal update on the proposed Telus cell tower. Council passed a motion that directed staff to prepare a report on the cell phone tower approval process and the implications of those processes for the City to articulate a position on cell towers. Deputy Mayor Role Council passed a motion that directed staff to prepare an amendment to the Council Procedure Bylaw to revert from a Deputy Mayor role to an Acting Mayor rotation.
