Recreation Facilities, Number of Councillors
Ceri Marlo, Manager of Legislative Services and Emergency Program made a
presentation to Council that covered the following items considered for public
consultation:
1. Provision of road-side solid waste pick-up as a municipal service.
2. Prioritization and funding for Parks and Recreation infrastructure.
3. Increasing the number of Councillors from six to eight.
Council directed staff to prepare reports on:
conducting a plebiscite to determine elector opinion on the provision of road -side
waste pick-up as a municipal service once the service model is determined.
the financial implications of increasing the number of Councillors from six to eight.
Council also passed a motion that the alternate approval process be used to seek
assent of the electors for borrowing bylaws relating to funding for Parks and Recreation
facilities once the priorities have been established.

Considerations for a Municipal Solid Waste
Collection Program
David Pollock, Municipal Engineer provided an overview of the staff report which
included the RFP (Request for Proposal) process, the decision matrix and possible next
steps.
Council completed the decision matrix to establish the level of service that would be
included in the Request for Proposal but deferred the preparation of the Request for
Proposal until the report on the plebiscite is presented to Council.
Traffic Calming Update
David Pollock, Municipal Engineer introduced this item and provided Council with an
update on the dedicated cycle tracks along the 123 Avenue corridor from 203 Street to
Laity Street.
Council passed a motion that the draft Traffic Calming Policy be amended to seek
public approval for consideration of neighbourhood traffic calming prior to commencing
data collection and that the development of dedicated cycle tracks along 123 Avenue
corridor from 203 Street to Laity Street be supported for consideration in future
Financial Plan deliberations.
Union of British Columbia Municipalities
(UBCM) Ministers’ Meetings
Ted Swabey, Chief Administrative Officer provided Council with an update on the UBCM
Ministers’ Meetings.
Council directed staff to arrange meetings with UBCM Ministers involved in civic
property.
